Gongliu county is located in the middle of the Ili River Valley, south of the upper reaches of the Ili River, and north of Nalati mountain, a branch of Tianshan Mountain. It is located in the middle of the Ili River Valley and is adjacent to Hejing County of Xinyuan, nilek, Yining, Chabuchar, Tekes and Bayinguoleng Mongolian Autonomous Prefecture. "Gongliu" is the name to be taken when the county was built, which seems to get its name from the Gongnaisi river. According to the manuscripts of Gongliu county annals in the Republic of China, Gongliu county had a vast territory at that time, so it was named "Gongliu" after "gongjisi and tekestaliu", which means "consolidating the long stay". In Kazakh, it means "tuogutarou" (meaning "nine tributaries", implying numerous River tributaries), while in Mongolian and Uighur, it means "tuogutala".

According to historical records, in the pre Qin period of more than 200 B.C., there lived ancient Ili Cypriots in Gongliu area.

In 1932, Gongliu county was officially established. Its jurisdiction is the vast area south of Ili River, east of Kashi River and south of abrel mountain, namely the whole territory of Gongliu, Zhaosu County, east of Tekes county and Chabuchar County, west of Xinyuan County, and part of Nileke county and Yining County. It is the political, cultural and economic center of Eastern Ili.
Gongliu town was set up in 1946, which was one of the earliest towns in the five counties in the east of Ili.
In May 1950, on the basis of the former revolutionary county government of the three districts, through reorganization, adjustment and enrichment, a new political power, Gongliu County People's government, which represents the fundamental interests of the people of all ethnic groups, was established and subordinate to the Ili region.
At the end of 1955, Yili Kazak Autonomous Prefecture was established by withdrawing the system of Yili Prefecture, and Gongliu county was designated as a county directly under the prefecture.
In 1957, Yili Prefecture was abolished again, and Gongliu County returned to Yili Prefecture.
In 1985, the organizational system of Yili area was reestablished, and Gongliu county was subordinate to Yili administrative office.
In 2001, the administrative office of Yili Prefecture was abolished and Gongliu county was directly under the jurisdiction of Yili Kazak Autonomous Prefecture.
In 2012, aketubuick township was abolished and aketubuick town was established. On January 24, 2013, the autonomous regional government (New Deal Letter No. 19) approved the abolition of mohur Township and the establishment of kurdning town. In 2013, the government of the autonomous region (New Deal Letter No. 279) approved the abolition of agalson Township and the establishment of agalson town.
On October 21, 2014, the government of the autonomous region (New Deal Letter No. 185) agreed to abolish dongmaili Township and establish dongmaili town.
