Haiyuan County Haiyuan County, under the jurisdiction of Zhongwei City, Ningxia Hui Autonomous Region of the people's Republic of China, is located in the central and southern part of Ningxia Hui Autonomous Region, in the arid zone of central Ningxia, between 105 ° 09 ′ - 106 ° 10 ′ E and 36 ° 06 ′ - 37 ° 04 ′ n. In 2008, Haiyuan County won the title of "hometown of Chinese folk culture and art" by the Ministry of culture for its folk art of "Huaer paper cutting". There are Nanhua mountain, Lingguang temple and other tourist attractions in the territory.

In the Five Dynasties, it was controlled by Tubo and Dangxiang tribes.
In the Song Dynasty, in the fifth year of Xianping (1002), the Dangxiang people won the present Haiyuan county with Tiandu mountain as the main part.
Xixia, founded in 1038, belongs to Xixia. Yuanhao established nanmuhui city in the west of this county. In the fourth year of Yuanfeng (1081), the southern mouhui city was burned by the song army. In this year, the Xixia Dynasty recovered and rebuilt nanmuhui City, so it was called nanmuhui new city. In the second year of Fu (1099) of the song and Yuan Dynasties, the new town of nanmuhui was restored to the land of Song Dynasty. It was located in Xi'an Prefecture, belonging to Qinfeng road. In the first year of Jingkang (1126), Xixia conquered Xi'an and renamed it Nanwei, also known as Anzhou.
In the Yuan Dynasty, a large number of Hui people came here to settle down, which is called hailadu yuan. They set up hailadu castle, which belongs to Kaicheng road. King Yu of Yuan Dynasty was founded in Xi'an of Haiyuan.
In the Ming Dynasty, it was the pasture of King Chu (Zhu Zhen) and King qianning (muying). Hailadubu, also known as Haicheng, belonged to Guyuan Prefecture. During the reign of Chenghua, Xi'an, Zhenrong and Pinglu garrisons were set up.
In the Qing Dynasty, it belonged to Pingliang Prefecture at the beginning. In 1646, it was subordinate to Yancha Tongzhi of Pingliang Prefecture. In 1747, Yancha Tongzhi, who was originally stationed in Guyuan City, moved to hailadubu and set up a department, so it was called Yancha hall city. In 1874, Haicheng county was set up.
In 1914, it was renamed Haiyuan County, belonging to Pingliang District of Gansu Province.
In 1928, Haiyuan county was divided into five autonomous regions.
In the 22nd year of the Republic of China (1933), it was changed into a district. In the next year, the district was abolished, and the township, joint insurance, insurance, and a system was implemented. One town and five townships of Haidu town were established, with a total of 22 joint insurance, 91 insurance, and 923a under the jurisdiction of towns and townships.
In the 24th year of the Republic of China (1935), Haidu town was abolished and replaced with Wanmei township; in the same year, the township was removed and divided into districts, and the original township was replaced with district, with the name of serial number.
In the 25th year of the Republic of China (1936), the Chinese workers' and peasants' Red Army troops liberated the northeast of Haiyuan county (Gaoya, liwang, Guanqiao area), and formed the first county-level national autonomous government in China - Yuhai Hui Autonomous County (after the Red Army transferred, Yuhai County disappeared).
In 1937, six districts were adjusted to four districts.
In the 29th year of the Republic of China (1940), the new county system was implemented. The district and joint insurance system was abolished, and the Baojia system under the jurisdiction of township was changed, which was divided into 7 towns and 6 townships.
In 1942, Xiji County was established in Gansu Province, and three townships under the jurisdiction of Haiyuan county and part of Baojia were assigned to Xiji County.
In 1944, yanglang town was under the jurisdiction of Guyuan County, and Lijun township of Guyuan County was under the jurisdiction of Haiyuan county.
In 1946, dayingdi was under the jurisdiction of Tongwei county.
In August 1949, Haiyuan was liberated, belonging to Dingxi District of Gansu Province. Haiyuan county is divided into 6 districts with 46 townships and 202 villages.
In March 1950, four townships, yangbao, Hongquan, Luochuan and Shangchuan, were added to Lijun district.
In June 1950, Haiyuan county was designated as Pingliang district.
In May 1951, langshui township was added in Xingren district.
In August 1952, two districts, Zhengqi and Hongyang, were added, and the jurisdiction of the original six districts was adjusted, and 23 townships were added.
In April 1953, Guanqiao and caowa districts were added; Badou and Mawan townships were abolished; Wuyuan and Houbao townships were newly established; the townships under the jurisdiction of each district were readjusted again.
In September 1953, Yanchi township of Jingyuan County was assigned to Xi'an District of Haiyuan county.
In April 1954, new village was added to Lijun district.
In December 1953, it was transferred to Xihaigu Hui Autonomous Region of Gansu Province.
In October 1958, it was assigned to Guyuan area of Ningxia Hui Autonomous Region.
In January 1970, Guyuan area was changed to Guyuan area, and Haiyuan was still under its jurisdiction.
In May 1981, Jiucai commune was established.
In January 1984, the commune system was reformed and all communes were changed into townships. In June, Yangfang township was abolished and three townships, Shidian, Shuanghe and Luoshan, were added.
In December 1985, Gaotai and caowa townships were established, and Chengguan Township was changed into Haicheng Town.
In December 2003, the State Council approved to put Haiyuan County in Guyuan City under the jurisdiction of Zhongwei city.
In February 2004, the renovation system of Haiyuan county was put under the jurisdiction of Zhongwei city.
In February 2008, the government of Ningxia Hui Autonomous Region approved to put Xingren town and Haochuan township of Haiyuan County under the jurisdiction of Shapotou District of Zhongwei City, and Heicheng town of Yuanzhou District of Guyuan City (covering an area of 220.6 square kilometers) under the jurisdiction of Haiyuan county (officially handed over on February 18).
In April 2008, xutao township of Haiyuan county was put under the jurisdiction of Zhongning county (officially handed over on September 11), Xinglong Township was put under the jurisdiction of Tongxin County, and Qiying town and Gancheng township of Yuanzhou District of Guyuan City were put under the jurisdiction of Haiyuan county.
In June 2008, the State Council approved the relocation of Haiyuan county government from Haicheng Town to Heicheng town. Based on the analysis of the history and actual situation of the place name of Heicheng Town, the 17th executive meeting of the government of the autonomous region confirmed that Heicheng Town, the new location of Haiyuan County, was renamed Sanhe Town. (Note: one county and two cities are implemented in Haiyuan County, and the county government is still in Haicheng Town.)
In September 2008, xutao township of Haiyuan county was officially transferred to Zhongning county.
In June 2009, Haiyuan County implemented one county and two cities, and the county government is still stationed in Haicheng Town.
In January 2015, Guyuan city implemented the spatial strategy of "one core, five poles, group development". Taking Yuanzhou District of Guyuan City as the core and Xiji County, Pengyang County, Longde County and Jingyuan County as the four development poles, Guyuan City Integrated Sanying town and Haixing Development Zone to form a new development group.
