Shunde District Shunde District is one of the five administrative districts of Foshan City, Guangdong Province. It is located in the south of Guangdong Province, the middle of Pearl River delta plain, the southwest border of Guangfo city and the south of Guangfo Zhaoqing economic circle. It is one of the important core areas connecting Foshan and Guangzhou. Shunde is adjacent to three cities of Guangzhou, Zhongshan and Jiangmen, and is near to Hong Kong and Macao. The area is 806 square kilometers, with 4 streets, 6 towns, 205 villages (communities), and its permanent population is 2 million 704 thousand and 700, of which 1 million 452 thousand and 600 registered residence and about 500000 overseas Chinese.
Shunde is located in the hinterland of Guangfu culture in the Pearl River Delta. Since ancient times, Shunde has developed economy, prosperous commerce, and prosperous culture and education. Shunde is one of the birthplaces of yuequ and Cantonese opera, and is "the hometown of Chinese Quyi". Shunde food culture has a long history and is well-known all over the world. It has been awarded the title of "city of world food" by UNESCO, and has the reputation of "hometown of Chinese chefs". Shunde has been prosperous in humanities since ancient times. From the Northern Song Dynasty to the end of the Qing Dynasty, there were three number one scholars in literature, one in martial arts, 762 scholars in literature and martial arts, and 2397 scholars in culture and martial arts. Li Jian and Su Renshan, who gave birth to the three great masters of poetry, calligraphy and painting in the Qing Dynasty, and outstanding figures such as Li Xiaolong, Li Zhaoji, Zheng Yutong, Luo Dingbang, Wu Yisun, Liang Jue, and Chen Fengfu Zhen, etc.
Shunde is one of the largest production bases of air conditioners, refrigerators, water heaters and sterilized cupboards in China. It is also the largest supply base of rice cookers and microwave ovens in the world. It has 28 national brands such as "China's home appliance city", "China's gas appliance city" and "China's paint town". Two hundred billion level industrial clusters of household appliances and mechanical equipment have emerged, and two of the world's top 500 enterprises, Midea and country garden, have emerged.
In 2019, Shunde's GDP is expected to exceed 350 billion yuan, with an increase of more than 7.0%. For eight consecutive years, Shunde ranks first among the top 100 districts in China's comprehensive strength. For the 11th time, Shunde has been shortlisted as one of the "top 10 demonstration counties and cities in China's overall well-off society". For two consecutive years, Shunde has ranked first among the top 100 districts in China's green development, and the government construction satisfaction index ranks first among the five districts of Foshan City.
Evolution of organizational system
In the pre Qin period, Shunde belonged to Nanyue. In the Qin Dynasty, Shunde belonged to Nanhai county. At the end of Qin Dynasty and the beginning of Han Dynasty, Shunde belonged to the South Yue State. Since the Sui Dynasty, it was incorporated into Nanhai county. The market began to appear in Shunde in Tang Dynasty. Shunde was called Xianning County in ancient times.
During the Five Dynasties and Ten Kingdoms period, when Liu Yan's regime in the Southern Han Dynasty was under the separate rule of Lingnan, Guangzhou was changed into Xingwang mansion in the first year of qianheng (917), and it was built in imitation of Chang'an, the capital of the Tang Dynasty. Xinhui county was divided into Xianning County, Changkang county (attached to the kingdom of Xingwang), Yongfeng county and Yongchang County, to guard the capital city. Xianning county is located in jiananlu village, Beijiao Town, Shunde District, Foshan City.
In the fourth year of Kaibao of Song Dynasty (971), pan Mei leveled the Southern Han Dynasty; in the fifth year, Xianning and Changkang counties and Yongfeng and qiaoerchang counties, Panyu and Sihui counties were Nanhai counties. Xianning County in Guangdong Province has existed for only 56 years. By the Song Dynasty, people had settled down. For example, Bijiang village in the area was established at that time, and was famous for making paper and pickled bamboo shoots. At the end of the Southern Song Dynasty, the people fled with the imperial court, which made the population of Shunde grow rapidly.
In 1449, the uprising of Huang Xiaoyang broke out. After the failure of the uprising, in order to strengthen the rule, in 1452 ad, the imperial court set aside Dongyong, maning, Ding'an and Xilin in Nanhai and baitengbao in Xinhui (returned to Xinhui County in October 1958) as Shunde County, which means "Shun Tian Ming De". The county governed TaiGen fort and changed its name to Daliang. The Ming and Qing Dynasties were under the jurisdiction of Guangzhou government.
In the Republic of China, the county was divided into ten districts. In June 1914, it was under the management of Guangdong Haidao; in 1920, it was directly under the province after it was abandoned.
On October 28, 1949, the Chinese people's Liberation Army entered Shunde; on October 30, 1949, the Rong (Rong Qi) Liang (Daliang) military control commission was established.
On March 20, 1950, the people's Government of Shunde county was formally established, under the Pearl River administrative office.
In 1955, the people's Committee of Shunde county was established under the central Guangdong administrative office.
In 1958, Shunde and Panyu counties were merged and renamed Fanshun County, which is subordinate to Foshan district.
In June 1959, the organizational system of Shunde and Panyu counties was restored, and Shunde was still subordinate to Foshan district.
