Historical evolution
Penglai has a long history. In the Neolithic age, there were human settlements.
In the second year of Yuanguang reign of Han Dynasty (133bc), Emperor Wu of Han Dynasty made a tour to the East and said, "Penglai mountain is in view of the sea here, which is named for its city construction.".
Tang Zhenguan eight years (634), began to set up Penglai town. In the third year of Tang Shenlong (707), the administrative office of Dengzhou was transferred to Penglai, and Penglai was promoted to a county. In 1376, Dengzhou was promoted to Dengzhou Prefecture.
