Haicheng District Haicheng District, subordinate to Beihai city of Guangxi Zhuang Autonomous Region, is the political, economic, cultural and transportation center of Beihai City and the residence of the municipal government, with a total area of 141.24 square kilometers (including 24.99 square kilometers of Weizhou Island and 1.89 square kilometers of Xieyang Island). By the end of 2017, the total population of the region was 309000 (348600 permanent residents). Since January 1, 2011, Weizhou town has been entrusted to Beihai Weizhou Island tourism area for management.
The infrastructure of Haicheng District is perfect, Qinbei railway and China Railway are connected to each other; Yongbei line refers to a high-speed railway from Nanning to Beihai, with a design speed of 250 kilometers per hour, which is a class I electrified railway of national railway. Nanning, Beihai, Qinzhou and Fangchenggang formed a "one hour City Economic Circle", which was officially put into operation in January 2014. Nanning to Beihai, about 190 kilometers, can arrive in about 50 minutes. Chinese mainland has one of the nearest ports in Southeast Asia, Western Asia and Europe. It has several highways. Beihai airport is one of the three largest airports in Guangxi.
Haicheng District is rich in marine resources. Beibu Gulf is one of the four famous fishing grounds in China. There are two excellent natural harbors, waishanei harbor and weizhounan Bay. The coastline is 55 kilometers long, and there are 100000 mu of shallow sea beach that can be cultured. Haicheng District is rich in natural resources. The adjacent Beibu Gulf is one of the six major oil and gas basins in China. It is rich in mineral resources, including quartz placer, ilmenite, clay and gypsum.
Evolution of organizational system
Haicheng District was under the jurisdiction of Jinghai regiment Bureau of Hepu County during the reign of Daoguang in Qing Dynasty. Xianfeng (1851-1861) was under the jurisdiction of Zhuchang office. From the late Qing Dynasty to the early Republic of China, it was still under the jurisdiction of Jinghai regiment Bureau. In 1926, Jinghai regiment Bureau was abolished, and Beihai Municipal preparatory office was established. From 1931 to 1945, Beihai Town, the second autonomous region of Hepu County, was established in 20 years, and Beihai East and West towns, the fifth administrative region and the third administrative region, were established in 30 years. In 1955, the third district was abolished, and it was still under the jurisdiction of Beihai East and West towns, directly under Hepu County.
On December 4, 1949, Beihai city was liberated. Today, the jurisdiction of Haicheng District is under the jurisdiction of Beihai East and West Street People's government. Weizhou was liberated on March 6, 1950. In June, the Township People's power was established and perfected, which was under the jurisdiction of Beihai Town People's government. In January 1951, Beihai broke away from Hepu County and became a prefecture level city directly under Guangdong Province. In May of the same year, Beihai was transferred to the leadership of Guangxi Province. In March 1952, it was officially put under the jurisdiction of Guangxi Province, the second district and the third district of Beihai city. In January 1953, it was under the jurisdiction of the people's Government of the first district. In May 1955, it was transferred to Guangdong Province and its organizational system remained unchanged. In 1956, Beihai City (county-level city) belonged to Hepu district. In November 1958, it was transferred to Beihai people's commune of Hepu County. In June 1959, Beihai was changed into a county-level town in Zhanjiang District, under the jurisdiction of Beihai Town, Weizhou and suburban communes. In October 1964, Beihai became a county-level city, belonging to urban communes and Weizhou, Gaode, Dijiao and Xitang communes. In 1965, Beihai belonged to Guangxi Zhuang Autonomous Region and was a county-level city. Its system was extended. In October 1983, prefecture level cities were restored. On September 11, 1984, the commune system and sub district offices were abolished and Haicheng District was established.
On July 21, 1990, the people's Government of Guangxi Zhuang Autonomous Region approved (GZH No. 20): 22 natural villages in Dijiao town and Xitang township of Beihai City, including Xuwu, tanwu, Zhangwu, Daqiao, tizili, Tangzi, shiziling, Sanhekou, Shensi, youhang, huoshao bed, Wuzi, Fabao, hongkan, shajingtou, Dingwu, Laowu, Shangcun, Chenwu, Mowu, houtang and Liwu At the same time, Dijiao town was changed into a sub district office as an agency of the people's Government of Haicheng District.
On December 17, 1994, the State Council approved (guohan No. 137): to expand the administrative area of Haicheng District, including the eight village offices of Weizhou town (including Xieyang Island), Gaode town (later changed to "Pingyang town"), Malan village, juntun village, Kaijiang village, Dongwei village, wengshan village, Chixi village, Gaonong village, the five neighborhood committees of No.1, No.2, Shajiao village, Lingdi village, Miaoshan village, and Luoke village and longgoulu village of Pingyang village office Village, Xitang, xibiandong and Yima of Xitang town are under the jurisdiction of Haicheng District. The District People's government is located in Beibu Gulf Avenue. The three neighborhood committees of dadunhai, Nanwan and Xincun were put under the jurisdiction of Yinhai district.
So far, Haicheng District covers an area of 140 square kilometers and has a population of about 210000. It has jurisdiction over 5 streets and 1 town: Dijiao street, Haijiao street, Xijie street, Zhongjie street, Dongjie street and Weizhou town. The district government is located in the environmental sanitation road.
In July 1996, Jinghai Town was established with the approval of the regional government. So far, Haicheng District has jurisdiction over five streets, including Dongjie, Zhongjie, Xijie, Haijiao and Dijiao, two towns, including Weizhou and Jinghai, 51 neighborhood committees and 20 administrative villages.
