Huaiyin District Huaiyin District, belonging to Huai'an City, Jiangsu Province, is located in the center of the northern plain of Jiangsu Province. It is adjacent to Hongze Lake in the South (Honghu village of Zhaoji town extends 7 km to the South), adjacent to Lianshui Baotan by Salt River of Wangxing town in the East, to Qianji of Shuyang County by Liutang river of xuliu town in the north, and to zhuluoba power station by Grand Canal in the West. It is located between 33 ° 22 ′ - 33 ° 56 ′ N and 118 ° 56 ′ - 119 ° 09 ′ e, with a total area of 1291.48 square kilometers.
Huaiyin District is named after the ancient county on the South Bank of the Huaihe River (the south of the water is Yin). It is a thousand year old county with a history of more than 2300 years. It is the hometown of Han Xin, one of the three outstanding officials in the early Han Dynasty.
In 2018, Huaiyin District governs four streets, nine towns and one development zone with a total population of 911764, realizing a GDP of 53.45 billion yuan. In terms of industries, the added value of the primary industry is 7.225 billion yuan, the added value of the secondary industry is 22.485 billion yuan, the added value of the tertiary industry is 23.44 billion yuan, the added value ratio of the tertiary industry is 14.07:42.06:43.85, and the per capita GDP is 68263 yuan .
Historical evolution
In summer, Huaiyin was bounded by the Huaihe River, and belonged to Xu and Yang states. The historical records of Shang and Zhou dynasties are called Dongyi and Huaiyi.
At the end of the spring and Autumn period, it belonged to Wu. After Wu was destroyed, it belonged to Yue. In the 24th year of King Zhending of Zhou Dynasty (445 BC), the state of Chu invaded the Sishui River Basin repeatedly. Huaiyin belonged to the state of Yue and then to the state of Chu.
In the 24th year of the reign of the king of Qin (223 BC), the Qin Dynasty destroyed Chu and established Huaiyin County, which belongs to Sishui county (Donghai County, also known as Tan county).
In the early Western Han Dynasty, Fuling county was set up in the southwest of Huaiyin county (now Hongze Lake and parts of Hongze and Xuyi). In the sixth year of Gaozu (201 BC), Hanxin was granted the title of Marquis of Huaiyin, and Huaiyin was granted the title of capital. Eleven years, Han Xin was killed, Huaiyin Marquis canceled, still known as Huaiyin county. In the sixth year of Yuanshou (117 BC), Emperor Wu set linhuai County, Huaiyin and Fuling as its counties.
Xinmang changed Huaiyin to Jiaxin and linhuai county to Huaiping county.
At the beginning of the Eastern Han Dynasty, linhuai county was incorporated into Donghai County. Huaiyin County belonged to it, and Fuling county was withdrawn from it. In the 15th year of Yongping (72nd year), linhuai county was divided into xiapi county. In 206, the name of xiapi was abolished. It was still linhuai County, which belonged to Huaiyin.
The Three Kingdoms belonged to Wei Dynasty, and the system of Wei Chenghan was unchanged.
In the early Western Jin Dynasty, it was still linhuai county. In the third year of Taikang (282), Guangling county was transferred to Huaiyin, and Guangling county was removed when emperor yuan of Jin crossed the river.
In the Eastern Jin Dynasty, Huaiyin was conquered by the generals in the north and Zhenbei, and the governor of Qingyan or Xuzhou. In the eighth year of Yonghe (352), Zhonglang, to the north of xunxian, guarded Huaiyin. In his opinion, the old town of Huaiyin "has a good terrain, water and land transportation, which is easy to quarrel with. Fertile fields have the advantage of colonization, and the ark transports water". However, it "has no land to garrison troops". Therefore, a new city (later the old city of Huaiyin, near today's dock town) was built one mile south of the old city of Qin and Han Dynasties (Ganluo city). Since then, Huaiyin has become an important national defense area in the Southern Dynasties.
