From Yushun to Xia Dynasty, it was the land of Jize, the chief of the tribe. At the beginning of Shang Dynasty, it was the land of Fangguo in fuboling. At the end of Shang Dynasty, it was the land of pugu, the ancient country. Most of the bronzes unearthed from the tombs of the Western Zhou Dynasty in Liutai, Jiangji Township, bear the character "Xi", which can be used as evidence of the fact that the county was the place of Bo mausoleum in the early Shang Dynasty.
In the Western Zhou Dynasty, Lu Shang was granted the state of Qi and destroyed pugu, so the county became the territory of Qi.

In the Western Jin Dynasty, Kan county was abolished, and Luoyin, Zhuo and Chaoyang were three counties, belonging to Jinan county.

In the Sui Dynasty, Chaoyang County was established at the beginning. In 596, Chaoyang County was changed to Linji County, and Gaotang county to Zhangqiu county. Jiyang County was divided into Linyi, Linji and Zhangqiu counties, belonging to Qi county.
In the Tang Dynasty and the Five Dynasties, the situation of counties was the same as that in the Sui Dynasty.
Linji county was merged into Zhangqiu County in the fourth year of Xianping (1001) in the Northern Song Dynasty, and Jiyang County was then divided into Linyi and Zhangqiu, belonging to Qizhou in Shandong east road. After Qizhou was upgraded to Jinan government in 1116, Linyi and Zhangqiu belonged to Jinan government.
In the Southern Song Dynasty, Liu Yu, the magistrate of Jinan government, descended to Jin, and Jinan government became the land of Jin. On November 20 of this year, a new county was set up in each of Zhangqiu county and Linyi County. Because the county was located in the north of Jishui, it was named Jiyang County. Jiyang County belonged to Jinan Prefecture.

The Ming and Qing dynasties belong to Jinan government of Shandong Province.
In the second year of the Republic of China (1913), the government set up the road, Jiyang County belongs to Shandong Province DaiBei Road, the next year changed DaiBei road to Jinan road. In 1927, Jiyang County was directly under Shandong Province. In July 1943, Jiyang County was merged into Qiji County by the Anti Japanese democratic regime in Hebei Shandong border administrative region. In January of 1944, Qiji county was abolished and Jiyang County was restored. Jiyang County belongs to the second special area of Bohai administrative region.
On July 25, 1949, the second special zone was abolished and Luobei special zone was established. Jiyang County belongs to Luobei special zone.
