Sunwu County is subordinate to Heihe City, Heilongjiang Province. It is located in the north of Heilongjiang Province, the middle of Heihe City, and the north foot of Xiaoxing'an Mountains. It is adjacent to Aihui District of Heihe City in the north, Wudalianchi city in the south, Nenjiang city in the West and Xunke County in the East. It is 106KM away from Heihe city. In the first year of the Republic of China (1912), the area to the north of Xunhe river was under the jurisdiction of Zhili Hall of Huihui. In August 1945, the Soviet Army stationed in Sunwu, and led by Zhang Huasan, the manager of shichangtai company, organized the "public order maintenance meeting of Sunwu County", and established temporary public order maintenance meetings in beisunwutun and zengjiabaotun.

At the beginning of November 1945, in order to open up the Heihe area, the Heilongjiang Provincial Working Committee of the Communist Party of China and the people's Government of Heilongjiang Province sent a group of cadres headed by Wang Su to Heihe. On February 16, 1946, Mou Haibo and Zhao Tianye led the cadres to return to Sunwu and restore the county people's government.

In March 1950, the government of Sunwu County was renamed the people's Committee. In April 1967, Sunwu County Revolutionary Committee was established. In November 1980, the county Revolutionary Committee was abolished and the people's government was restored.

From March to April in 1979, the boundaries between Sun Wu and Wudalianchi city (formerly dedu county) and Nenjiang County were defined respectively.
