Lichuan City, a county-level city with the largest area and the largest population in Enshi Tujia and Miao Autonomous Prefecture, is located in the southwest border of Hubei Province, bordering Sichuan and Chongqing in the west, Enshi in the East, Xiaoxiang in the South and Three Gorges in the north. It is known as "yinlichuan" and "hometown of Gongmi", Since ancient times, it has been called Lichuan because of its advantages and great benefits. The city covers a total area of more than 4600 square kilometers, 92 kilometers wide from east to west and 105 kilometers long from north to south. It has jurisdiction over 2 streets, 7 towns and 5 townships. The total population is 913700, 59.2% of which are mainly Tujia and Miao ethnic minorities.
Lichuan is the hometown of Dragon Boat Tune, one of the world's outstanding folk songs. Lichuan has been awarded the titles of "China folk cultural heritage tourism demonstration area", "national cultural advanced county", "China's song and dance town", "China's poetry couplets town", "top ten scholarly counties and cities", "Hubei writers' Association creation base" and "Hubei photography town". In March 2019, it was listed as the first batch of revolutionary cultural relics protection and utilization area sub County list. In April 2020, with the approval of the people's Government of Hubei Province, it will withdraw from the sequence of poverty-stricken counties.

Qin belongs to Qianzhong county.
Han, is a South County Qu Ren county. At the beginning of the Three Kingdoms, it belonged to Jianping County of Jingzhou.
In 230, the eighth year of Jianxing in Shuhan Dynasty, Nanpu county was set up, belonging to Badong County. Jin, song, Qi and Liang were the reasons.
In the Northern Dynasties and the Northern Zhou Dynasty, Yanxian county was set up (i.e. Yanxian county is now Changyang County), which is attached to Guoxian County of Zitian County in Tingzhou.
At the beginning of the Sui Dynasty, prefectures were abolished and counties were preserved. At the beginning of the Sui Dynasty, Tingzhou was changed into Yongzhou, Qingjiang county was established, and Xianshui was Yongzhou, Qingjiang county and Fuguo county.
In the Tang Dynasty, Yongzhou was transferred into Shizhou, Qingjiang county was changed into Qinghua County, and Xianshui county was transferred into Qingjiang county.
The Five Dynasties are still the same as the Tang Dynasty. In Song Dynasty, Qinghua county was changed into Qingjiang County, which was subordinate to Kuizhou road. Duting township was set up in Qingjiang County, which is now Lichuan County.
In the Southern Song Dynasty, the county belonged to Longqu county.
In the Yuan Dynasty, the county was abolished, and Shizhou was attached to the general manager's office of Kuizhou road. In the 22nd year of the Yuan Dynasty (1285), Qingjiang County entered Shizhou. In the 25th year, Qingjiang county was restored, and nanxuan Fu Si and Zhongxiao pacification Si were set up in Mandong, fuduting township.
Mingyuzhen ruled Shu and set up Xuanfu division of Zhonglu. In Ming Dynasty, there were Shizhou weilingsuo and chieftains, including dutingli and Shinan Xuanfu, Zhonglu pacification, Zhongxiao pacification and Jiannan chief; in Jiajing, there were two hundred upper and lower Zhiluo; in Tianqi, there were Shaxi Xuanwei.
In the Qing Dynasty, the commander was abolished, thousands of households were set up, and Liuwei was set up. In 1665, Shaxi Xuanwei was changed to Xuanfu, Jiannan to Jiannan, and Yu dutingli, Shi Nan, Zhong Xiao and Zhong Lu remained the same. Yongzheng six years (1728) dismisses the Shi state guard, leads in the inspection Jingdao to return to the state. In 1735, Lichuan County was renamed as Lichuan County, with five chieftains including Shinan chieftain, Zhongxiao chieftain, Zhonglu chieftain, Jiannan chieftain, Shaxi chieftain, shangxiazhiluo and tinglidi, the former capital of Enshi county. Qingjiang River traverses the whole territory, with vast plain and rich products. It is a favorable River, so it is named Lichuan.
At the beginning of the Republic of China, it belonged to Jingnan road in Hubei Province. Later, it was changed to Shihe road. After the road was abandoned, it was directly under the province.
In 1928, it belonged to the western Hubei administrative committee.
In 1932, it was the tenth administrative supervision district.
In 1936, it belonged to the seventh administrative supervision district.
On November 14, 1949, Lichuan was liberated and attached to Enshi special district of Hubei Province.

In 1983, the Tujia Miao Autonomous Prefecture in Western Hubei was established, which is subordinate to Western Hubei.
On May 27, 1986, the State Council approved that the provincial government "agreed to cancel Yingcheng, Puqi, Mianyang, Shishou, Macheng and Lichuan counties, and set up six cities with the original county administrative region, all of which are county-level cities". On October 1, a celebration meeting was held to celebrate the establishment of Lichuan City. After the county was removed and the city was established, it was attached to Enshi prefecture (Western Hubei was renamed Enshi Prefecture in 1991).

