Aihui District Aihui district belongs to Heihe city of Heilongjiang Province. Aihui district is located in the northeast of Heilongjiang Province and the north foot of Xiaoxing'an Mountains. It is the seat of Heihe municipal Party committee and government, and the political, economic, cultural, educational and medical center of Heihe city.
Aihui district covers an area of 14446 square kilometers, with jurisdiction over 4 streets, 3 towns and 8 townships. There are 16 state-owned agriculture, forestry and pastures with a total population of 197000. There are 26 ethnic groups such as Han, man, Daur and Oroqen. It is an important gateway for China to open to Northeast Asia. Historical evolution
Before the Qing Dynasty
Zhou belonged to the Ministry of Sushen. Han belongs to Fuyu department, Tang belongs to northern Shiwei Dudu Fu, Heishui Dudu Fu. During the Liao Dynasty, it was under the jurisdiction of the recruiting department of northwest road. During the Jin Dynasty, Puhe road was set up in Heilongjiang area, which controlled a large area of land from here to the outer Xing'an Mountains.
In the Yuan Dynasty, it belonged to Naiyan fiefdom at the earliest time. In order to strengthen the connection between the inland and the frontier, many "zhanchi" were set up. Among them, wanhufu in shibaochi, located in today's "Jiangdong 64tun" area, is the terminal to the middle reaches of Heilongjiang Province. Aihui area is under the jurisdiction of Kaiyuan Road, Liaoyang province.
During the Ming Dynasty, in order to control the Heilongjiang River Basin and the Wusuli River Basin, the nurgandu command department was set up in Telin of henggunhekou, and many "guards", "stations" and "ground" were set up in Northeast China. Today, Fulaerji and Kunhe are the "guards" and "stations". Heilongjiang "ground" includes the whole territory of Aihui district.
The Qing Dynasty
Aihui area is inhabited by Chinese Daur, Oroqen, Ewenki and other ethnic groups. Today, the residence of hehuihui town near xiaoheihetun is the then Daur tunzhai "kekeleyi" and "tuoerjiatun". Baldachi, the Daur leader who lived in beiduoketun, Heilongjiang Province, led the people to pay tribute to the Qing government many times to show their obedience. He married a princess of the Qing Royal family and became "the son-in-law". In 1646, Aihui district was under the jurisdiction of Shengjing general manager and Shengjing angban Zhangjing. In 1662, it was under the jurisdiction of general ningguta. In 1683, the Qing government set up Heilongjiang general's office in jiuhuihui on the left bank of the river. In the 24th year of Kangxi (1685), the general's office of Heilongjiang Province was moved to the right bank of the river (today's feihui town). In 1690, it moved from xinhuihui to mergen (now Nenjiang County), and then to Qiqihar in 1699. In the first year of Xuantong (1909), the Qing government abolished the vice governor of Huihui and set up the military road of Huihui. In the same year, Zhili hall was set up in Huihui and Heihe Prefecture was set up in Heihe. Huihui Zhili hall and Heihe mansion belong to bingbei road. Huihui Zhili hall is the predecessor of Huihui county.
the Republic of China era
In the first year of the Republic of China (1912), the Beiyang government abolished the bingbei road in Huihui, established Heihe River in July, moved the road to Heihe, abolished Heihe government and merged it into Zhili Hall of Huihui. At this time, the Zhili Hall of Huihui belonged to Heihe River. In the second year of the Republic of China (1913), the Heihe River was renamed as the observation envoy of Heihe River. In March, the Zhili Office of Huihui county was renamed as the office of Huihui County, and the county was founded. The Banner Land in the county was abolished. In 1914, the Heihe River Observatory was renamed Heihe River. In February of 1929, Heihe road was changed to Heihe municipal preparatory office, and feihui County Office was also changed to Aihui county government. At this time, feihui County Office and feihui county government were subordinate to Heihe observation envoy, Heihe River and Heihe municipal preparatory office.
In the spring of 1933, the Japanese and puppet troops stationed in Fuhui and established the Fuhui County Office. In May, the Puppet Manchurian government abolished the former Heihe municipal preparatory office and established the Heilongjiang Provincial Office in Heihe. On September 1, the puppet Fuhui County Office moved from Fuhui to Heihe, and the Heilongjiang Provincial Office in Heihe was canceled, and the matters under its jurisdiction were transferred to Fuhui County Office. In the first year of Kant (1934), the Ministry of civil affairs set up an office of Heihe provincial office in Heihe. In November, it was changed into the Preparatory Committee of Heihe provincial office. On December 1, the office of Heihe provincial office was officially established in Heihe. The puppet Huihui County Office is subordinate to the puppet Heihe provincial office.
On November 19, 1945, the first people's democratic power in Heihe area, Heihe administrative office of Heilongjiang Province, was established and took over the Heihe temporary Security Council. Its jurisdiction is Sunwu, Xunke, Wuyun, Foshan, huma, Oupu, Mohe and Huihui counties. In February 1946, according to the requirements of the Soviet Red Army, the Heihe district administrative office and the Huihui county government were merged into the Heihe Security Council. On 1 April, the Heihe district administrative office was resumed. On July 24, according to the order of Heilongjiang provincial government, Aihui county government was merged into the administrative office of Heihe District, and the administrative office was also the work of Huihui county government. On September 16, according to the order of the provincial government, the Heihe administrative office was abolished and the office of the inspector general of the Heihe administrative region was established (still working for the Huihui county government). On October 31, 1948, according to the decree of the provincial government, the office of the inspector general of the Heihe administrative region no longer worked as the government of Huihui county,
After the founding of new China
In February 1954, after the first county people's Congress, the county government was renamed the county people's Committee.
In 1956, it was changed to Aihui county because the word "Huihui" was rare and hard to recognize.
In April 1967, Aihui County Revolutionary Committee was established.
In November 1980, after the Eighth People's Congress, the county Revolutionary Committee was abolished and the people's Government of Aihui county was established. At the end of 1980, Heihe Town, Xingfu commune, Xigangzi coal mine and Dongfanghong coal mine were separated from Aihui county to establish Heihe city.
In June 1983, Aihui county was merged into Heihe city.
In March 1993, the original Heihe Prefecture Administrative Office was transformed into Heihe City, and the original Aihui county was transformed into Aihui District, which became the municipal district of the new Heihe City, and the original administrative division remained unchanged.
