Huanghua City, a county-level city under the jurisdiction of Hebei Province, is managed by Cangzhou City. It got its name in memory of Huang Hua, commander of Hebei Shandong border region and revolutionary martyr who died here in 1943. Located in the east of Hebei Province and the West Bank of Bohai Bay, it covers a total area of 2391 square kilometers and has a permanent resident population of 467000 (in 2016). It governs three streets, eight towns and three townships. The Municipal People's government is stationed at 777 Bohai West Road, Huaxi street.
Huanghua city is located in the east of North China Plain, flat terrain. It has a warm temperate semi humid monsoon climate with an average annual temperature of 12.9 ℃ and an average annual precipitation of 567.8 mm. It is adjacent to the Bohai Sea in the East. There are 12 rivers, such as Ziyaxin River and jiedijian River, entering the sea. Most of the groundwater is brackish water, and saline alkali land is widely distributed. The mineral resources are mainly oil, natural gas and geothermal.
Huanghua city is located in the central part of Bohai economic circle and the hub area around Beijing and Tianjin. It is the core area of Cangzhou Bohai new area. The Management Committee of Bohai new area, Nandagang Industrial Park (farm), Zhongjie Industrial Park (farm), Cangzhou Lingang Economic and Technological Development Zone and Changlu salt farm are located in the territory. They are industrial production bases of crude salt, petrochemical, hardware, automobile, etc. It mainly grows wheat, corn, cotton and other crops, and produces Huanghua winter jujube. Its fishery is mainly marine fishing and mariculture. Huanghua city has excellent traffic conditions. Huanghua port, an international 100 million ton deep-water port, is the sea port and bridgehead of Hebei Province. Shuohuang Railway, canggang railway and Han Xing Huang railway connect the hinterland. Rongwu expressway, Huangshi expressway, Coastal Expressway, 205 National Road, 228 National Road, 307 National Road, 337 National Road and other trunk roads pass through the city. In 2019, fiscal revenue and public budget revenue will increase by 8.4% and 10% respectively; investment in fixed assets will increase by 6.9%; industrial added value will increase by 6%; foreign investment actually utilized will reach US $44.28 million, with a year-on-year increase of 23.5%, reaching a record high; per capita disposable income of urban and rural residents will increase by 8% and 9% respectively.
Huanghua city has won the honorary titles of national health city and national garden city.
Evolution of organizational system
In the late Paleolithic period, there were human activities in the area.
In Xia and Shang Dynasties, Huanghua now belongs to Yanzhou.
In the Western Zhou Dynasty, it belonged to Qizhou.
During the spring and Autumn period and the Warring States period, it was the border area between Qi and Yan, with Qi in the South and Yan in the north.
In the 26th year of emperor Yingzheng of Qin Dynasty (221 BC), Liu county was set up, which is located 5 kilometers southeast of damazhuang in today's yangerzhuang township.
In the fifth year of Gaozu in the Western Han Dynasty (202 BC), Zhangwu County was established. In the sixth year of emperor Gaozu (201 BC), he was granted the title of marquis Liuqiu and established the Marquis state of Liuqiu (the capital of the state is now yangerzhuang Village). In the first year of the later Yuan Dynasty (143 BC), the state of marquis Qiu was abolished. In the seventh year of the later Yuan Dynasty (157 BC), Dou Guangzhou was granted the title of Zhangwu Marquis, and Zhangwu County was changed into Zhangwu state. In the first year of Yuanshou (122 BC), the state of marquis Wu was abolished and Zhangwu County was restored. In the sixth year of emperor Jing (151 BC), Duke sun kunxie was granted the title of Marquis of Pingqu, and the Marquis state of Pingqu was established (the capital of the state is now Dajia Xiangcun). In the second year of Zhongyuan (148 BC), the Marquis state of Pingqu was abolished. In the fourth year of Yuanshuo (125 BC), Liu Yang was granted the title of liuhou, and the state of liuhou (now Haifeng village, the capital of the state) was established. In the fifth year of Yuanshuo (124 BC), Gongsun Ao was granted the title of "He Qi Hou" and the state of "He Qi Hou" (the capital of the state is now Yingdi City, which is also said to be the place where he Qi Hou's troops were stationed). In the second year of Yuanshou (121 BC), he Qihou was abolished. In the fifth year of the first Yuan Dynasty (44 BC), Liu long was granted the title of Marquis of Wanxiang, and the Marquis state of Wanxiang was established (the capital of the country is now the Old City Village). Zhangwu County and all the Marquises belong to Bohai County of Youzhou.
In the first year of Xinmang (AD 9), the Marquis states of liuhou and Wanxiang were destroyed.
In the Eastern Han Dynasty, Liuxian county was abandoned and its territory was merged into Zhangwu County and Gaocheng county respectively. Zhangwu County was changed into Zhangwu County of Jizhou governor's Department, and the counties were under the same rule (now the county is located in the north of the village). [Gaocheng county was established in the fifth year of emperor Gaozu of Han Dynasty (202 BC) and is located in Zhaocun village, the ancient city of Yanshan County. It belongs to Bohai County of Jizhou governor Department] the territory of Huanghua today belongs to Zhangwu County and Gaocheng county.
