Huian County, Huian County, in 981, the sixth year of the Taiping rejuvenation of the country in the Northern Song Dynasty, Huian County was set up in Shili of Dongxiang township of Jinjiang County, which was named Huian by the meaning of "benefiting the people". Quanzhou City, Fujian Province, under the jurisdiction of the county, and Jinjiang, Nan'an, collectively known as Quanzhou Sanyi. It is located in the southeast coast of Fujian Province, with a total area of 489.42 square kilometers (excluding Quanzhou Taiwan investment zone). It governs 15 towns and 1 ethnic township. In 2017, the total population of the county was 809226.
Huian County is a famous hometown of overseas Chinese in South Fujian and one of the main ancestral places of Han compatriots in Taiwan. It is known as "Zou Lu on the seashore", "hometown of carving art", "hometown of architecture", "strong county in fishery", "strong county in food industry" and "capital of stone carving in the world".
Huian coast is known as the gold coast, with a total length of 192 kilometers, accounting for 6% of the whole province. There are many harbors along the coast. Jingfeng Douwei port is one of the nearest ports from the mainland to the west coast of Taiwan, which can provide free access for 300000 ton ships. It is one of the four major transit ports in China under planning and construction. Chongwu port is a national central fishing port, with Banyue Bay, Qingshan Bay and Jingfeng huinu Bay competing for beauty. Chongwu coast was selected as one of the "eight most beautiful coasts in China" by National Geographic magazine. Huian is a very powerful county and city. Huian County is famous for its unique folk customs and stone carvings. Luoyang Bridge in the Northern Song Dynasty and Chongwu city in the Ming Dynasty are key cultural relics under state protection.

Historical evolution
Han belongs to Kuaiji. Tang belongs to Wurong Prefecture, and Jinjiang County in the eighth year of Kaiyuan (720). In 981, the sixth year of Taiping's rejuvenation of the country in the Northern Song Dynasty, Huian County was set up in Shili of Dongxiang township of Jinjiang County, which was named Huian by the meaning of "benefiting the people". Cui Zhijie, the first county magistrate. According to legend, when the county was first established, Chen Zhenbu built a county government in the south of Luoshan. When he moved to the Five Dynasties, the tomb of Zhang Kun, king of Ling'an, was in the Qingshan mountain in the southeast of the county. Luoshan was negative for the city, and the city was shaped like "Luoshi spitting meat", so the county was called Luocheng, or "Luocheng" for short. When the county was established, there were three townships, namely Chongwu, Chongshan and Chengshan, with 16 Li, including Taikang, Shoujie, Lixing, Min'an, pingkang, Guihua, Xiangfu, Zunxian, Chongde and Minsu, and a total of 66 shops.
Qingli eight years (1048) changed to 18 Li, still under the jurisdiction of three townships. In Yuanzhen (1295:1297) of the Yuan Dynasty, it was changed into four townships of Wenzhi, xingman, Zhongshu and Xinyi, which still governed 18 Li (including 4 li of Wenzhi Township, 5 li of xingman Township, 4 li of Zhongshu Township and 5 li of Xinyi township); it also governed 35 capitals, including 36 capitals of Hecheng Zaifang. The Ming Dynasty was ruled by the Yuan Dynasty. During the reign of zhijiajing (1522:1566), due to the Japanese pirates' plundering, the army and the epidemic, the household registration was reduced year by year. Some of them were merged as appropriate, and were reduced to 30 capitals (including Zaifang), with 80 maps under its jurisdiction, and 10 per map. In the early Qing Dynasty, the coastal residents moved to the mainland, and the number of Tu and Jia in Southeast China decreased by 67. In the second year of Kangxi (1663), Li was changed to Pu, and 68 shops were set up in the county (including 8 shops in the county).
At the beginning of the Republic of China, Huian County was subordinate to Xiamen road. In 1927, "Dao" was abolished and the provincial and county level local political system was implemented. The county offices were changed into county governments, and Hui'an County was directly under the Fujian provincial government.
In 1933, the 19th Route Army established the people's revolutionary government of the people's Republic of China in Fujian, which divided Fujian into four provinces, and Hui'an County was subordinate to Xingquan province. After the failure of the "Fujian coup" in the same year, Nan'an county was still directly under the Fujian provincial government, and belonged to the fifth administrative supervision district (Tongan District).
