In 977, a chieftain was established in Liping, and Fulu yongcong was set up. From the Yuan Dynasty to the middle of the Yuan Dynasty, a lawsuit was filed by shangliping chief in Liping Village ("Li", originally the place where Dong people worship). In 1283, it set up 80000 military and civilian general manager's office in Guzhou (Guzhou, now Liping Luoli). In 1322, the general manager's office was abolished, lipingzhai was renamed lipingzhai, and shanglipingchang's lawsuit was changed to shanglipingchang's lawsuit, which had jurisdiction over 12 chief executive's divisions and was subordinate to Sizhou pacification division (Sizhou, now cengong) of Xingsheng Province in Huguang. In 1385, it abolished the shangliping chief's lawsuit and established the wukaiwei command department, which was the general manager of military and political affairs. It had jurisdiction over 15 stations, 2 villages and 14 chief departments. In the 11th year of Yongle in the Ming Dynasty (1413), the Sizhou pacification department was abolished, and the Liping mansion was set up as an official regiment in Liping village. It was subordinate to the Chengxuan political envoy Department of Guizhou, and had jurisdiction over seven chief departments, namely Tanxi, Bazhou, Guzhou, Caodi (later abolished), Hongzhou poli, Fulu yongcong, xishanyangdong (later abolished). In 1441, in the sixth year of Ming Zhengtong, Fulu yongcong was abolished and yongcong county was set up under Liping Prefecture. In 1582 (the tenth year of the Wanli reign of the Ming Dynasty), the Liping government was changed into the military and civilian government, which also governed the five Kaiwei affairs, and the magistrate was controlled by Yuanchen. In 1600, Liping Prefecture was subordinate to Hu Guangcheng, the Minister of state. In 1603, it returned to Guizhou. In 1725, wukai and Tonggu in Chu province were transferred to Liping Prefecture. In 1727, Kaitai county was set up in wukaiwei, Jinping County in tongguwei, and Liping Prefecture in Tianzhu County of Jingzhou, Chu province.
