At the beginning of the Zhou Dynasty, Zhengyang belonged to the state of Jiang in the South (the capital of the state was in Tudian, 40km southeast of the present county), Shen in the north, and Shen in the county. Jiang, Shen and Shen were all feudal states of the Western Zhou Dynasty.
The spring and Autumn period belongs to the state of CAI. Later, Shen state was restored.

In 221 B.C., the first emperor of Qin unified China and divided the country into 36 counties. Zhengyang belonged to Yingchuan county (now Yu County).
In the early Western Han Dynasty, Shenyang state was established. Luan, the Sheren of Han Xin, the great general, said that he was named Marquis Shenyang in the 11th year of emperor Gaozu of the Han Dynasty (196 B.C.) because he secretly informed Han Xin of his treason. Luan maizhi, the grandson of Shenyang Marquis, was arrested and executed in Chang'an, the capital city, in the fifth year of Yuanshou (118 BC) of Emperor Wu of Han Dynasty, for "casting platinum" privately. In the same year, Shenyang state was abolished and Shenyang County was established.

In the early Tang Dynasty, Zhenqiu County belonged to Yuzhou. In the first year of Emperor Wu Zetian's reign (694 AD), it was renamed Huaiyang county. In the first year of Shenlong (705), it was renamed Zhenyang, belonging to caizhou.
