Evolution of organizational system
Since King Yanzhao set up "Liaodong county" in Liaodong during the Warring States period, Dalian area was under the jurisdiction of Liaodong County until the Qin and Han Dynasties.

In September 1969, the streets were successively transformed into people's commune reform committees, and some districts were adjusted. The former minyun and Xianglujiao streets in Shahekou District and Bayi and Minle streets in Zhongshan District are under the jurisdiction of Xigang District. The original seven streets in Xigang District are changed into six people's communes.
In 1978, the urban people's commune was abolished and the sub district office was restored with the same name. With the increase of urban population and the expansion of the urban area, Xigang District has added three sub district offices, namely, Gongren village, Shidao street and Baiyun Street.
In August 1980, Xigang District held the Ninth National People's Congress and decided to change the reform committee of Xigang District into the people's Government of Xigang District. In March 1981, it was renamed Xigang District of Dalian city. On April 6, 1983, the area to the west of Shahekou railway station under the jurisdiction of Xigang District, to the east of the first staff dormitory of Dalian Locomotive Works, to the south of Shenyang Dalian railway line and to the north of Zhongchang street was put under the jurisdiction of Shahekou District.
