Fucheng District, which belongs to Mianyang City, Sichuan Province, is located in the west of central Mianyang City and on the West Bank of Fujiang River. It is surrounded by Anzhou District, Jiangyou City, Youxian District, Santai County, Zhongjiang County and Luojiang District of Deyang City. The total area is 579.3 square kilometers.
In Fucheng District, there are undulating hills and ravines. The terrain is high in the northwest and low in the southeast. The highest altitude is 693 meters and the lowest altitude is 410 meters. The hilly area is relatively flat, strip-shaped distribution, generally the relative height difference is not more than 50 meters, and the area of shallow hills is larger.
By 2020, Fucheng District has jurisdiction over 7 streets and 6 towns (among them, Puming street and Yongxing Town are entrusted by Mianyang high tech Zone, Chuangyuan street is entrusted by Mianyang Science and Innovation Zone, Tangxun street is entrusted by Mianyang Economic Development Zone, and actually has jurisdiction over 4 streets and 5 towns). By the end of 2017, the permanent resident population of Fucheng District was 928700, with a GDP of 77.491 billion yuan, of which the added value of the primary industry was 2.345 billion yuan, the added value of the secondary industry was 37.795 billion yuan, the added value of the tertiary industry was 37.352 billion yuan, and the tertiary industrial structure was 1.82: 38.16: 60.02.
In December 2017, Fucheng District was identified as a demonstration county (District) of national intellectual property project. In October 2018, it was selected as one of the top 100 investment potential regions in China in 2018. In November 2018, it was selected as one of the top 100 industrial districts in 2018. In March 2019, it will be listed in the first batch of counties for the protection and utilization of revolutionary cultural relics. In October 2019, it was rated as one of the top 100 investment potential areas in China in 2019. On February 13, 2020, it won the title of national "safe agricultural machinery" Demonstration County in 2019.

The area was located in Liangzhou in Xia and Shang Dynasties.
From Zhou Dynasty to the end of Qin Dynasty, the territory belongs to the state (county) of Shu.
In the sixth year of emperor Gaozu of the Han Dynasty (201 BC), Fu County was established. It was named after the fact that it was located near Fushui River (now Fujiang River). It belongs to Guanghan county. Since then, the establishment of county-level administrative regions in the territory has begun.
In the 22nd year of Jian'an (217), Emperor Xiandi of Han Dynasty, Liu Bei set up Zitong County in the north of Guanghan County, and Fu County belonged to Zitong county.
In the first year of Yongjia of Jin Dynasty (307), Zitong county was moved from Zitong county to Fu County, and the county seat was the same county.
In the third year of Yonghe (347) of emperor mu of the Eastern Jin Dynasty, because of the war, the Brazilian County in Langzhong was governed by Fu County. Fu County was governed by Zitong county and Brazil county. In 502, the first year of emperor Liangwu's Tianjian reign, Brazil and Zitong were changed into Zitong Prefecture of Brazil, belonging to the newly established Tongzhou. Fu County was governed by Prefecture, county and county. In 553, Fu County was changed to Bazhong County, which got its name because it was located in the middle of the four counties led by Brazil county.
In the first year of Emperor Wen of Sui Dynasty (581), Bazhong county was changed to Brazil County, which got its name because the county was once Brazil county. Kaihuang three years (583), the abolition of Brazil County, Brazil county is Tongzhou. In 585, Tongzhou was changed to mianzhou. In 618, the first year of Wude, Emperor Gaozu of Tang Dynasty, Brazil county was still established, and Jinshan County was changed into mianzhou. In the first year of Emperor Xuanzong's Tianbao reign (742), mianzhou was changed to Brazil County, and Brazil county was also changed to Brazil county. In the first year of emperor Qianyuan of suzong (758), Brazil county was changed to mianzhou, and Brazil County belonged to mianzhou.
After the Five Dynasties, Shu was destroyed, and the establishment of administrative regions remained unchanged.
In Song Dynasty, state and county were called each other, and Brazil County belonged to mianzhou, so mianzhou was also called Brazil county. In the early Yuan Dynasty, Brazil belonged to mianzhou.
