After the founding of the Republic of China, on February 1, 1916, a temporary "special area" was set up in Longjiang Road, Heilongjiang Province.
On March 15, 1917, Heilongjiang provincial governor's office submitted a petition for approval to change the Xuanfu Bureau of solun mountain into a governing Bureau of solun mountain, which was stationed in hahai town.
