Historical evolution
Jin City, located at the end of Lishui River, is a famous port in Northern Hunan and the gateway of Jiuli river. In the ninth year of Zhengde in the Ming Dynasty (1514), "Tianjin city" began to see the classics, which means "setting up a city near Tianjin". Before long, Tianjin became one of the seven towns in Lizhou.
During the Jiajing period of Ming Dynasty, the hudu river was dredged, and the Jingjiang River was immersed in the South and discharged to liuzhongkou (now xiaodukou) on the east side of the urban area. The west water and North Water supported the Japanese drama, and the sediment deposition was also very serious. The three continents of the urban area were gradually extended, so the hudu river became a shortcut from Tianjin to Shashi and Yichang in Hubei Province. At this point, the East, West, North and South boats were unblocked, forming the hub of water transportation in Northern Hunan, and the number of inbound businesses and immigrants increased. In 1609, yuan Zhongdao, a writer of letters, wrote a journey to Li. He said that Tianjin was "a gathering of thousands of households", and there were 250 commercial stores such as cloth, southern goods, mountain goods and local products, and catering services. In the middle of Ming Dynasty, the land annexation became more and more intense, and the peasants who could not bear the tax and corvee and were forced to leave their hometown were forced to live in Tianjin. The various technologies and techniques brought with them made their production level improve day by day.
From the middle of the 15th century to the late 18th century, for more than 300 years, the urban areas, villages, towns, or Li, were in a state of autonomy without official management, forming a relatively loose social environment. Because of the convenience of water transportation, they were easy to collect and distribute. Therefore, when there were social upheavals such as war, the refugees swarmed here, and it was the eleventh year of Yongzheng (1733) of the Qing Dynasty“ There are more than 10000 households in the city. Because of the complexity of people and affairs, the city was moved to Jiashan and the inspection department was stationed here. By the middle of the Qing Dynasty, the urban area was becoming more and more prosperous. It was a "business district" for merchants. By the end of the Qing Dynasty, mountain goods and aquatic products from Southwest Hubei and Western Hunan were frequently distributed here. As a result, the development of the city inclined to the field of circulation, and Tianjin became a central commercial port in the border area of Hunan and Hubei and Jiuli River Basin. In 1906, there were 1500 permanent residents, 1410 temporary residents and 723 shops.
In the early years of the Republic of China, Tianjin had a population of more than 20000 people, and "nine provinces and miscellaneous places" constituted a unique world. The leading figures of the chamber of Commerce, which came out during this period, were mostly wealthy businessmen in the business sector, and joined hands with prominent figures in the political and military circles. They were not only groups safeguarding the interests of the business sector, but also prominent forces controlling the situation in Tianjin. At that time, Tianjin business not only took the lead in Hunan Hubei border area and Jiuli area, but also had a good reputation in the whole province. According to Hunan experiment magazine in 1935, at that time, there were dozens of cotton merchants in Tianjin, with 250000 tons of cotton distributed and 30 million yuan of turnover, accounting for 55.7% of the province's 430000 tons of sales. The prices of cotton and cotton yarn in Changsha, the capital of the province, were decided by the merchants of Tianjin gang. Tianjin is also one of the largest tung oil markets in Hunan Province, with an annual output of 550000 tons of tung oil in the whole province, and an annual distribution of 100000 ~ 130000 tons of tung oil in Tianjin.
During the Anti Japanese War, Wuhan and Shashi were occupied one after another. In the middle and lower reaches of the Yangtze River and the waters of Dongting Lake, mines were laid to defend the enemy. Tianjin was still a safe place for the immigrants in the occupied area. The population was more than 100000. The streets were full of people and the countryside was full of violence. People and horses from all walks of life set up banners and shops. Business was far more prosperous than Yiyang and Shashi in Hubei. According to the statistics in 1942, there are 36 drugstores, more than 300 teahouses, 76 hotels, 53 restaurants, 25 cooked food businesses, 5 theatres, more than 1000 peddlers and 3300 merchants in the port, which is 3.5 times of that in 1935. After the surrender of Japan, foreign businessmen returned to their hometown one after another, and the exorbitant taxes and levies increased day by day. In 1946, the tax increased 14 times compared with the previous year. At the same time, the KMT troops in Tianjin robbed the market, and the unbearable merchants moved to other places with their wives and children. As a result, the business was light, the market was depressed, and the once abnormally prosperous market passed away. By the 36th year of the Republic of China (1947), there were only more than 500 merchants, one seventh of the wartime.
On July 23, 1949, Tianjin city was peacefully liberated. On August 3, the South working group arrived in Tianjin and established the CPC Tianjin Municipal Committee and Tianjin Municipal People's government.
On November 26, 1949, according to the regulations of the Central Government Council on not establishing a city with a population of less than 50000, Changde administrative office decided to change Jinshi city into a city under the jurisdiction of a county; on January 17, 1950, Hunan Provincial provisional people's government decided that Jinshi city should be directly managed by the people's Government of Li county; seven months later, that is, on July 12 of the same year, the Central South military and political Commission changed Jinshi city into a city under the jurisdiction of a prefecture, led by Changde administrative office; 19 On September 10, 1952, according to the new "decision on adjusting the tight establishment" issued by the Government Affairs Council, Changde special office abolished Tianjin city and merged it into Lixian County. The people's Government of Lixian County set up a county-level district government in Tianjin city, and then changed it into the people's Government of Jinshi town. On September 2, 1953, the people's Government of Hunan Province sent a central telegram saying, "Jinshi town is Lixian town" In order to facilitate the economic development of the region, the important commercial towns in the water basin have been changed into cities under the jurisdiction of the province after verification, and the leadership of the Changde district administrative Commissioner's office has been authorized. " In view of this, Jinshi town of Lixian County was renamed Jinshi City, which became one of the nine cities under the jurisdiction of Hunan Province. It was the first time in the history of Jinshi city to implement the system of "provincial administration".
On July 18, 1958, the Changde prefectural Party committee issued the notice on the merger of Li county and Tianjin city, stipulating that the municipal Party committee and the Municipal People's commission should keep their original state and be financially independent. On October 7, it was changed to "complete merger", and finance and planning were unified by the county. All municipal organizations were under the leadership of the municipal Party committee, the Municipal People's Committee and the county-level organization. On July 24, 1961, Tianjin city was transformed into a county-level city under the leadership of the Changde district administrative Commissioner's office. Less than two years later, on May 29, 1963, the provincial people's Committee returned From July 1, Tianjin city was changed into a town, but the management of cadres, relevant meetings and work arrangements were still treated at the county level. On December 29, 1979, the State Council approved the restoration of Tianjin city with the approval of Document No. 290 issued by the State Council, which was led by Changde Prefecture and became a city under the jurisdiction of prefecture. In 1985, the suburbs of Tianjin city were expanded In February 1988, with the approval of the State Council, it became a city under the jurisdiction of the province (county level) once again, with the implementation of separate planning and entrusted by Changde City.