In the 20th year of the Yuan Dynasty (1283), the system of "province county into state" was implemented, Brazil county was abolished, and the original county territory was mianzhou directly under the central government (commonly known as "mianzhou Prefecture").
In May 1377, mianzhou was demoted to Mianxian. Hongwu 13 years (1380) in November, Fu Sheng Mian County for mianzhou.
In 1727, mianzhou was promoted to Zhili Prefecture. In addition to the territory directly under the central government, it also had jurisdiction over six counties, namely Zitong, Anxian, Zhangming, Luojiang, Deyang and Mianzhu.
In March 1914, mianzhou was abolished, and Mianyang county was established in mianzhou, which was under the jurisdiction of Xichuan road.
In January 1930, Xichuan road was abolished and Mianyang county was transferred to Sichuan Province.
In 1935, the government of Sichuan was unified. In June, Mianyang county was taken as the governing area, and the 13th administrative supervision area of Sichuan Province was established until the liberation of Mianyang County on December 21, 1949.
On January 20, 1950, Mianyang administrative supervision district was established in Mianyang county.
In February 1950, the two towns of Chengxiang, Chengbei and several villages in the suburbs of Mianyang county were set up to govern the city by the county.
In December 1951, the county was removed from Mianyang City and Chengguan town of Mianyang county was established.
On February 4, 1976, with the approval of the State Council, Mianyang Chengguan town and its four communes, namely suburb, Kaiyuan, horticulture and May 1, were set up as Mianyang City (county level), under the jurisdiction of Mianyang region, but its government has not been established.
In April 1977, Mianyang City (county level) preparatory group was established. Because the county and the city are set up in the same administrative district, the work is not easy to coordinate.
On April 25, 1978, with the approval of the State Council, Mianyang county was abolished and its administrative district was incorporated into Mianyang City (county level). Its political power was established immediately, so far, the county system ended.
On February 8, 1985, with the approval of the State Council, Mianyang region was abolished and Mianyang City (prefecture level) was established. In May, the original Mianyang City (county level) was changed to Shizhong District of Mianyang City, and the governance and jurisdiction remained unchanged.
On October 30, 1992, with the approval of the State Council, Shizhong District of Mianyang City was abolished, and its jurisdiction was divided into Fucheng District and Youxian District of Mianyang City with the center line of the main channel of Fujiang River as the boundary. Fucheng District, located in the west of Fujiang River, is named after the ancient Fu County.

In 1985, Fucheng District had jurisdiction over 9 district offices, 6 sub district offices, 10 towns and 34 townships, 119 neighborhood committees and 443 villages, 684 resident groups and 3675 villager groups; in 2011, Fucheng District had jurisdiction over 8 sub district offices, 14 towns and 2 townships, 108 neighborhood committees and 140 villages, 775 resident groups and 1062 villager groups.
In 1985, Fucheng District governed nine district offices, among which Chengjiao District Office governed Chengjiao, Shitang and Huayuan townships; Fenggu District Office governed Fenggu and Tangxun townships; Songya, xiaojiangou and Guandi townships; Qingyi District Office governed Qingyi town and Longmen, Shima and Donglin townships; Zhongxing District Office governed Zhongxing town and Bolin, Taiping, Yunfeng, Fenghuang and Chaozhen townships; Weicheng District Office governed Weicheng town and Hongwei Shiban, Dongxuan and Xujia townships, Wujia and Yangjia townships and Jinfeng, Shidong and Yuhuang townships, Yongxing and Xinzao, Hebian, Puming and Mojia townships, Xinqiao and Jiezi, Wazi, Chenkang, Jianhua and Youxian townships, Liujia and Yuhe, Zimian, Guantai and BaiChan townships. In May 1985, with the approval of Sichuan Provincial People's government, Weicheng and Yongxing townships were abolished and merged into Weicheng and Yongxing townships, Zhongxing township was abolished and Zhongxing township was restored, six townships of Qingyi, Tangxun, Wujia, Yangjia, Xinqiao and Liujia were abolished, and six townships of Qingyi, Tangxun, Wujia, Yangjia, Xinqiao and Liujia were established.
