Huimin County, belonging to Binzhou City, Shandong Province, is located in the northwest plain of Shandong Province, bordering Yangxin County of Binzhou City in the north, Binzhou Bincheng District in the East, Gaoqing County and Zouping city of Zibo City across the Yellow River in the south, Shanghe county and Jiyang District of Jinan City in the West.
By the end of 2013, Huimin County had an area of 1357 square kilometers, 12 towns, 3 sub district offices, 1 provincial Economic Development Zone, 1163 administrative villages and a population of 650000. In 2016, the annual GDP of Huimin County was 19.292 billion yuan.
Huimin County is the hometown of Sun Wu, a famous military strategist in ancient China. There are one national 4A scenic spot and three 3A scenic spots in the area, which have been awarded the honorary titles of "provincial historical and cultural city", "national ecological agricultural science and technology demonstration county", "national greening model county", "China's green county", "province's advanced county in petition work", "China's rope net city" and so on. On January 22, 2020, it was named National Garden County by the Ministry of housing and urban rural development. The history of Huimin County can be traced back to the Xia, Shang and Zhou dynasties.
Qin: it belongs to Qi county. In the southeast of the first emperor of Qin Dynasty, there is the spirit of emperor, which is why he is tired of reading and pressing in the East. The county government is in the north of Sangluoshu.
Han Dynasty: in the Western Han Dynasty, Yanci county was changed into Fuping County, belonging to Pingyuan County of the governor of Qingzhou.
After Wang Mang established a new dynasty, he changed Fuping to Le'an Pavilion.
In the fifth year of Yongping (62nd year) of the Ming emperor of the Eastern Han Dynasty, it was changed into Yanci County, which still belongs to Pingyuan county.

Jin: mingyanci, a member of the Leling state under the jurisdiction of Jizhou's Cishi department, was stationed in Yanci.
Northern Wei Dynasty: the name was disgusted, and the county government moved to Maling city (now Erli, erlangtang village, Hefang township), which belongs to Leling County of Cangzhou. Northern Qi Dynasty: in 556 (the seventh year of Tianbao), Yanci county was abolished and incorporated into Yangxin County, which governed Maling city and belonged to Leling county. Sui Dynasty: it was Yangxin County at the beginning, belonging to Bohai county. In 586 (the sixth year of kaihuang), the Bohai Sea was abandoned and Dizhou was established.
In the 16th year of kaihuang (596) of the Sui Dynasty, Yanci county was restored to Dizhou. The county government has been moved to xiandizhou village of Xindian township. In 606 (the second year of Daye), Dizhou was abolished, and Yanci County belonged to Cangzhou. Soon after that, Cangzhou was abandoned and Bohai county was restored.
Tang Dynasty: the restoration of Dizhou was subordinate to Dizhou. In 625 (the eighth year of Wude), Dizhou was abolished and Cangzhou was the second. In 643 (the 17th year of Zhenguan), Dizhou was restored, and its government was stationed in Yanci, which also belonged to Dizhou. In the early days of Tianbao, di Prefecture was changed into Le'an County, and the second was Le'an county. In 758 (the first year of Qianyuan Dynasty), Le'an county was changed to di state, and the second was di state.
In the Five Dynasties, Shici belonged to Dizhou. In 907 (the first year of Kaiping in the Later Liang Dynasty), di Zhou stabbed Shi Wenqi and moved the state and county governments to the southeast of Yanci (in the area of Ma Village, the ancient city of Qinghe town).
Song Dynasty: Yanci county belongs to Le'an County, Dizhou, Hebei East Road. In 1015 (the eighth year of Dazhong Xiangfu), he moved to Zhouzhi and Yanci county to Bafang Temple (the site of Huimin County). Jin: the second one is the defense County of Dizhou in Shandong east road.
Yuan: Yanci county is located in Dizhou, Jinan road.
Ming Dynasty: 1368 (the first year of Hongwu), abandoned the second county and entered Dizhou. In 1403 (the first year of Yongle), di Zhou was changed to Le'an Zhou. In 1426 (the first year of Xuande), Le'an Prefecture was changed to Wuding Prefecture, belonging to Jinan Prefecture.
Qing Dynasty: it was still Wuding Prefecture at the beginning. In 1724 (the second year of Yongzheng), Wuding Prefecture was Zhili Prefecture of Shandong Province. In 1734 (the 12th year of Yongzheng), Wuding Prefecture was promoted to Wuding Prefecture and Huimin County was established (named after Huimin Valley 20 miles southeast of the city). It is Fuguo County of Wuding Prefecture.
Republic of China: in 1914, DaiBei road was changed to Jinan Road, and Huimin County was changed to Jinan road. In 1925, Wuding Road was set up and Huimin city was set up. In 1928, Wuding Road was abolished and Huimin County was directly under Shandong Province. In 1936, the office of the inspector general of the fifth administrative region of Shandong Province was set up in Huimin County, with jurisdiction over 11 counties including Huimin. In 1939, the Communist Party of China launched Anti Japanese guerrilla activities in the northwest, West and southwest of Huimin County. In September 1942, the Hebei Shandong border region established the Anti Japanese democratic government of Shanghui County in the border area of Shanghe and Huimin counties.
In October 1944, the three side County of Hui (min), Ji (Yang) and Shang (he) was established in Bohai area.
In September 1945, Huimin city was established. The first and second districts of Huimin County were under the jurisdiction of Huimin City, and the municipal government was stationed in Huicheng. The rest areas were under the jurisdiction of Huimin County, and the county government was stationed in Heli Village (belonging to Sanbao township). Huimin city and Huimin County are under the jurisdiction of the fourth special office of Bohai administrative region. In October, Shanghui county and sanbian county were withdrawn. Yangzhong county was built in December 1946. In April 1949, the party and government organs of Huimin County moved from Heli village to Huimin city.
In May 1949, Yangzhong county was renamed Huiji county.
People's Republic of China: in May 1950, the Bohai region was abolished, the original jurisdiction was adjusted, and a special area for the benefit of the people was established. The special office was located in Huicheng, and Huimin County was under the jurisdiction of the special office for the benefit of the people. Huiji county was abolished and its jurisdiction was divided into Huimin County, Jiyang County and Shanghe county. On April 10, 1961, Huimin County and Binxian county were divided. The original 13 people's communes under Huimin County's jurisdiction were changed into 13 districts, and the county government moved back to Huicheng. Huimin County is under the jurisdiction of Huimin special administration. In March 1967, the CPC Huimin County Committee and Huimin County People's committee were replaced by the Huimin County Revolutionary Committee, which was under the jurisdiction of the Huimin regional Revolutionary Committee. In 1978, the Revolutionary Committee of Huimin district was changed into the Executive Office of Huimin District, and the counties under its jurisdiction remained unchanged. By 1985, Huimin County was still under the jurisdiction of Huimin administrative office.
In March 1992, Huimin district was renamed Binzhou District, and Huimin County was subordinate to Binzhou district.
In February 2006, the people's Government of Shandong Province officially approved Huimin town to be renamed Sunwu town.
In 2010, with the approval of the provincial government and the municipal government, Huimin County abolished Sunwu town and set up Sunwu sub district office and Wuding sub district office with its original administrative region and some administrative regions of Hefang township. The administrative divisions of Hefang Township, Xindian Township and danianchen Township were adjusted to towns.
In 2011, He Fang town was abolished and He Fang street was established; zaohu Li Township was abolished and zaohu Li Town was established.

