Seni District seni District, subordinate to Naqu city of Tibet Autonomous Region, is the political, economic, cultural, transportation, information and communication center of Naqu city. It borders Dangxiong County in the south, nierong county and Anduo County in the north, ru'u county and Jiali County in the East, and bange County in the West.
Located in the north central part of Tibet, between Tanggula Mountain and nyainqentangla mountain, seni district belongs to the northern Tibetan Plateau, with an average sea level of more than 4500 meters and the highest altitude of 6500 meters. The maximum distance between East and West is 233 km, and the maximum distance between North and south is 185 km, with a total area of 16195 square kilometers. In 2016, the total population of ZenI district was 144116.
In 2016, ZenI District achieved a GDP of 2.267 billion yuan.
In August 2011, Naqu County (seni District) was awarded as the hometown of Chinese specialty (yak).
On December 9, 2019, the people's Government of Tibet Autonomous Region studied and approved the exit of Seni district from poor counties (districts). On December 31, 2019, it will be selected as a typical county of rural innovation and entrepreneurship in China.

The origin of the name
ZenI District, formerly known as Naqu, is a Tibetan place name translated in Chinese, meaning "Heihe River and Heishui". The name comes from the Naqu River, which flows through the upper reaches of Nujiang River.
Historical evolution
In the Qing Dynasty, in 1751, after the Qing Dynasty put an end to the incident of namuzale in jurmut, kannang sect, the first sect in the northern Tibetan Plateau, was established in Naqu, and was under the jurisdiction of the local gaxia government in Tibet. In 1942, the gaxia government established jiangqiaqiao, which governed 14 religious sects in the pastoral areas of northern Tibet and the north of Lhasa. In October 1956, the Preparatory Committee of the Tibet Autonomous Region set up a Jiqiao office in Naqu, under the jurisdiction of the office. In October 1959, the people's Government of Naqu County was established under the jurisdiction of the Heihe special region. In January 1960, the State Council approved the renaming of the "Heihe special area" in Tibet to "Naqu special area". In November 1965, the State Council approved the official renaming of Heihe County as "Naqu County". In January 1970, Naqu district was renamed as Naqu District, and Naqu County was under the jurisdiction of Naqu district. on July 18, 2017, the State Council approved the Tibet Autonomous Region to abolish Naqu Prefecture and establish prefecture level Naqu City, abolish Naqu Prefecture and Naqu County, and establish prefecture level Naqu city and seni district. The former administrative region of Naqu County is the administrative region of Seni District, and the District People's government is located at No. 26 Wenhua West Road, Naqu Town. on April 20, 2018, the first Congress of the Communist Party of China (CPC) in seni District of Naqu city was held, which was the first Congress of the CPC when Naqu County was divided into districts. The appellation of "Naqu County" withdrew from the historical stage.

Climatic characteristics
ZenI district belongs to the plateau sub frigid monsoon semi humid climate zone. The annual average temperature is - 2.2 ℃, the coldest time can reach minus 30 or 40 degrees, and the annual sunshine hours is more than 2886 hours. The annual precipitation is more than 400mm from May to September. There is no absolute frost free period in the whole year. The period from October to May of the next year is the period of wind and snow and soil freezing, and the period from June to August is the growth period.
hydrologic condition
Naqu river is the main river in seni district. Many seasonal rivers and mountain streams flow into Naqu river or into lakes. The total runoff of these rivers is about 4.4 million cubic meters. The larger lakes are dazco, cuoe, naribuncuo, cuomurucuo and tampco ("CuO" means Lake in Tibetan). Except naribuncuo is a salt lake, the rest are freshwater lakes.
