In 446, meiyang county was abolished. Zhoucheng county was set up in the north of Jinxian county and the northeast of Qishan County. Meiyang county was merged into Zhoucheng county. The city was governed by the original site of this Zhou Dynasty and belonged to pingqin county. In 487, Emperor Xiaowen of the Northern Wei Dynasty withdrew Wugong County and set up meiyang County in jiangyuanzui, which was under the jurisdiction of Wugong County.
In the fourth year of Northern Zhou Tian He (569), it was transferred to meiyang county to govern Chongzheng town. In the third year of Jiande (574), Zhoucheng county was transferred to Meicheng, and Sanlong county was set up in the former Zhoucheng County; meiyang county was removed, and the county was returned to Qishan. Set Wugong County in zhongtingchuan (now Wugong town).
In 596, Emperor Wen of the Sui Dynasty changed Sanlong County into Qishan County, and the city was governed ten li south of Qishan (now jiangualing).
In the third year of Wude (620), Emperor Gaozu of the Tang Dynasty set up Fufeng County (commonly known as dongfufeng) in Changning town of Wugong, and gachuan County in today's county. After liberation on July 13, 1949, the people's Government of Fufeng County was established and subordinate to Baoji Commissioner's office.
