Evolution of organizational system
In 1909 (the first year of Xuantong of the Qing Dynasty), the Qing government set up Huinan Zhili Hall (located in xiejiadian, now Huinan town). Because most of the county was in the south of Huifa River, it was named Huinan. In 1913, it was changed into Huinan County.
