Haizhou District Haizhou District, belonging to Lianyungang City, Jiangsu Province, is located in the north of the Yangtze River Delta and the northeast of Jiangsu Province. It is located on the coast of the Yellow Sea, the intersection of the Silk Road Economic Belt and the 21st century Maritime Silk Road, the Yangtze River Delta economic circle and the Shandong Peninsula urban agglomeration, and is the political, economic and cultural center of Lianyungang City. At the same time, it is also the root of Lianyungang City and the source of culture, known as "the famous county in the East China Sea" and "the first city from the east of Huaihai".
Haizhou District has a long history, with a history of more than 2000 years since the establishment of Zhiqu County in the pre Qin period. "Journey to the west" and "Jinghuayuan" two world famous works were born here. Jinping Phosphate Mine, one of China's four major phosphate mines, is located in China. The county was established in 212 B.C. and the state was established in 1500 B.C. It has many national cultural heritages, such as jiangjunya rock paintings, kongwangshan cliff statues, Han Dynasty round stone sculptures, "five palace Tunes", nine nunneries and eighteen temples, 29 national and provincial cultural protection units, and 205 intangible cultural heritages of 16 categories.
As of December 31, 2018, the administrative area of Haizhou district was 701 square kilometers, with 4 towns, 11 streets, 1 provincial development zones and 1 state-run Gang port farms. There were 79 villages and 100 communities, with 730 thousand registered residence households and 830 thousand permanent residents.
In 2018, the region's GDP was 34.82 billion yuan, a year-on-year increase of 7.5%; the general public budget revenue was 3.14 billion yuan, a year-on-year increase of 10.7%; the tax revenue accounted for more than 90%, and the total amount and quality of financial and tax revenue were among the top in the city; the industrial taxable sales revenue and industrial value-added tax increased by about 20%, and the enterprise income tax increased by 16% year-on-year, and the quality of development continued to be good, realizing the goal of the whole region The city's economic and social development goal assessment is "five in a row".

Before the Republic of China
Haizhou has a long history. According to the earliest historical geography book Yugong, Haizhou was one of the nine states in Xia and Shang Dynasties. In the Zhou Dynasty, Xuzhou was divided into Qingzhou and Yanzhou, and Haizhou belonged to Yanzhou.
During the spring and Autumn period and the Warring States period, it belonged to the state of tan. The Qin Dynasty belonged to Donghai County.
The Western Han Dynasty belongs to Donghai County, the governor of Xuzhou. The Eastern Han Dynasty was subordinate to Donghai County, the governor of Xuzhou. The Three Kingdoms belonged to Donghai state in Wei Dynasty.
The Western Jin Dynasty belongs to Donghai County of Xuzhou. Qingzhou and Jizhou were established on Yuzhou island in 472 ad. In the first year of Jianyuan (479 AD) of emperor Gao of Qi Dynasty, Donghai County was transferred to Jizhou and renamed beidonghai county.
In the seventh year of Wuding in the Eastern Wei Dynasty (549 AD), Haizhou was established.
In the third year of kaihuang (583 AD), Emperor Wen of the Sui Dynasty abolished Donghai County. In the third year of Daye (607 AD), Emperor Yang of the Sui Dynasty changed Haizhou into Donghai County.
In the fourth year of Wude, Emperor Gaozu of Tang Dynasty (622 AD), Haizhou set up the general manager's office. In the seventh year of Wude (625 AD), the general manager's office was changed into the governor's office. In the first year of Zhenguan reign of Emperor Taizong of Tang Dynasty (627 AD), the governor's office was destroyed, and the world was divided into ten roads. Haizhou belonged to Henan road. In the first year of Tianbao, Emperor Xuanzong of Tang Dynasty (742 AD), the state was changed into a county, and Haizhou was changed into donghaijun. In the first year of Qianyuan reign of emperor suzong of Tang Dynasty (758 AD), Donghai County was rebuilt as Haizhou. In 899 ad, Haizhou entered the state of Wu. In the 13th year of Baoda reign of Yuanzong in the Southern Tang Dynasty (959 AD), it was occupied by the Later Zhou Dynasty.
In the third year of the reign of Emperor Taizong of the Song Dynasty (998 AD), there were 15 roads in the world, and Haizhou belonged to Huainan road. In the fifth year of Xining reign of emperor Shenzong of Song Dynasty (1073 AD), Huainan road was divided into Huainan East Road and Huainan West Road, and Haizhou belonged to Huainan East Road. In 1262 ad, Haizhou was changed to xihaizhou.
In the 15th year of the reign of emperor Shizu of the Yuan Dynasty (1279 AD), it was promoted to the office of the general manager of Haizhou road and later changed to the office of Haining. In the 20th year of Zhiyuan (1284 AD), Haining Prefecture was changed to Haining Prefecture, belonging to Huai'an road. In the 28th year of the Zhiyuan Dynasty (1292 A.D.), Jiangbei, Henan Province and other places were established. Haining Prefecture belongs to Xuanwei Department of huaidong Road, Zhongshu Province, Jiangbei huaidong Road, Henan Province.