In November 1949, the people's Government of Lichuan County was established, with jurisdiction over Chengguan, Tuanbao, Zhonglu and Wangying districts.
In June 1950, it was divided into seven digital named areas, namely, the first area (Chengguan), the second area (Tuanbao), the third area (Nanping), the fourth area (Wangying), the fifth area (Zhonglu), the sixth area (Wendou) and the seventh area (Maoba);
In August 1951, the eighth district was added.
In September 1952, the eighth district (Baiyang) of Fengjie County in Sichuan Province was assigned to Lichuan County, and the whole county was adjusted to 13 digital named districts.
The 14th District (Longmen) was added in June 1953.
In January 1954, Chengguan town was established. In February, the seventh district (Xiaohe) was merged into the ninth district (Zhonglu). In November, the fourth district (Taiping) was merged into the third district (Nanping).
In March 1955, the first district and the twelfth District merged into the first district. The county is divided into Chengguan Town, the first district (Chengguan), the second district (Tuanbao), the third district (Nanping), the fourth district (Baiyang), the Fifth District (Wangying), the Sixth District (Jiannan), the seventh district (Longmen), the eighth district (Wendou), the ninth district (Zhonglu), the Tenth District (huangrui) and the eleventh district (Maoba).
In January 1956, the three townships of Moudao, Daxing and Baisheng of Wanxian County in Sichuan Province were under the jurisdiction of Lichuan County.
In December 1958, the district was changed into a commune. At the same time, Chengguan town was merged into Chengguan people's commune, fobaoshan people's commune was added (cancelled in December 1960), and huangrui district was renamed as Maqian people's commune.
In September 1960, the urban people's commune was established. By August 1961, the county had jurisdiction over 11 people's communes.
In August 1961, the district level commune was abolished and the organizational system of the district was restored. The original 127 administrative districts (towns) were adjusted to 128 people's commune committees and 3 Town People's committees. The city people's commune was renamed Chengguan town.
In January 1967, after the district level political power was paralyzed, it was once presided over by the office of revolution and production promotion of the Ministry of people's armed forces.
After the establishment of the county Revolutionary Committee in January 1968, revolutionary committees were successively established in 10 districts and one district level town of the county.
In September 1975, according to the spirit of Lifa No. 22 document, the district level organizational system was abolished, and the original 129 township level people's commune revolutionary committees and 3 towns were merged and adjusted into 26 district level people's commune revolutionary committees and 1 town Revolutionary Committee.
From October 1976 to June 1984, 26 communes and one district level town were still under the jurisdiction of the county.
In February 1981, the Revolutionary Committee of the commune was changed into the Management Committee of the commune. In May 1984, the commune was removed and the 26 commune management committees were merged and adjusted into 11 district offices and 3 Town People's governments.
In September 1986, when the county was removed to build a city, duting town was changed into a duting office, and three new sub district offices were set up in Dongcheng, Xicheng and Chengnan. So far, the city has 12 districts (towns) and 4 sub district offices.
By the end of 1986, the city had jurisdiction over 11 districts, namely Liangwu, Yuanbao, Maoba, Tuanbao, Wangying, Jiannan, Moudao, Zhonglu, Wendou, Shaxi, Baiyangba, four district level sub district offices, including duting, Dongcheng, Xicheng and Chengnan, and Shiba town.
In February 1987, the four townships of Chaoyang, Shuanglin and Renhe in Wendou district and Longtou in Wangying district were abolished.
In September 1988, Miaoliang Township and Xinxin Township in Jiannan district were abolished, and baiyangbadu township was established in the original jurisdiction of Miaoliang Township and Xinxin Township, where the township government was stationed. Fenghua township of Jiannan district was abolished and its administrative region was merged into Jiannan town.
In March 1989, Zhongling and Jichang townships in Liangwu district were abolished, and their administrative areas were divided into Guanwu Township and Maqian town respectively.
In January 1990, the Chengnan sub district office was abolished, and its administrative region was merged into Dongcheng office, and the office was located at Dongmen Qiaotou; Nanping district was established, and Changle Township, yecha Township, Yingshang Township, Nanping town of Wangying district and Maping township of Baiyangba district were under the jurisdiction of Nanping District, and the district office was located in Nanping.
In January 1991, the city had 12 districts, 1 town and 3 sub district offices. The township level system consists of 94 townships and 11 towns. There are 576 village committees, 2 neighborhood committees, 5905 villagers' groups and 14 residents' groups.
In March 1992, Qiyue Township, the Daomou District, was abolished and Qiyue mountain animal husbandry economic development zone was established. In December of the same year, Xiangyuan village of Xiaci Township and Taoyuan village of shangci Township were under the jurisdiction of the animal husbandry development zone.
In September 1992, TENGLONGDONG economic and Technological Development Zone was established. It has jurisdiction over duting Guandong village, Dongcheng Xinqiao village, Shanmu village, yandongsi village and Wangjiawan village.
In January 1994, Xinqiao and Shanmu villages were put under the jurisdiction of Dongcheng, and Guandong, yandongsi and Wangjiawan villages were determined as the administrative jurisdiction of the development zone.
In December 1996, the district was withdrawn to build a township. Four districts, Jiannan, Wangying, Baiyangba and Zhonglu, were changed into towns. Eight districts, Tuanbao, Yuanbao, Maoba, Shaxi, Wendou, Nanping, Moudao and Liangwu, were changed into townships. Changshun township was established. Its administrative divisions were Jinping, Renhe, Huangtu and Shuanglin townships under the jurisdiction of yuandou district. The township government was stationed in changshunba. 103 Township People's governments and 11 Township People's governments were abolished, and 114 administrative areas were established.
In January 1997, zhongcao village under the jurisdiction of Nanping township was put under the jurisdiction of Qiyue animal husbandry development zone. In the same year, the original Tuqiao village was divided into Tuqiao village and qiunantai village, and zaojiaoling village and shoupanyan village in tiananping management area of Wangying town were merged into zaojiaoling village.
On July 1, 1999, four administrative areas, 26 villages and 219 villager groups of Changshun, Huangtu, Jinping and Wufeng in Wendou Township were designated, and Changshun township was formally established. The city is divided into 9 townships, 5 towns, 3 sub district offices and 2 development zones.
