Historical evolution
In the Five Dynasties, in 920, it belonged to Changle County of Weiwu army, in 933, it belonged to Ningde County of Changle Prefecture, in 941, it was planned to set up Guanli town in the north of Ningde County, and its governance was located in the north of Tianwang temple in Xili, which belongs to Ningde County of Fuzhou.
In the second year of Kaiyun in the later Jin Dynasty (945), the soldiers of the Southern Tang Dynasty conquered Jianzhou, and Wang Yanzheng, king of Fujian, surrendered. Fuzhou belonged to the Southern Tang Dynasty. In the first year of Qianyou (948) of the later Han Dynasty, Li Renda, the general of Fuzhou, betrayed the Southern Tang Dynasty and returned to Wuyue. In 978, Wu and Yue surrendered to the Song Dynasty. Meanwhile, Guanli town changed its subordinate relationship with Fuzhou.
In the third year of Xianping of Song Dynasty (1000), Guanli town was promoted to Guanli county. Dongpingli, gaozhaili, changchengli, dongquli and ganhuali in the northeast of Jian'an County of Jianning army were incorporated into Guanli county and subordinate to Jianning army. The county government moved to the foot of huangxiong mountain at the East Bank of ganhuali.
In 1115, Guanli county was changed into Zhenghe County.
In the 32nd year of Shaoguang (1162), Ningjun was rebuilt as Jianning Prefecture, and Zhenghe County was subordinate to Jianning Prefecture.

In 1368, the first year of Hongwu in Ming Dynasty, Jianning road was rebuilt as Jianning mansion. Zhenghe County is subordinate to Jianning Prefecture. In the sixth year of Jingtai (1455), 10 capitals in Nanli, 11 capitals in Beili and 13 capitals, 14 capitals and 15 capitals in Dongli were assigned to Shouning County.
