Hefei new station high tech Industrial Development Zone Hefei new station high tech Industrial Development Zone, referred to as Hefei new station zone. Located in the northeast of Hefei City, it is an important part of Hefei "1331" spatial development strategy. In 1992, it started construction with Hefei new railway station. In 1995, it was officially approved as a provincial Development Zone by Anhui provincial government. In 1996, it was listed as the first comprehensive urban development pilot zone in China by the Ministry of construction.
Hefei new station high tech Industrial Development Zone, referred to as "new station high tech Zone". Originated from the construction of Hefei new railway station, its predecessor is the construction area of Hefei new railway station, which is located in the northeast of Hefei City, 1.8 km away from the urban area. As early as 1978, the new Hefei railway station was included in the overall urban planning of Hefei city approved by the State Council. In 1989, the project was officially approved by the State Planning Commission, and construction started in 1992. In April 1995, the new railway station construction area was approved by Anhui Provincial People's government as a provincial Development Zone, named Hefei New Station Comprehensive Development Experimental Zone.
In February 1996, the new station experimental area was approved by the Ministry of construction as the first pilot area of urban comprehensive development in China. In 1998, eight specialized markets such as Anhui market were built in Xinzhan District, forming a business pattern of "three lines" leading to "three areas". In March 2003, Qilitang town of Yaohai district (now Qilitang Street) was entrusted to Xinzhan District, with an area of 34 square kilometers. In November 2006, Xinzhan district signed a cooperative development agreement with Changfeng County. About 27 square kilometers of six villages in the south of Changfeng County were entrusted to Xinzhan district for development.
On April 13, 2009, a total investment of 17.5 billion yuan of Hefei BOE sixth generation line project was officially settled in the new station area and started construction, marking that the new station area has entered a new era on the road of industrial development. In October 2009, the new station pilot area and Changfeng County reached an agreement again, and the scope of cooperation increased from about 27 square kilometers to about 57 square kilometers.
Historical evolution
In December 1992, the construction of Hefei new railway station was started simultaneously with the national key project.
In April 1995, Anhui provincial government officially approved the establishment of the pilot zone.
In February 1996, the Ministry of construction listed the pilot area as the first comprehensive urban development pilot area in China. The pilot area is a provincial-level development zone with municipal economic management authority. The original planning area is 10 square kilometers. In August 1999, the municipal government approved that Yaohai street in the former suburb should be put under the management of the experimental area.
On May 24, 2001, the four community and neighborhood committees of Changhuai, Fangmiao, Wangtang and Shengli in Yaohai street were adjusted to six community and neighborhood committees of Changhuai, Fangmiao, Wangtang, Shengli, Linquan middle road and railway station square.
On September 24, 2001, the people's Government of Hefei city agreed to divide the original Yaohai Street into two sub district offices, Fangmiao and Yaohai. Changhuai sub district office has Shengli and Changhuai sub district committees; Fangmiao sub district office has Wangtang and Fangmiao sub district committees.
On November 27, 2001, the neighborhood committee of Linquan middle road and railway station square in Yaohai street was adjusted.
In March 2003, Qilitang town (now Qilitang Street) in Yaohai district was put under the jurisdiction of Xinzhan Experimental Zone, with the area of jurisdiction increased to 34 square kilometers. In January 2004, the Management Committee approved the establishment plan of Fangmiao neighborhood committee, and agreed to add Anhui big market neighborhood committee and wanluyuan neighborhood committee. Fangmiao neighborhood committee was renamed Yaodong neighborhood committee.
On the afternoon of March 31, 2005, the Management Committee of the Experimental Zone signed an agreement with Yaohai district government on the transfer of triangle line and Hongxing community and neighborhood committee. From April 1, 2005, the triangle line and Hongxing community and neighborhood committee of Station Street in Yaohai district will be transferred to the management of the experimental zone. In principle, the zhaocangfang resident group of Changhuai community neighborhood committee of Changhuai street in the experimental area was handed over to station street management of Yaohai district at the end of 2005. On June 1, 2005, with the consent of the provincial government and the reply of the Provincial Department of civil affairs, Qilitang town was cancelled and Qilitang sub district office was established. On July 8, 2005, Qilitang sub district office was officially listed.
In November 2006, the New Station Experimental Zone signed a cooperative development agreement with Changfeng County. About 27 square kilometers of six villages in the south of Changfeng County were entrusted to the New Station Experimental Zone for development.
In October 2009, the new station pilot area and Changfeng County reached an agreement again, and the scope of cooperation increased from about 27 square kilometers to about 57 square kilometers.
In September 2010, Anhui provincial Party committee and government formally proposed the goal of "building Hefei into a regional mega city full of vitality, unique charm, innovative development, livable and suitable for industry". Hefei Municipal Party committee and government immediately decided to take the New Station Experimental Zone as a demonstration park for Hefei to undertake industrial transfer.
In October 2010, the municipal Party committee and the municipal government adjusted the zoning of the New Station District, and put part of the streets and the renovation system of the community and neighborhood committee under the jurisdiction of Yaohai district; Yaohai Industrial Park and MODIAN Township were included in the Experimental Zone, and at the same time, they were entrusted to the four administrative villages of Santou town of Changfeng County and Feidong County. Since then, the new station comprehensive development pilot zone has become a demonstration park for Hefei to undertake industrial transfer. The area of the park has rapidly increased from 10 square kilometers at the beginning of its establishment to 204.73 square kilometers, with a permanent resident population of 169100.
On July 26, 2016, Hefei Yaohai economic development zone was officially renamed as Hefei Xinzhan high tech Industrial Development Zone, referred to as "Xinzhan high tech Zone".

