Project background

1. The origin of the project. In October 2008, at the 7th Asia Europe summit, Prime Minister Lee Hsien Loong of Singapore and Premier Wen Jiabao of China reached a consensus on CO building a Sino Singapore food zone. Premier Wen said: This is a good project, and the two sides should focus on the quality and safety of food. Premier Wen Jiabao pays close attention to and supports the food area project. In July 2009, during his visit to Jilin Province, Premier Wen Jiabao further affirmed the Sino Singapore food zone project and gave two important instructions: first, Jilin Province has advantages in engaging in agricultural projects, and Jilin Province should pay close attention to communication with relevant national ministries and commissions, and strive to do the project as soon as possible; second, it is a project of cooperation between the two governments, and Jilin Province should pay close attention to it Time to communicate with the new party. In May 2010, Prime Minister Lee Hsien Loong of Singapore received the then governor of Jilin Province, who is now Secretary of Jilin provincial Party committee, Wang Rulin, who was visiting for the Sino Singapore food zone project, and said that he would give full support to the project. During this period, Jilin Municipal government and Singapore agriculture, food and Veterinary Bureau signed the agreement on cooperative construction of food zone without specified epidemic area, and Yongji County signed the agreement on pig breeding with Sino Singapore company Investment agreement of processing industrialization project. 3. Vice Premier Li Keqiang pays attention to and supports the construction of food area projects. Some time ago, when listening to the work report of the Ministry of foreign affairs, Vice Premier Li Keqiang specifically mentioned the food zone project and expressed support for the cooperation and construction between China and Singapore on this project. 4. The food zone project was valued and supported by the vice premiers of China and Singapore at the JCBC meeting. At the JCBC meeting, Vice Premier Wang Qishan, then Singapore Vice Premier Huang Gencheng and current Vice Premier Zhang Zhixian clearly expressed their support for the cooperation between the two sides in the Sino Singapore food zone project. 5. On September 6, 2012, the China Singapore (China Singapore) Jilin food zone project was officially signed in the Great Hall of the people under the witness of Premier Wen Jiabao of the State Council and Prime Minister Lee Hsien Loong of Singapore. Jilin Province and Singapore Temasek holding company signed the "multi field cooperation framework agreement", and Jilin City and Singapore Star Bridge holding (private) Co., Ltd. signed the "Sino Singapore Jilin food area project investment cooperation agreement", which indicates that Sino Singapore Jilin food area has become one of the Sino Singapore cooperation projects and has begun to develop rapidly.

Construction significance

1. What it means to China. In order to ensure the food quality and safety in our country, it is beneficial to explore the establishment of new food quality and safety supervision mode; to solve the "three rural" problems in our country, to explore the establishment of new development and construction mode; to deepen the reform and opening up in our province, to explore the establishment of new system and mechanism operation mode. 2. It is conducive to create a cooperation platform for Singapore to participate in the construction of Changjitu development and opening up pilot zone and international cooperation in Northeast Asia; open up a new practice carrier in the field of food safety for Singapore to transfer innovative development ideas, management experience and other software; and increase a stable safe and healthy food supply base for Singapore to choose diversified food supply.

Construction target

The construction objectives are summarized as "four districts and one city", namely: world-class safe and healthy food production demonstration area; modern agricultural development demonstration area; "three modernizations" overall planning demonstration area; Changjitu development and opening strategy pilot demonstration area; and building a modern livable ecological city between Changchun and Jilin. It provides a practical, reproducible and suitable model for the production and processing of safe and healthy food in China, the development of modern agriculture and the international cooperation of agriculture and food industry.

The river, mountain and wetland in the area are used as natural isolation barriers to form a closed system. The main features are: highlighting food quality and safety, and building a world-class safe and healthy food production demonstration zone through the joint cooperation between China and Singapore. The cooperation between China and Singapore, the two sides set up a joint venture company, jointly responsible for the development, construction and management of food zones. It should be combined with the overall planning of "industrialization, urbanization and agricultural modernization" to establish a new industrial development system with coordinated development of the whole industrial chain. Main progress

（1） A landmark agreement on China Singapore cooperation was officially signed. Following the signing of the agreement on co construction of epidemic free areas between Jilin Municipal government and Singapore's agriculture and Grain Bureau, the agreement on the industrialization of one million live pigs of Singapore's Xinxiang group, and the agreement on the international logistics park project of Singapore's Keppel smart company, on September 6, 2012, under the witness of the prime ministers of China and Singapore, governor Wang Rulin signed the "framework agreement on multi field cooperation" with President Kohl of Singapore's Temasek Holdings Xingqiao holding company, a wholly-owned subsidiary of Maxi, and Jilin city formally signed the Sino Singapore Jilin food area project investment cooperation agreement. The high standard planning and construction of the 3-square-kilometer start-up area in phase I, the infrastructure construction of "seven connections and one leveling" has been completed, the water treatment plant and heat supply center supporting the park have been completed, the main body of the sewage treatment plant has been completed, and the conditions for carrying 10 billion yuan industrial projects into the zone have been met. (5) the construction of commercial and residential areas started in an all-round way. The "harmonious home", hot spring eco city and infrastructure construction projects in the 5 square kilometer starting area have been fully started. (6) initial success has been achieved in attracting investment and project construction. Focusing on key industries such as live pigs and organic rice and international logistics park projects, Singapore food industry, Taiwan Dacheng, topek of the Netherlands, Singapore Keppel smart, China CITIC Group and other enterprises have started project construction. Singapore Xinke, Indonesia Jinguang, Germany BASF, Thailand Zhengda, Hong Kong Lee Kam Kee, Taiwan Wangwang, COFCO, Jilin food and other well-known domestic and foreign enterprises have expressed their willingness to invest in the Sino Singapore food zone. (7) we will make every effort to promote innovation in the construction of food safety guarantee system. Drawing on the successful management experience of Singapore and other countries in food quality and safety assurance, we are organizing Singapore agrifood technology company, Singapore Keppel smart company, China Inspection Group, China soft group and other enterprises to vigorously carry out the construction of food quality and safety assurance system. At the same time, Singapore Temasek company will soon participate in the construction and management of the system.