In 1935, it was transferred to the fourth administrative supervision district (Tongan District, Yongchun in 1938, Quanzhou in 1943).
Huian County was liberated on August 23, 1949, and the people's Government of Huian County was established on September 5, 1949, which is subordinate to the fifth Office of administrative inspector general of Fujian Provincial People's government;
In September 1950, it was transferred to the office of Jinjiang District Commissioner. In 1955, it was subordinate to Jinjiang District (renamed Jinjiang District in 1971; renamed Quanzhou City in 1985).
In 1996, seven towns in the north of Hui'an County (Shanyao Town, Nanpu Town, Jieshan Town, Houlong Town, Fengwei Town, Qianhuang town and Tuling town) set up Xiaocuo Management Committee and Quangang District in 2000;
In 1997, Huian County covers an area of 972.9 square kilometers and has a population of 1.19 million. It governs 17 towns and 2 townships: Luocheng Town, Chongwu town, Dongling Town, Dongyuan Town, huangtang Town, Jingfeng Town, Luoyang Town, Luoyang Town, Shanxia Town, tuzhai Town, Wangchuan Town, zhangban Town, Nanpu Town, Houlong Town, Shanyao Town, Tuling Town, Daigang Town, Baiqi Hui Township and Xiaoyi township. The county government is stationed in Luocheng town.
In 2000, Huian County set up Quangang District (county level). Shanyao Town, Houlong Town, Nanpu Town, Tuling town and Daigang town of Hui'an County were put under the jurisdiction of Quangang District of Quanzhou City. In 2000, Xiaoyi township was abolished and Xiaoyi town was established. After the adjustment of administrative division, Huian County has jurisdiction over 15 towns and 1 ethnic township.
In 2009, Huian County governed 15 towns including Luocheng, Luoyang, huangtang, Zishan, Luoyang, Dongyuan, zhangban, Chongwu, Shanxia, tuzhai, Dongling, Dongqiao, Jingfeng, Xiaoyi, Wangchuan and Baiqi Hui Township.
In June 2010, Luoyang Town, Dongyuan Town, zhangban Town, Baiqi Hui Township and Huinan Industrial Park jointly entrusted Quanzhou Taiwan investment zone for management. Huian County governs 12 towns, including Luocheng, Luoyang, huangtang, Zishan, Chongwu, Shanxia, tuzhai, Dongling, Dongqiao, Jingfeng, Xiaoyi and Wangchuan, with a total of 11 communities and 206 administrative villages.
On March 8, 2010, zhangban Town, Dongyuan Town, Luoyang Town and Baiqi Hui Township in the south of Hui'an were designated as Hui'an, and the administrative jurisdiction of Hui'an changed from 23 towns before 1996 to 12 towns: Luocheng Town, Luoyang Town, huangtang Town, Zishan Town, Chongwu town, Shanxia Town, tuzhai town, Dongling Town, Dongqiao Town, Jingfeng Town, Xiaoyi town and Wangchuan town.

Huian terrain is high in the northwest and low in the southeast, which is stratified and inclined, mainly hilly platform. The highest peak is Dawu Mountain, and the main peak is 789 meters above sea level. Streams and rivers are short and shallow, and most of them flow into the sea alone. The land area is 42 km wide from east to west and 37 km long from north to south. Huian is famous for its "strong fishing county", "hometown of architecture" and "hometown of carving art". Huian has formed five leading industries with strong local characteristics, including stone carving, food and beverage, shoes and clothing bags, hardware and machinery, architectural decoration, as well as emerging industries such as ship building, petrochemical industry, equipment manufacturing, photoelectric information and tourism.
Before the reform and opening up, Huian was a typical agricultural county, and sweet potato was the main agricultural product of the masses, which was called "sweet potato county". After the reform and opening up, Huian people with exquisite carving art, stone carving industry has become a local characteristic industry to get rid of poverty and become rich; in the 1980s and 1990s, Huiquan beer, Dali food and other sudden emergence, food and beverage industry has become a new industry.