In April 1998, Yima town was established with the approval of the regional government. After the adjustment, Haicheng District has jurisdiction over 5 streets and 3 towns: Zhongjie street, Dongjie street, Xijie street, Haijiao street, Dijiao street, Jinghai Town, Weizhou town and Yima town.
According to the fifth census in 2000, Haicheng District has a total population of 273413. Among them: 46402 in Zhongjie street, 40798 in Dongjie street, 44995 in Xijie street, 39914 in Haijiao street, 15434 in Dijiao street, 28900 in Jinghai Town, 11978 in Weizhou town and 44992 in Yima town.
On June 21, 2005, the government of Guangxi Zhuang Autonomous Region (GZH No. 175) agreed to adjust the administrative divisions of some towns in Haicheng District: abolish Yima town and set up a sub district office, with the former administrative region of Yima town as the jurisdiction of the sub district office; abolish Jinghai Town and set up Gaode sub district office, with the former administrative region of Jinghai Town as the jurisdiction of the sub district office. On July 4 of the same year, the Haicheng District government issued the notice on revoking Jinghai Town into Gaode sub district office and revoking Yima town into Yima sub District Office (Beicheng Zhengfa No.7).

During the reign of Daoguang in Qing Dynasty, it was under the jurisdiction of Jinghai regiment, with three sub bureaus of Beihai, Gaode and Weizhou. In the 20th year of the Republic of China, it was the second autonomous region of Hepu County. In 21, the original second district was divided into the sixth, seventh and eighth districts. The Sixth District governs Beihai, the seventh district governs Weizhou and the eighth District governs Gaode. In 28, the sixth, seventh and eighth districts merged into the fifth. In 30 years, Beihai town was divided into East and West towns.
In May 1950, the people's Government of Beihai town was set up. Two sub district offices, Donglian street and Xilian street, were set up in the urban area. Six sub district residents' committees, including Zhongshan Wai Street, Zhongshan East Street, Zhongshan West Street, Zhuhai east street, Zhuhai West Street and Xinmin Street, were under the jurisdiction of the city. Six township governments, including Dongjing Township, Xijing Township, Gaode Township, Qixing Township, Haidong Township and Weizhou Township, were set up in the suburbs. In 1953, the whole city was divided into three districts: the urban area was the first district, the suburban area was the Second District, and Weizhou Island was the third district. In 1956, the urban area was expanded to gaodehe Dijiao, with 6 sub district offices and 21 neighborhood committees.
From 1958 to 1983, the urban area was under the jurisdiction of urban commune, with four sub district offices, including East Street, middle street, West Street and Haijiao, and 14 neighborhood committees. On September 11, 1984, Haicheng District was established, which was under the jurisdiction of the residents committee under the former four sub district offices of East Street, middle street, West Street and Haijiao, and the Waisha brigade and dushugen brigade of the former Waisha commune. In October 1987, East Street, middle street, West Street and Haijiao Street offices were re established. The neighborhood committees under the jurisdiction of each sub district office are as follows: East Street governs 6 neighborhood committees of Zhongshan, Zhongshan Wai, Zhuhai east, Beibu Gulf East, Xin'an street and Zhengfa road; middle street governs 5 neighborhood committees of Zhuhai Zhong, Xinzhong Road, Wenming Road, Wenming Li and Gongyuan road; West Street governs 4 neighborhood committees of Zhongshan, Jianwen Road, Zhuhai West and Beibu Gulf West; Haijiao governs Minjian street, Xinxing Road, Waisha and Qianjin Road There are 5 neighborhood committees in dushugen.
On August 23, 1990, Dijiao town under the jurisdiction of the suburb was transferred into Haicheng District and renamed Dijiao sub district office. At the same time, the three village offices of Gonghe, Qunhe and Danao village in Xitang Township, Xuwu village, Zhangwu village, Xin'an village, shiziling village, tizili village, Shensi village, youhang village in Xitang village and Lepeng village in Gaonong village in Gaode town are assigned to Haicheng District. The administrative divisions of the sub district offices have also changed. East Street has jurisdiction over four neighborhood committees, namely, nanzhudong, tongguli, chating road and Huanghai Road; middle street has jurisdiction over four neighborhood committees, namely, nanzhuzhong, Huanwei Road, tizili and tangzili; and West Street has jurisdiction over five neighborhood committees, namely, square Xili, square Dongli, Ping'an Street, Guizhou West and Guizhou south. Haijiao has jurisdiction over Haijiao Avenue, Gonghe, Qun and three neighborhood committees. Dijiao has eight neighborhood committees, namely Shangliao, Zhongliao, Xialiao, Xinjie, Xinying, Xincun, Nanshu and dadunhai.
In February 1994, the three neighborhood committees of dadunhai, Nanshu and Xincun under the jurisdiction of Huahai district were transferred to Yinhai district. In July 1994, the neighborhood committee of Yihai new village was set up in the West Street sub district office.
On December 17, 1994, with the approval of the State Council, Weizhou town (including Xieyang Island), Malan, juntun, Kaijiang, Dongwei, wengshan, Chixi, Gaocai and Gaonong village offices in Gaode Town, Luoke village and longgoulu village in Pingyang village office, and Xitang, xibiandong and Yima village offices in Xitang town were assigned to Haicheng District jurisdiction.
