Dongning is a county-level city directly under the central government of Heilongjiang Province and managed by Mudanjiang city. The geographical coordinates of Dongning city are 129 ° 53 ′ - 131 ° 18 ′, 43 ° 25 ′ - 44 ° 35 ′. Evolution of organizational system
