Kaifu District, under the jurisdiction of Changsha City, Hunan Province, is located in the north of the main urban area of Changsha City, on the East Bank of the lower reaches of Xiangjiang River, and at the southeast end of the confluence of Liuyang River and Xiangjiang River. It borders Changsha County and Furong district in the East, Yuelu District in the west, Wangcheng District in the north, and Tianxin District in the south. It governs 16 streets with a total area of 188 square kilometers.
By the end of 2019, the permanent resident population of Kaifu District is 690800, and the annual GDP is 100.6 billion yuan. In terms of industries, the added value of the primary industry is 100 million yuan, the added value of the secondary industry is 14.4 billion yuan, and the added value of the tertiary industry is 86.1 billion yuan. The tertiary industrial structure of Kaifu District is 0.1:14.3:85.6. According to the resident population, the per capita GDP of the whole region is 145630 yuan.
In April 2020, it will be selected as one of the top 100 medical service counties in China; in June 2020, it will be selected as one of the most scholarly counties in China.
Historical evolution
Before the establishment of Changsha, the northern part of the city was governed by Changsha County.
In 1934, Changsha City was divided into four districts. The fourth district is located in the north of the city. It was founded on June 25. It has a martyr's temple on Xiangchun Road, which has jurisdiction over 330a, 17557 households, 102167 people and 13 square kilometers.
In 1938, the four-level system of fangbaojia in Changsha municipal district was changed to the three-level system of town (township) Baojia, and the fourth district was renamed Xinghan town. After the Wenxi fire in November, Changsha City was abolished, and only the north and South towns of Changsha County were restored. Xinghan town was under the jurisdiction of North Town.
In 1942, after Changsha was restored, Chengbei town was restored.
In 1943, Chengbei Town Office was changed into Chengbei district office.
In the 32nd year of the Republic of China (January 1944), Changsha City was divided into inner four districts and outer four districts. In the north of the city, a part of the literature and art district and Huichun district were divided into outer four districts. The jurisdiction was limited to the north of Zhongshan Road, the south of xinghanmen, and the west of Wumen to the Xiangjiang River.
In August 1949, Chengbei district had jurisdiction over 11bao and 193A. In September, Chengbei District Office was established, and the basic level organizations still use the Baojia system.
In September 1951, the people's Government of Chengbei district was established.
In November 1952, the democratic government building movement was launched and seven sub district people's Congress offices were set up.
In August 1953, Wenchangge neighborhood committee, tangjiaxiang and the south of Deya village in Huichun district were divided into the North District of the city. Two streets, shangdalong and Wenchangge, were added to the north of the city.
In September 1954, the sub district people's Congress Office was abolished and nine sub district offices were set up as the agency of the district government.
In 1955, the people's Government of the district was changed to the people's Committee, and the word "city" was removed from the name of the district.
In 1958, the North District governs six streets, namely, Minzhu East Street, Wenchang Pavilion, paoduiping, Shangda long, sankm and Beizhan road.
In 1960, the people's commune was implemented in the whole city. The North District was renamed Qingshuitang people's commune, and the Wuhei road and comprehensive farm in the suburb were merged. It has the jurisdiction of Da long, paoduping, sankm, Honghe and Wuhei Road Branch (Wannian Honggong Society Spring rural area), and comprehensive farm (former Hongshan rural area).
In 1961, it was renamed Chengbei district. In September, the urban people's communes were abolished and the streets under their jurisdiction were restored.
In 1962, the Municipal People's government decided to restore the suburbs, and the Wuhei Road branch and the comprehensive farm were assigned to the suburbs.
In July 1964, a new Liuyanghe road sub district office was set up, with a total of 6 streets under the jurisdiction of the district.
In 1968, the District People's Committee was changed into the district Revolutionary Committee, and each street was changed into a revolutionary leading group accordingly.
In November 1980, the District People's government was restored.
In 1986, the district had jurisdiction over 6 streets and 92 neighborhood committees.