Huimin County is located in the alluvial plain of the Yellow River in the northwest of Shandong Province. The terrain is high in the southwest and low in the northeast. The ground elevation is generally 8-20.7m (Yellow Sea elevation system, the same below). The average ground elevation is generally 12M, and the ground slope is between 1 / 5000 and 1 / 10000. The landforms include flat land, slope, hillock and depression, among which gentle slope land is the largest, accounting for 50% of the total area of the county; crevasse fan-shaped land accounts for 23.7%; depression land accounts for 10.3%; and beach highland land accounts for 16%. Because of the staggered distribution of slope land, crevasse fan-shaped land and depressions, the surface gradient of depressions is slow, and there is barrier of sand hills, which is not conducive to the drainage of surface water and groundwater, so it is easy to waterlogging and alkali.

Due to the migration and flooding of the Yellow River in history, a large amount of sediment deposition and filling, and loose geological structure (the surface layer is permeable layer, the middle layer is aquifer, and the lower layer is aquifuge), it provides good geological conditions for groundwater storage.

The rivers in Huimin County are all transit rivers, including the Yellow River, Tuhai River and tumasha River, which are arranged from south to North in turn and run through the whole county from east to west. Among them, the Yellow River is in the southernmost part of the county, with a transit length of 47 km. The bottom of the river is 2-3 m higher than the surface of the Beihe river. Although it has caused certain flood control pressure, it has created favorable conditions for diverting the Yellow River for irrigation.
The water system of Huimin County is divided into Tuhai River system, Shahe River system and goupan river system. Tuhai River and Shahe River cross the East and West, dividing the county into three equal parts. The north of the Yellow River and the south of Tuhai River are Tuhai River system, the north of Tuhai River and the south of Shahe River are Shahe River system, and the north of Shahe River is goupan river system.
Tuhai River passes through six townships in the county, with a length of 45.2 km. The designed drainage flow is 817 m3 / s, and the flood control flow is 1257 m3 / s. The drainage area in the county is 916 square kilometers, accounting for 67% of the total area of the county. In recent years, due to a large number of upstream counties and cities discharging sewage into the river, most of the water quality of the river has exceeded class V water.
Tumasha river flows through six townships in the county, with a length of 41.5 km. The designed drainage flow is 160 m3 / s, and the designed flood control flow is 268 m3 / s. The drainage area of the county is 507.25 square kilometers. Due to the serious pollution, most of the water quality exceeds class IV water.
The county controls 21 drainage ditches with a drainage area of more than 30 square kilometers, with a total length of 399.57 kilometers.