In 1968, Shunde County Revolutionary Committee was established, under the Foshan district.
In 1970, Foshan district decided that Shunde county should be responsible for reclaiming the central ditch between dahengqin and xiaohengqin island in Zhuhai county.
In 1980, the people's Government of Shunde county was restored to Foshan.
In June 1983, Foshan district was abolished and the system of city governing county was implemented.
On March 26, 1992, the Ministry of Civil Affairs approved Shunde to withdraw its county and establish a county-level city. On April 30, Shunde Municipal People's government was formally established.
On July 27, 1999, on the premise of maintaining the county-level organizational system of Shunde City unchanged, except that the Party committee, discipline inspection, supervision, court, procuratorate and other systems and the national vertical management departments still maintain the current management authority, which is entrusted by Foshan City, Shunde City is given the management authority of prefecture level city for all other economic, social, cultural and other affairs, and is directly responsible for the province.
On January 8, 2003, Shunde was incorporated into Foshan, and the county-level city was replaced by Shunde District.
On January 28, 2004, the fixed line telephone number of Shunde was upgraded. The original area code 0765 was cancelled and replaced with 0757, which is the same as Foshan. The character "2" was added before all the fixed line telephone numbers to become an 8-digit telephone number.
On August 17, 2009, the Guangdong provincial Party committee and government officially approved that Shunde District of Foshan City should continue to carry out the comprehensive reform experiment with the implementation of the scientific outlook on development as the core. The official reply agreed that on the premise of maintaining the organizational system of Shunde District unchanged, Shunde District should be given the power to exercise municipal management over all economic, social, cultural and other affairs except the Party committee, discipline inspection, supervision, court, procuratorate system and the affairs that need the unified coordination and management of the whole city.
In April 2010, with the coordination of land and planning departments of Guangdong Province and the approval of the provincial government, the Management Committee of Hengqin new area of Zhuhai City recovered all the state-owned land use rights of Shunde District of Foshan City in Shunde reclamation area of Hengqin Island Central ditch.
On the afternoon of February 11, 2011, the editorial office of Guangdong Province officially announced that recently, Guangdong Province officially issued a document to determine Shunde, Foshan, as the first pilot county directly under the jurisdiction of Guangdong Province, thus opening the prelude to the reform of "county directly under the jurisdiction of Guangdong Province". After Shunde District is designated as the pilot of "province directly governing county" in Guangdong Province, Shunde District enjoys the municipal management permission and administrative law enforcement permission, and implements the financial system of "province directly governing county". Foshan City and Shunde District, in accordance with the requirements of Guangdong Province's financial management system, prepare their own financial revenue and expenditure budget and year-end final accounts respectively, and report them to the province for summary; Foshan City and Shunde District shall not require the other party Share the responsibility of financial expenditure within the scope of their own authority; transfer payment, tax return, income tax return, etc. are directly approved by the provincial finance and subsidized to Shunde District; special funds of national and provincial finance are separately allocated to Shunde District, which can directly apply for special funds subsidy from provincial finance and other relevant departments, and the provincial finance will directly assign it to Shunde District.
In 1950, the county was divided into 10 districts, 2 district level towns, 57 townships, 5 township level towns, 7 residential areas and 269 villages.
In June 1952, shiken township of the four districts was assigned to Nanhai county.
In February 1958, the district level system was abolished, and the rural areas of the county were divided into 15 townships with 290 agricultural cooperatives under its jurisdiction. The original two district level towns and five township level towns remain unchanged.
In May 1961, the county's 10 people's communes were adjusted to 10 districts, with 37 communes and 393 production teams under its jurisdiction. The people's communes of Fengcheng and Rongqi towns were restored to district level towns.
In January 1963, the district level completion system was abolished, and 37 communes in the county were merged into 10 rural communes and 1 water commune.
In November 1983, the people's commune system was abolished, with 10 districts, 2 district level towns, 14 township level towns and 220 townships.
In December 1986, the county began to abolish the production brigade and production team, and set up economic union and economic cooperative.
In February 1987, the district level system was abolished, and the county was divided into 12 towns.
In 1993, Daliang, Desheng, Lunjiao and Leliu towns were rebuilt.
On February 2, 2000, Rongqi town and Guizhou town were abolished and Ronggui town was established.
In the same year, the fifth national census showed that the total population of Shunde was 1694152, including 4 streets and 7 towns: 216177 in Daliang street, 43087 in Desheng street, 131515 in Lunjiao street, 166186 in Leliu street, 307226 in Ronggui town, 113489 in Chencun Town, 166340 in Beijiao Town, 172247 in Lecong Town, 144608 in Longjiang Town, 125150 in Xingtan town and 108127 in Jun'an town.
On December 22 of the same year, Daliang town and Desheng District merged and set up Daliang district (sub district) office; in January 2003, it was renamed Daliang sub district office; in February 2002, Ronggui town was abolished and Ronggui district was established; on January 8, 2003, Ronggui sub district office was officially established.
In 2002, Shunde District governed four streets (Ronggui, Daliang Leliu Lunjiao) and six towns (Beijiao, Longjiang Lecong, Xingtan, Junan, Chencun).
