Xinhua County Xinhua County, formerly known as Meishan, is a county of Loudi City in Hunan Province. Located at 27 ° 31 ′~ 28 ° 14 ′ N and 110 ° 45 ′~ 111 ° 41 ′ e, it is located in the middle of Hunan Province, the middle reaches of Zijiang River and the southeast foot of the north section of Xuefeng mountain (formerly called Meishan). Xinhua is the core area of Meishan culture. It is the hometown of Meishan culture and art in China, the hometown of Chiyou culture in China, the hometown of Wushu in China, the hometown of folk song art in China, and the hometown of Chinese poetry.
Famous natural and cultural attractions include the world irrigation project heritage purple magpie terrace, Meishan Dragon Palace, Daxiongshan Forest Park, Youxi river rafting, North Tower, Wenchang Pavilion, etc.
In September 2015, the pilot implementation plan of Hunan Provincial Department of land and resources to promote the economic system reform of counties directly under the provincial government was issued. According to the plan, Xinhua County has become a pilot county (city) of economic system reform directly under the jurisdiction of Hunan Province of land and resources. On October 22, 2018, it was selected into the list of pilot areas for the integrated development of rural primary, secondary and tertiary industries in 2018. On February 29, 2020, the people's Government of Hunan Province agreed to withdraw Xinhua County from poverty-stricken counties. On January 29, 2021, it was selected into the list of areas with remarkable achievements in real work in 2020 announced by Hunan Provincial People's government.

In 1072, meishanman was naturalized as a post county. It means "the new land of Wang Hua".
Xinhua County belonged to Jingzhou in Zhou Dynasty, Chu in spring and Autumn period and Warring States period, Changsha County in Qin Dynasty, and Yiyang County in Changsha Kingdom in Han Dynasty. In the fifth year of Xining reign of emperor Shenzong of Song Dynasty, Xinhua County was established and subordinate to Shaozhou. In the first year of Baoqing in the Southern Song Dynasty, Shaozhou was changed into Baoqing Prefecture, and Xinhua belonged to Baoqing Prefecture. In Yuan Dynasty, it belonged to Baoqing Road, and the chief executive was called Xian Yin. In the Ming and Qing Dynasties, it belonged to Baoqing Prefecture, and the chief executive was called the county magistrate.
After the revolution of 1911, it belonged to Xiangjiang Road from 1914 to 1921, and the sixth administrative supervision district of Hunan Province from 1938 to 1949.
Xinhua County People's government was established on October 21, 1949, which belongs to Shaoyang special district. The chief executive is called the head of the county.
In October 1977, it belongs to Lianyuan area.
In June 1982, Lianyuan area was renamed Loudi area, belonging to Loudi area.
Since July 1999, Loudi district has been changed into Loudi City. Xinhua belongs to Loudi City, and the county people's government is located in Shangmei town.

In November 1950, Xinhua County had 13 districts and 248 townships. In October 1951, 18 townships such as Pingshang in the eighth District, 12 townships such as longxipu in the ninth district and 4 townships such as Tianxin in the fourth district were included in Xinshao County, 20 townships such as Luohong in the Tenth District and 13 townships such as Shuiche in the eleventh district were included in Longhui County.
In 1952, it was re adjusted to 21 districts, 545 townships and 3 towns. In May 1953, 19 districts were abolished and 11 townships including Jiangdong were put under Xupu County, leaving Daping and tielu 2 townships in the 12th district and Changfeng Township in the 6th District. Meanwhile, in the Sixth District of longhui County, 12 townships such as Shuiche, except for Futian and Malao townships, have returned to Xinhua and become the 19th district.
In September 1958, 25 people's communes were rebuilt in rural areas and townships except Chengguan town. In 1960, five people's communes including Heqing, Maoyi, Kuangshan, Zhonglian and Zhadu were set up in Lengshuijiang City. In July 1962, Lengshuijiang City was removed into Xinhua County, and Lengshuijiang special zone was set up locally. In September 1969, Lengshuijiang City was restored, Lengshuijiang and Kuangshan towns and seven people's communes, including Zhonglian, Maoyi, Zilong, Zhadu, Heqing, Panqiao and Jinzhushan, are designated as administrative regions of the city.
In 1975, the four people's communes of Kuangshan, Duoshan, Sanjian and Yankou were assigned to Lengshuijiang City.
In May 1984, Luguan, Hengyang and Zhenshang communes were transformed into three towns. 84 people's communes were changed into Township People's governments, 1199 production brigades were changed into villages, Wuyi street of Chengguan town was changed into Nanmen Street, Jianshe street was renamed Qingshi street, Hongwei street was renamed Nanzheng street, Laodong street was renamed Jingtou street, Yonghong street was renamed Yongxing street, Jiefang street was renamed Xizheng Street, Dongfeng Street was renamed Dongzheng street. In March 1985, five neighborhood committees, Xinqiao, Chengnan, Chengdong, railway station and yuanzhuling, were set up in Chengguan town.
In December 1986, Yangxi, Baixi, Youjia and Langtang townships were abolished and merged into Yangxi, Baixi, Youjia and Langtang townships respectively. In August 1988, the township of Shuiche was abolished and the town of Shuiche was set as its business district.
In December 1989, Shangdu township was abolished and merged into Chengguan town with its administrative region; two neighborhood committees, Qiaodong and Wangcheng, were added to Chengguan town; at the end of the year, there were 2 district level towns, 12 districts, 8 township level towns, 77 townships and 6 agriculture, forestry and fishing grounds in the county. It has jurisdiction over 1142 village committees and 11743 villager groups (excluding those of agriculture, forestry and fishery farms).
In 1992, Qiaodong was established as a provincial Development Zone with the approval of the provincial people's Government (in 2003, it was upgraded to a deputy department level organization with the approval of the provincial editorial board). With a total area of 32 square kilometers and a planning area of 19.6 square kilometers, the development zone has 12 administrative villages and 2 neighborhood committees with a population of 39000.?