In 1992, Heishidu and Xinhe sub district offices were set up. So far, the streets under the jurisdiction of the whole district have remained unchanged. Until 1996, the urban administrative division changed and became the main body of Kaifu District.
On April 22, 1996, the State Council approved (guohan No. 29) to adjust the administrative division of Changsha. Kaifu District has jurisdiction over eight streets of wangluyuan, wujialing, Xinhe, Qingshuitang, Beizhan Road, Heishidu, Minzhu East Road and shangdalong in the former North District, three streets of Xichang street, Ruyi Street and Tongtai street in the former West District, Fu'an Township, red fishing ground and state-owned comprehensive farm in the former suburb, and three streets of Changsha County Laodaohe Town, Xianing township of Wangcheng County, the District People's government is located at 393 caie North Road. On June 19, the people's Government of Changsha issued the notice on adjusting the administrative divisions of the municipal district: Kaifu District governs 8 streets, namely, wangluyuan, wujialing, Xinhe, Qingshuitang, Beizhan Road, Heishidu, Minzhu East Street and shangdalong in the former North District, 3 streets, namely, Xichang street, Ruyi Street and Tongtai street in the former West District, Fu'an Township, state-owned comprehensive farm and red fishing ground in the former suburb, and Laodaohe town in Changsha County( Including the original shaping township), Xianing Township, Wangcheng County, a total of 11 streets, 2 townships, 2 farms and 1 town.
In April 1998, Fuan Township and red fishing ground were rebuilt into Sifangping street.
In March 1999, Jinxia road street was established on the basis of Machang branch of state-owned comprehensive farm.
In 2000, Xianing township was officially renamed as Xingang Town, and Qingzhuhu town was established.
In 2005, Kaifu District abolished Changsha state-owned comprehensive farm and established Hongshan sub district office, which is located in shanshupo, maojialong community.
In 2006, Xichang street and Tongtai street were abolished and new Tongtai street was established; Minzhu East Street and wangluyuan street were abolished and new wangluyuan street was established; shangdalong street and Heishidu street were abolished and Dongfeng Road street was established; Beizhan road street was renamed Xiangya road street and Jinxia road street was renamed Furong North Road Street.
In September 2013, Kaifu District of Changsha City carried out administrative division adjustment. The original Laodaohe town was abolished and Laodaohe street and shaping street were established. The original Xingang town was abolished and Xingang street and Xiufeng street were established. Hongshan street was divided into Hongshan street, Liuyanghe street and Yuehu street. After the adjustment, Kaifu District has jurisdiction over 16 streets and 1 town.
On November 19, 2015, the Provincial Department of Civil Affairs (xiangminxingfa No. 41) approved that Qingzhuhu town and Xingang street should be incorporated into an organic system to establish Qingzhuhu street. After the adjustment, the district has jurisdiction over 16 streets: Furong North Road Street, Dongfeng Road Street, Qingshuitang street, wangluyuan street, Xiangya road street, wujialing street, Xinhe street, Tongtai street, Sifangping street, Hongshan street, Liuyanghe street, Yuehu street, Xiufeng street, shaping street, Laodaohe street and Qingzhuhu street. It has a total area of 188 square kilometers and a total population of 580000.
In November 2015, according to the township zoning adjustment plan of Kaifu District, Changsha City, Qingzhuhu town and Xingang street were incorporated into a system to establish Qingzhuhu street. After the current round of administrative division adjustment, Kaifu District of Changsha City has reduced one township level system, which now governs 16 streets.

Kaifu District has long summer and winter, short spring and autumn, 118-127 days in summer, 117-122 days in winter, 61-64 days in spring and 59-69 days in autumn. The temperature changes greatly in spring, with more rain in early summer, higher temperature in autumn and less severe cold in winter.
From late March to mid May, the cold and warm air interacted with each other, forming a continuous rainy and low temperature weather.

From late November to mid March of the next year, the winter season is very short, and the average temperature of Kaifu District is lower than 0 ℃. January is the coldest in the whole year, and the average monthly temperature is 4.4 ℃ - 5.1 ℃. Overwintering crops can survive safely and grow slowly.
