Weifang Binhai Economic and Technological Development Zone Weifang Binhai Economic and Technological Development Zone is a national development zone approved by the State Council. It is located in the South Bank of Laizhou Bay and the north of Weifang City. It has a total area of 1188 square kilometers (including 510 square kilometers of sea area) and a population of 230000. It is an important ecological marine chemical production and export base in the whole province and even the whole country. In accordance with the goal of building a "modern marine industrial base and beautiful ecological coastal new city", we are comprehensively accelerating the process of urbanization in the whole region.
Binhai Economic Development Zone is close to Bohai Sea, so it is named "Binhai". It was established in August 1995, formerly known as Weifang Haihua Development Zone (now Dajiawa, Binhai Xicheng District, Weifang). In 2010, it was officially approved as a national economic and Technological Development Zone. The terrain is low and flat, with an altitude of less than 5 meters. The beach is broad, accounting for 22.8% of the total area of the city. There are complete industrial departments, mainly marine chemical industry, and salt and bromine production and export bases. Sinochem, Sinopec, CNOOC, Weichai Power and other large state-owned enterprises have production bases. More than 10 expressways such as Rongwu expressway, Weiri Expressway and national and provincial highways pass through the territory. The east line of Beijing Shanghai high-speed railway and the Bohai Rim high-speed railway are located here, with Weifang port. In 2018, the region's GDP reached 3.72 billion yuan, the total output value of industries above designated size was 50.4 billion yuan, the general public budget revenue was 3.78 billion yuan, and the total foreign trade import and export was 19.5 billion yuan.
Binhai Economic Development Zone has 69 kilometers of coastline, 80 square kilometers of urban planning area and 15 square kilometers of built-up area. It has been identified as "National Science and technology business base", "National Science and technology sea demonstration zone" and "China Petrochemical (Weifang) industrial zone".
Historical evolution
Since the Tang Dynasty, Weifang Binhai Economic and Technological Development Zone has been in Nanpi township of Shouguang county (now called Shouguang City) through the song, yuan, Ming and Qing Dynasties. It is located in Wutai (now hou town of Shouguang City).
In 1910, the county was divided into 15 autonomous regions, and Nanpi Township belonged to Guanhai district.
After the founding of the government of the Republic of China in 1912, it was still attacked.
In 1932 (21 years of the Republic of China), the Kuomintang government of Shouguang county was ordered to merge 15 districts into 10 districts, and Guanhai district was the ninth district.
In October 1942, Shouwei county was composed of nine and ten districts of Shouguang county and four and five districts of Wei county. The county government was stationed in liujiachengzi Village (now liujiachengzi village, dachengdawa sub district office of Binhai Development Zone).
Shouwei county was abolished in April 1944, and Changwei county (including some districts and villages of Changyi city) was established in May.
In October 1945, after the revocation of Changwei County, the ninth district was restored to Shouguang county. The district was successively stationed in yushuyuanzi, Qilizhuang and liujiachengzi (now yushuyuanzi, Qilizhuang and liujiachengzi of dachengdawa sub district office of Binhai Development Zone).
In July 1948, the ninth district was renamed Wanghai District, and was stationed in Donghei village and Daokou village. In May 1950, it was renamed the Ninth District, and was stationed in Daokou village. In 1953, it was renamed Daokou district.
In April 1955, a fishing zone was established in Daokou district and stationed in Dajiawa Village (now Dajiawa sub district office of Xicheng, Binhai Development Zone).
In February 1958, the district was withdrawn and the township was merged, and Dajiawa township was established. In September of the same year, the people's commune on the seashore was established.
In 1959, the commune organ was moved from Shiqiao Village (now Shiqiao village, dachengdawa sub district office of Binhai Development Zone) to Daokou village, which was renamed Daokou people's commune.
In April 1984, it was separated from Daokou people's Commune and built Dajiawa town (renamed as Dajiawa sub district office in January 2005).
On August 15, 1995, relying on Shandong Yangkou salt farm, Weifang soda plant and Shouguang City Dajiawa town (now Weifang Binhai Xicheng Dajiawa Street), Weifang marine chemical high tech Industrial Development Zone (now Weifang Binhai Xicheng District) was established, covering an area of 283 square kilometers.
On September 12, 2002, it was approved as a provincial high tech Industrial Development Zone by Shandong Provincial People's government.
In December 2005, it was approved by the national development and Reform Commission as a provincial Development Zone, named "Shandong Weifang coastal economic development zone".
In May 2010, Weifang Binhai Economic Development Zone was officially approved as a national economic and Technological Development Zone.