In 467, the northern part of Huaihe River was occupied by the Northern Dynasty. Liu Song set up Yanzhou town in Huaiyin. In 471, it was renamed as northern Yanzhou. In 482, Yanzhou town was removed. In 489, Dongping county was established in Huaiyin, leading Shouzhang and Huai'an counties.
Liang was changed to huaizhou, the county ruled Huaiyin, and the county was changed to Huaien. In the third year of the Taiqing Dynasty (549), Hou Jing took Xiao lingzhang as the governor of northern Yanzhou, and the people of the state refused him, so Huaiyin was called northern Yanzhou again. Hou Jing sent Zhige General Yang Hai to help Xiao nongzhang, and Yang Hai led his troops to surrender to the Eastern Wei Dynasty. The Eastern Wei Dynasty was located in Huaiyin, still known as huaizhou county and Huaien county. In the fifth year of Chen Taijian (573), Wu Ming conquered Qi. In November, Huaiyin City descended to Chen. Nine years (early 577), not in the late Zhou Dynasty, the restoration of the county named Shouzhang. Dongping county was established again, just like Xiao Qi.
At the beginning of Sui Dynasty, it was restored to Huaiyin County, and soon it was abandoned to Huaiyin county. Daye early (605), and Huaiyin in Shanyang County (now Chuzhou District).
In the early years of Wude, Huaiyin county was restored. In the seventh year of Wude (624), Huaiyin was incorporated into Shanyang County for the second time; in the second year of Qianfeng (667), Huaiyin was transferred from Shanyang to restore the county.
From the Five Dynasties to the Northern Song Dynasty, it was still called Huaiyin county.
In 1127, the first year of Jianyan in the Southern Song Dynasty, the western border of Huaiyin county was set up as Wucheng county. Three years later, it returned to Huaiyin county. Shaoxing five years (1135), the abolition of the county for the town; after a year to restore the county. In 1141, song fengbiao ceded land to Jin He, which was bounded by the middle stream of the Huaihe River, so all the places north of the Huaihe River (Wucheng town and Jincheng town) in Huaiyin county were ceded to Jin people. In Jin Dynasty, Wucheng town (along the North Bank of Huaihe River) is under Huaihe River, and Jincheng town (in the North Bank of Huaihe River) is under Lianshui River. In 1214, the Southern Song Dynasty also moved Huaiyin county to Balizhuang (the Qinghe County annals of Guangxu Bingzi is suspected to be hanxincheng). In the following 17 years, in 1231, Huaiyin of the Southern Song Dynasty came down to Jin and changed to Zhenhuai Prefecture. In the following year, Zhao Shanxiang, the pacifier of Jianghuai Prefecture of the Southern Song Dynasty, was restored (from the Qin Dynasty when Huaiyin was established as a county to the Southern Song Dynasty, the county government was in or near today's dock town on the South Bank of the Huaihe River). In 1273, the ninth year of Xianchun in Southern Song Dynasty, Qinghe County was set up for the first time, belonging to Qinghe army. In 1274, huaidong made Li Tingzhi move to daqingkou (also known as Sikou, about Guitang village of Yuanji township). At the same time (or around), he delimited the eastern boundary of Huaiyin county and other regions, and set up Xincheng County. Qinghe County was established for three years (only two years after it was moved to the county), and its land was in Yuan Dynasty.
At the beginning of the Yuan Dynasty, Qinghe, Huaiyin and Xincheng were juxtaposed, Qinghe army was abolished, and Huai'an road recording department was subordinate to the county. In the 20th year of Zhiyuan (1283), Huaiyin entered Shanyang, Huaiyin entered Shanyang, and Qinghe existed alone because of its establishment. The first year of TAIDING (1324) when the Yellow River burst, the county seat of daqingkou was destroyed. Yin Yelu Buhua moved the county seat of Qinghe to Ganluo city. The Qinghe River began to be the hometown of Huaiyin, and the county territory reached the south of huaishui. In the first year of Tianli (1328), yindalu Huachi HAMA County moved to the northwest of xiaoqingkou because of its remote location and bad water. Ten miles away from the old city of Huaiyin, there was no city wall at first. Later, due to the need of war, there were three walls in the East, West and North (facing the river in the South), with a side length of 3.5 kilometers (today's old county of dock).