In the Wei Dynasty of the Three Kingdoms, Zhangwu County moved to dongpingshu (today's Dacheng county). Only Zhangwu County remained in the territory, belonging to Bohai County of Jizhou.
In the Western Jin Dynasty, Zhangwu County belongs to Zhangwu state of Jizhou, and Gaocheng county belongs to Bohai State of Jizhou. In 277, Zhangwu County was changed to Bohai county. In 289, Zhangwu County was changed to Qinghe state. In the first year of Tai'an (302), Zhangwu County also belonged to Bohai county.
In the Sixteen States, Zhangwu County belongs to Zhangwu County.
During the Zhengguang period (520-524) of the Northern Wei Dynasty, the northwest of Zhangwu County was analyzed, and the West Zhangwu County (the county governs today's Qianfu Village) was established, belonging to Zhangwu County.
In the Northern Qi Dynasty, Zhangwu County and xizhangwu county were merged into Gaocheng County, belonging to Fuyang County of Yingzhou. In the seventh year of Tianbao (556), Gaocheng County moved north to daliuli (now the Old City Village).
Sui kaihuang 16 years (596), home Lucheng County, county governance West Zhangwu County, Hejian county. In 598, Gaocheng county was renamed as Yanshan County, belonging to Bohai county.
In 621, Yanshan County was changed into dongyanzhou. Zhenguan first year (627), Fuyanshan county. In the first year of Qianfu (874), Lucheng county was changed to Qianfu county. Both Yanshan County and Qianfu County belong to Cangzhou.
In the third year of Zhou Xiande (956), Qianfu county was merged into Qingchi county (now Cangxian Dongguan).
In Jin Dynasty, Qingchi county and Yanshan County belonged to Cangzhou, Hebei East Road.
In Yuan Dynasty, Qingchi county and Yanshan County belonged to Cangzhou, Hejian Road, Zhongshu province.
In 1369, Qingchi county was incorporated into Cangzhou, and Yanshan was also a county under the jurisdiction of Cangzhou. Hongwu nine years (1376), Yanshan County from daliuli moved to xiangyuguan (now Yanshan County). Today, the southern part of Huanghua area is the territory of Yanshan, and the northern part is the territory of Cangzhou.
In the early Qing Dynasty, Cangzhou and Yanshan belonged to Hejian Prefecture. In 1729, Cangzhou was promoted to Zhili Prefecture. In 1731, Yanshan County was subordinate to Tianjin Prefecture.
In 1913, Cangzhou was demoted to Cangxian County, which belonged to the Bohai observation envoy of Zhili Province with Yanshan.
In 1914, it was changed to Tianjin Haidao.
In the 24th year of the Republic of China (1935) (there are other statements such as September 1936 and June 1937), an analysis of 2400 square kilometers of coastal area in the northeast of Cangxian county and the north of Yanshan Mountain set up Xinhai Administrative Bureau, which was stationed in Hancun (now Huanghua city), which is the seventh supervision district of Hebei Province.
In the winter of 1937, the Japanese army occupied qijiawu and established the puppet regime.
In 1938, the northern Bureau of the CPC Central Committee put Xinhai County under the leadership of the CPC Shandong Provincial Committee; in the summer of the same year, the CPC Hebei Shandong border region working committee opened up the Xinhai Anti Japanese base area and established the Anti Japanese democratic government of Xinhai county.
In 1939, the Japanese occupied Xinhai and established a puppet regime in Hancun.
In May of 1940, the puppet Bohai Dao was set up by the Japanese puppet government, and the Xinhai Administrative Bureau was set up.
In January 1942, Qingcheng county was established in the border area of Xinhai, Yanshan and Cangxian counties in the border area of Hebei and Shandong provinces. In the same year, Jinnan county was built in Qilu border area.
In November 1943, Xinhai county and Qingcheng merged into Xinqing County, and the Anti Japanese democratic government was established in January of the following year.
In the spring of 1944, the puppet government changed Xinhai County into Xinhai county. The county governs the present Huanghua City, which belongs to the pseudo Bohai Road.
In September 1945, Xinqing county was liberated and renamed Huanghua County to commemorate the martyrs of Huanghua. It is a special office of Bohai administrative office of Shandong Province. In the same year, Jinnan County abolished the policy.
In 1946, Jinnan county was established as the third special office of Bohai District in Shandong Province.
In 1948, Huanghua County and Jinnan county were assigned to the eighth District of Jizhong administrative office of Hebei Province.
In 1949, part of Jinnan county was incorporated into Huanghua County. In August, Huanghua County belongs to Cangxian District of Hebei Province.
In June 1958, it belonged to Tianjin special district of Hebei Province; in December 1958, it belonged to Tianjin city of Hebei Province.
In June 1961, Huanghua County was transferred to Cangzhou, Hebei Province.
In July 1989, Huanghua County was abolished and Huanghua city (county level) was established. The former administrative region of Huanghua County is the administrative region of Huanghua City, which belongs to Cangzhou area.
In June 1993, Cangzhou district was abolished and merged with Cangzhou City. Huanghua city is directly under the jurisdiction of Hebei Province and managed by Cangzhou City.