In the first year of Hongwu, Emperor Taizu of Ming Dynasty (1368 AD), Haining Prefecture was renamed Haizhou, belonging to Huai'an Prefecture. In the first year of Emperor Kangxi of Qing Dynasty (1662 AD), Anhui Province was separated from Jiangnan Province, and Haizhou belonged to Huai'an Prefecture of Anhui Province. In the fifth year of Kangxi (1666 AD), Huai'an Prefecture returned to Jiangnan province. In 1667, Jiangnan province was renamed Jiangsu Province, and Haizhou belonged to Huai'an Prefecture. In 1724 ad, Haizhou was promoted to Zhili.
the Republic of China era
In the first year of the Republic of China (1912), the Nanjing provisional government cut down the prefecture and saved the county, changed Haizhou Zhili Prefecture into Donghai County, and governed Haizhou city. In April of the same year, Guanyun county was established in 11 towns in the southeast of Donghai County. In June of the Republic of China, five roads were set up in Jiangsu Province, and Donghai County was subordinate to Xuhai road. In April of the 16th year of the Republic of China, Dao was abolished. In the 18th year of the Republic of China, Haizhou was designated as the first district of Donghai County, and the district office was located in Haizhou city. After the 22nd year of the Republic of China, Jiangsu Province tried out the administrative supervision district system. Donghai County successively belonged to the 13th and 8th administrative supervision districts of Jiangsu Province and Donghai administrative supervision district. The office of the Commissioner of administrative supervision was located in Haizhou city.
In March of the 28th year of the Republic of China, after the Japanese army occupied Haizhou, the puppet county government was established, and then the Donghai County Security Council and the puppet Donghai County government were established. The Donghai County Government of the Republic of China moved to the countryside and disintegrated in the winter of the 30th year of the Republic of China. In the 35th year of the Republic of China, the eighth Administrative Region belonged to Xuzhou appeasement office, and the jurisdiction and the residence of the office of the administrative Commissioner remained unchanged.
After liberation
On November 6, the 44th division of KMT stationed in Haizhou abandoned the city and withdrew to the West. On July 7, the Chinese people's Liberation Army entered Haizhou, and the new deal of the Communist Party of China established the new Hailian special zone with Haizhou, Xinpu and Lianyun city in the East. It is under the jurisdiction of the Central South Shandong Administrative Region Office, Xinhai City, Lianyun city and Yuntai office. On November 15 of the same year, Jinping District of Xinhai City, with Haizhou city as the center, was established. The district office is located in Haizhou city.
On November 25, 1949, xinhailian special zone was renamed xinhailian City, and Jinping district was subordinate to xinhailian city. In December 1949, Henan township of Donghai County was assigned to Jinping district. On May 1, 1950, xinhailian city and Donghai County merged into Xinhai county. In November of the same year, Jinping district was changed into the fourth division of Xinhai county. In December 1950, Xinhai county was removed and the system of xinhailian city was restored. At the same time, the fourth division of Xinhai county was changed to Jinping District of xinhailian city.
In July 1952, Jinping district changed its name to Haizhou District, which is still under the jurisdiction of xinhailian city. After August 1952, Fu'an town in Donghai County was assigned to Haizhou District. In January 1953, xinhailian city was transferred to Jiangsu Province.
In November 1953, the people's Government of Haizhou District was established by the election of the first people's Congress of Haizhou District. In November 1955, Haizhou District People's government was renamed Haizhou District People's Committee. In September 1958, the government and society were united, which was called Haizhou people's commune.
In September 1961, new Hailian city was renamed Lianyungang City, and the subordinate relationship of Haizhou District remained unchanged. In May 1963, Haizhou people's commune was renamed Haizhou District People's Committee. In November 1969, the Revolutionary Committee of Haizhou District was established. In December 1980, it was renamed Haizhou District People's government.
In 1978, Haizhou District added Xingfu road sub district office, under which there were seven new sub district residents committees, namely Xingfu Road, Hongqi, Hongmen, Jianghua, Chezhan, Xinhai and Wenhua; Haizhou sub district office was changed to Yanchi sub district office, and nine sub district residents committees, namely lingyanchi, Shiqiao, nanzhong, Gulou, zhongdajie, Xinjian, Dongmen, Ximen and Shuanglong, were set up.
In June 1983, the people's Government of Lianyungang City reported to the people's Government of Jiangsu Province for approval, and Haizhou and Xinpu districts were designated as Xinhai district. In June 1986, with the approval of the State Council, Haizhou and Xinpu were divided into two districts, and the organizational system of Haizhou District was restored.
In June 1992, with the approval of Lianyungang Municipal People's government, Haizhou economic and Technological Development Zone was established as an agency of the district government.

In the seventh year of Wuding in the Eastern Wei Dynasty (549), Haizhou had jurisdiction over dongpengcheng County, Donghai County, Haixi County, Shuyang County, Langya county and Wuling County, and 19 counties including linglongju County, Anton County, Bohai County, Ganyu County, Anliu County, Guangrao County, Xiami County, Xiangben County, Haixi County, Linhai County, Xiacheng County, Linzha County, Huaiwen County, Fuwu County, Qu county, Hai'an County, Shanning County, Shangxian county and Luoyao county.
In the Northern Qi Dynasty and the Northern Zhou Dynasty, Haizhou governed five counties, including Donghai, Qushan, Wuling, Shuyang and Hai'an, and seven counties, including Guangrao, Donghai, Qushan, Shangxian, Luoyao, Shuyang and Xiangben.
In 607 ad, Donghai County led Qushan County, Donghai County, Lianshui County, Shuyang County and Huairen county.
In the fourth year of Wude reign of emperor Gaozu of Tang Dynasty (622 AD), Haizhou had four prefectures: Linghai, Lian, Huan and Dongchu. Haizhou had nine counties: Qushan, Longju, Xinle, Quyang, Shuyang, houqiu, Huairen, Licheng and Zhuqi.