In the early Ming Dynasty, Qinghe County was still in the northwest of xiaoqingkou (today's old dock county). During the Jiajing period, daqingkou was silted up, and the Yellow River entered the Huaihe River through xiaoqingkou. Until the first year of Chongzhen (1628), because of the flood and war, he moved to Ganluo city.
In 1646, the county government of Qinghe was moved to the northwest of xiaoqingkou (today's old dock county), which was subordinate to Huai'an Prefecture. During the reign of Emperor Kangxi, the county town was destroyed by water. In 1761, Chen Hongmou, the governor of Jiangsu Province, requested to be transferred to qingjiangpu in Shanyang. After being approved, he moved to qingjiangpu in Shanyang the next year. More than ten townships near qingjiangpu in geshanyang were merged into Qinghe. Qingjiangpu became the new county government of Qinghe County. Except Tangjing (today's Zhouqiao) and qingzhoujian (today's Qiaoyi River) in the southern boundary, they still belonged to Shanyang. All the land of ancient Huaiyin belonged to Qinghe County.
At the beginning of the Republic of China, Huai'an Prefecture was abolished and the county was directly under Jiangsu Province. In 1914, Qinghe County was renamed Huaiyin county. It is still located in qingjiangpu. Huaiyang garrison envoy Yamen and Huaiyang Daoyi yamen were set up here, and Huaiyin was its subordinate county. In 1927, Huaiyin county was set up as the administrative inspector's office in qingjiangpu. At the end of the 26th year of the Republic of China (1937), the Japanese army invaded Jiangnan, and the Jiangsu provincial government moved here. On March 1, 1939, the Japanese army occupied Qingjiang, the Jiangsu provincial government moved to huaidong, and the Huaiyin county government moved to the countryside until 1943. In the 29th year of the Republic of China (1940), the Anti Japanese democratic government of the Communist Party of China Huaiyin was established in Huazhuang, BEIXIANG county. In August 1945, the Anti Japanese war was won. In September, the New Fourth Army liberated Huaiyin City and established Qingjiang city by taking qingjiangpu as its abbreviation. The countryside is still Huaiyin county. Soon after, the Jiangsu Anhui border region government was established and stationed in Qingjiang. Huaiyin county belongs to it. In September 1946, the Kuomintang army occupied Qingjiang, where the Huaiyin county government and the Huaiyin Commissioner's office were located. The government organs of the Communist Party of China withdrew from Qingjiang city and moved in the rural areas of BEIXIANG.
In December 1948, the people's Liberation Army liberated Huaiyin City. Huaiyin City and Huai'an City were merged into two Huai cities. The city government was stationed in qingjiangpu. The rural area is Huaiyin county.
In October 1949, guandang district was divided into Lianshui County.
In January 1951, the county was designated as Qingjiang city from Huaiyin county. The government of Huaiyin County moved to Wangying town. Because Qianjin Street was too narrow, it set up an office in the northwest corner of Xima intersection (now in the North dormitory area of the first hospital of the Municipal People's Hospital).
In 1952, jiangba district was established.
In August 1958, Huaiyin county and Qingjiang City merged again to establish Huaiyin City.
In October 1964, the city and county were divided into Huaiyin county and Qingjiang city again, but Huaiyin county government is still in the former site of Jiangsu Anhui border region government in Bogu road of Qingjiang.
In 1972, Huaiyin county government moved to 73 Beijing Road, Wangying town.
In March 1983, Jiangsu province implemented the system of city Governing County, abolished the office of the regional Commissioner of Huaiyin, and established Huaiyin City with Huaiyin County as its subordinate.
On January 1, 2001, Huaiyin City was renamed Huai'an City, and Huaiyin county was renamed Huaiyin District of Huai'an City. In July, the administrative center of Huaiyin District came from Beijing