Strategic planning of Weifang Binhai West Town
Weifang Binhai Xicheng District (Dajiawa) is the main population area of Weifang Binhai Development Zone, the core medical and health care area, the core national high-quality public education demonstration area, the core catering and entertainment shopping area, and the core business and financial services office area.
On July 7, 2020, Weifang Binhai District issued the latest planning and development goals. Location space and development prospect
Located in the geometric center of Shandong Peninsula and the throat of Bohai economic circle, Weifang Binhai is adjacent to Beijing Tianjin Hebei in the north and Yangtze River Delta in the south, Qingdao metropolitan area in the East and provincial capital metropolitan area in the West. It is one of the four major marine economic new areas in Shandong, the national "enclave economy" Experimental Zone, and the space for the transformation of new and old kinetic energy between provinces and cities. The northern coastal area of Weifang has a land area of 2681 square kilometers, a sea area of 1374 square kilometers, and a coastline of 160 kilometers, including 678 square kilometers of land area, 510 square kilometers of sea area, 69 kilometers of coastline, and about 358 square kilometers of industrial and mining construction land in the whole Province.
Industrial base
Weifang Binhai is a national high-end equipment manufacturing base around the Bohai Sea and a national high-end petrochemical base on the south coast of the Bohai Sea. Focus on the layout of high-end chemical industry, advanced manufacturing, cultural tourism, port economy, commerce and residence, and promote the development of new energy, new materials, electronic information and other industries. Transportation hub
The east line of Beijing Shanghai high-speed railway and the Bohai high-speed railway meet in the coastal area. After completion, the coastal area will become a high-speed railway hub, 1.5 hours to Beijing and 2.5 hours to Shanghai.
Binhai is 26 kilometers away from Weifang north high speed railway hub, 95 kilometers away from Qingdao Jiaodong International Airport (18 minutes of high speed railway) and 30 kilometers away from Weifang new airport. The planning and construction of rail transit and Weifang central city fast direct, maglev line synchronous planning and construction. Yiyang railway and Delong Yantai Railway run through the inside and outside of the area. After the completion of the two port expressways, they will be integrated with Weiri Expressway to connect the three ports of Qingdao, Weiri and Qingdao, forming a new pattern of three-dimensional sea, land and air transportation with the coastal as the center.
Port logistics
Weifang port is a national first-class open port and a direct shipping port to Taiwan. It is the nearest port to go to sea in the west of Shandong Peninsula. It has more than 60 domestic and foreign routes, 45 production berths, 35000 DWT channels and 50000 DWT channels. The construction of Weifang port is accelerated. One belt, one road leading to Weifang, is the main route to operate the Liao Liao transportation corridor, the "Ying man Europe" sea rail intermodal transport, the central European train and so on, which will lead Shandong to integrate into the "one belt and one road" in all directions. The national comprehensive bonded zone and the port develop in coordination to open up the dual channels of import and export. At present, we are taking advantage of the opportunity of establishing the Bohai Bay port to build a large port with a capacity of 100 million tons.
Modern vocational education
The national vocational education innovation and development pilot zone jointly built by the Ministry and the province has been established in Binhai. The planned 30 square kilometer marine science and Technology University Park has gathered 15 universities and scientific research institutions, 80000 teachers and students. Shandong University of marine technology is one of the first batch of hybrid application-oriented universities in China and is speeding up its construction. The public training base in Shandong Province has eight provincial training platforms, which fully serve the pilot scale enterprises and colleges. There are 174 R & D platforms at all levels in the region, including 3 at national level, 38 at provincial level and 4 at innovation strategic alliance. Based on "recruiting talents and introducing talents", we strengthened the support of scientific and technological talents, built 12 post doctoral research workstations and academician workstations, and introduced 169 academicians of "two academies" and high-level talents at or above the provincial level.

The coastal area has complete infrastructure, and the "seven links and one leveling" facilities are provided around the project. There are many basic education schools such as Sichuan Shenzhou Tianli school and Shanghai new era school, 2 top three hospitals, 5 five-star hotels such as Windham supreme Hot Spring Hotel, Dubai International Hotel and Hongrun Ronghui hot spring resort. Free public transportation, free basic education for 15 years and free cable TV have been implemented in the whole district.
Central city
The central urban area vigorously develops business office, financial services, headquarters economy, business incubation and other high-end service formats, and is committed to creating a modern marine city core area with distinctive characteristics and complete supporting facilities. Relying on the ocean science and Technology University Park, the vocational education innovation park will be built. After the completion of the park, it will reach 60 colleges and 300000 people. The science and Technology Innovation Park focuses on the layout of high-tech R & D institutions and enterprises, realizing the coordinated promotion of University Park, science and technology innovation park and Sino Foreign Cooperative Industrial Park, and the integrated development of "industry university research".