Climatic characteristics
Flat terrain, subtropical humid monsoon climate. Its main features are: obvious monsoon, four distinct seasons, mild climate, sufficient sunshine, moderate rainfall, significant aesthetic education, abundant summer rain and so on.
The annual precipitation is nearly 1000 mm, which is in the middle of all cities in China. The relative humidity is 78%, and the wind direction is mainly southeast. The bearing capacity of the land is between 2.5 kg and 2.8 kg per square centimeter. The underground bedrock is 10-15 meters deep. It is Tertiary red sandstone. There is no obvious underground channel and geological fault.

The geographical location is unique. The new station test area is located in the northeast of Hefei City, close to the downtown area of Hefei, and the main urban traffic road passes through the area. Hefei railway passenger station, main freight station, marshalling station, Anhui automobile passenger transport hub and Anhui postal hub are all located in the area, with convenient transportation and obvious location advantages. Relying on the urban trunk road of Hefei, the new station test area quickly connects Hefei Wuhu, Hefei Nanjing, Hefei Xuzhou, Hefei Fuyang, hefei'an and ring expressway. The railway network extends in all directions with Huainan line, Anhui Jiangxi line, Hefei Jiulong line, Ningxi line and Shanghai Hanrong high-speed railway line, forming the core area of Hefei's diplomatic links.

Construction background
Hefei old railway station is a passenger station on Huainan railway line. It was used together with Huainan railway in 1936. The scale of the station is very small. At that time, the Anhui provincial government was stationed in Anqing, and the population of the ancient city of Hefei was only more than 30000. In 1952, the people's Government of Anhui Province moved to Hefei. The urban population and scale of Hefei developed rapidly. By 1996, the built-up area had reached 50 square kilometers, 10 times more than that of the liberation. Although the original railway station has been expanded and rebuilt many times, it is still far from meeting the needs of the comprehensive development of politics, economy and society in the provincial capital city. The station is small and crowded. In September 1977, Wan Li was the first Secretary of Anhui provincial Party committee. Soon after he arrived, he was concerned about the overall urban planning of Hefei. In the process of making the master plan of Hefei City, he asked that the original railway stations and railways in Hefei should be moved out of the city to solve the problem of railway dividing the city. In 1982, the State Council approved the master plan of Hefei. In 1989, according to the overall plan, the Ministry of Railways approved the construction of Hefei new passenger station 1.8 km north along Shengli road. Hefei railway hub and Hefei new passenger station were also included in the national plan in the same year. Later, due to the problem of construction funds, the construction of Hefei new passenger station was delayed for three years. In 1992, with the construction of Hefei railway hub started, the province and city began to build Hefei new passenger station. Faced with financial difficulties, the Hefei Municipal Party committee and government decided to use the reform method to set up a group of people, levy a piece of land, grant preferential policies, use the law of socialist market economy, make money from land, comprehensive development, value-added recovery, rolling development, and build national key projects mainly with self financing. In October 1992, Hefei new railway station construction headquarters (the predecessor of the Management Committee of the Experimental Zone) came into being under the historical responsibility of "building a new passenger station and improving a new urban area" entrusted by Hefei Municipal Party committee and government. On December 18, 1992, Hefei urban construction and Comprehensive Development Corporation (with the new railway station construction headquarters as a set of two brands) was officially established, which is mainly responsible for raising funds for the construction of new railway stations by means of enterprise operation.
