Baita District was founded in 1948. It is named after the White Pagoda of Liao Dynasty, a national key cultural relic. in 1999, Taizihe Township in Taizihe district was abolished and its administrative villages were merged into nearby sub district offices. Xinmin village, dalinzi village, Guanghui village, Beiyuan village, xuzhu village and hanjiahe village were included in Baita District (Tiexi Street), and Yumin village, Guoqing village, Taizihe village and Xinglong Village were included in Wensheng district (Dongxing Street).
