Historical evolution
Licang territory is composed of the former area north of Lichun River in Cangkou district (referred to as "Cangkou area") and the former area north of Zhangcun River in Lichun town in Laoshan District (referred to as "Lichun area"). In the late Qing Dynasty, it was under the jurisdiction of Renhua Township, Jimo county.
In 1897, under the pretext of "Caozhou religious case", Germany sent troops to occupy Qingdao. The next year, it forced the Qing government to sign a treaty and rent the whole area around Jiaozhou Bay, which was called "Jiaozhou Macao concession". The area to the south of Baisha River in Renhua township was included in the concession, and Licang became a German colony. In October 1899, Germany divided the concession into two areas, namely Qingdao and Lichun. Lichang belonged to the outside world.
In 1914, after Japan occupied Qingdao for the first time, the occupied area was divided into Qingdao district and Lichun district. In 1917, Qingdao civil affairs department and Lichun civil affairs branch were established respectively. Lichang was under the jurisdiction of Lichun civil affairs branch.
In 1921, the Japanese army abolished the civil affairs branch of Li village and divided the area into three parts: near Qingdao, along the coast of Jiaozhou Bay and near Li village.
In 1922, after the Beiyang government took over jiaoao, Licang was divided into two townships: sicang and Licun.
In 1929, the Nanjing national government first ruled Qingdao. Qingdao was divided into two urban areas and four rural areas. Licang belonged to two rural areas, namely sicang and Licun.
In April 1932, the Qingdao municipal government set up five rural construction offices, including Cangkou and Lichun. Lichang was under the jurisdiction of Cangkou and Lichun.
In May of 1935, Qingdao was divided into 8 urban areas including Cangkou and 11 rural areas including Lichun. Lichang belongs to Cangkou district and Lichun district. In September of the same year, Sifang District and Cangkou District merged into sicang district.
In January 1938, after Japan occupied Qingdao for the second time, it carried out the Baojia system in order to implement the fascist rule. It took the jurisdiction of the Japanese puppet Qingdao Special City Police Bureau as Baojia administrative region, and set up six police branches. Licang belonged to sicang police branch and Licun police branch.
In July 1942, Laoshan administrative office was set up in the special city of Qingdao, and Li village was under its jurisdiction.
In 1943, the original six police stations were changed into five police stations, namely Shinan, Shibei, Haixi, Taidong and Cangkou. Most of Cangkou district was subordinate to Cangkou police station.
In 1945, before the surrender of Japan, Qingdao special city was divided into seven districts directly under the central government, including Cangkou, and three township administrative offices, including Laoshan.
During the second reign of Nanjing National Government in Qingdao, Licang was divided into two rural areas: sicang and Licun. Before the liberation of Qingdao in 1949, sicang district was changed into an urban area.

In August 1951, Qingdao city was divided into six districts, including Cangkou district. The northeast section of Cangkou district is to the west of Xiaozhuang and jiangjiaxiliuzhuang, the southeast section is to xiaobaigan Road (now Chongqing Road), the automobile branch road connecting dashuiqinggou in the south, the beach in the West and banqiaofang in the North. The suburbs were reorganized into nine districts, such as Licun and Loushan, under the leadership of Laoshan Office (transformed into Laoshan suburban people's Government in June 1953). Licang territory is under the jurisdiction of Cangkou district and Laoshan office.
In October 1958, after the implementation of people's communization, Licang was divided into Cangkou District, xianjiazhai people's Commune and Licun people's commune.
In November 1962, from xianjiazhai people's commune, 13 production teams located in Cangkou area, including Xujia, Shijia, Liujia, Xiaozhuang, dazaoyuan, xiaozaoyuan, Nanling, shimei'an, dongnanqu, xinanqu, Wantou, fangzijie and Loushanhou, were separated to establish Loushan people's commune.
In April 1965, Loushan people's commune was transferred from Laoshan county to Cangkou District, but agricultural production was still managed by Laoshan county. In January 1979, it was all led by Cangkou district. So far, Li Cang belongs to Cangkou district and Li village people's commune.
In April 1984, the people's Commune and production brigade were abolished, and the establishment of towns and administrative villages was restored. Licang belonged to Cangkou district and Lichun town of Laoshan county (changed to Laoshan District in 1988).
In May 1994, Cangkou and Licun regions merged to form Licang District.
