Historical evolution
From the Qin Dynasty to the early Han Dynasty, it belonged to BOLUO County, Nanhai county.
In the sixth year of Xianhe in the Eastern Jin Dynasty (331), Dongguan county was set up, and Haifeng County belonged to Dongguan county.
In the 11th year of Emperor Wen of Sui Dynasty (591), Dongguan county and Lianghua county were juxtaposed into Xunzhou, and Haifeng County was changed into Xunzhou.
In 622, the fifth year of Wude, Emperor Gaozu of Tang Dynasty, Anlu county was set up in the east of Haifeng County. The county government of Anlu was set up in da'antun (now under the jurisdiction of Da'an Town of Lufeng), which governs today's Lufeng City, Luhe County, Huilai, Puning and JieXi.
In the first year of Zhenguan (627), Emperor Taizong of the Tang Dynasty abolished Anlu county and restored Haifeng County, which still belonged to Xunzhou.
In the first year of qianheng in the Southern Han Dynasty (917), Xunzhou was changed into Zhenzhou, and Haifeng was subordinate to Zhenzhou.
In the fourth year of emperor Tianxi of Song Dynasty (1020), Zhenzhou was changed to Huizhou because of avoiding the name taboo of Prince Zhao Zhen (later Renzong). At that time, Haifeng belonged to Huizhou on Guangnan East Road.
In Yuan Dynasty, Haifeng belonged to Huizhou Road, Guangdong Road, xingzhongshu Province, Jiangxi Province.
In Ming and Qing Dynasties, it belonged to Huizhou government of Guangdong Province.
In 1731, fangkuo, Shifan and Jikang in the east of Haifeng County were established in Lufeng County. The county government is located in Donghai (today's Lufeng Donghai town). Both Haifeng and Lufeng counties belong to Huizhou Prefecture.
In the early years of the Republic of China (1912), Haifeng was subordinate to Guangdong chaoxun. In 1930, it was subordinate to the office of the fourth administrative inspector general of Guangdong Province.
After the founding of new China, Haifeng was under the jurisdiction of Dongjiang administrative Commissioner Office of Guangdong Provincial People's government.
In March 1952, it was transferred to the eastern Guangdong administrative office.
In January 1956, it was subordinate to Huiyang District.
On March 22, 1959, Haifeng was assigned to Shantou.

In January 1988, Shanwei City (prefecture level) and the urban area of Shanwei City were established. The administrative area of Shanwei city is composed of seven towns in Haifeng County, namely Shanwei, Hongcao, Magong, Dongyong, Tianlong, Jiesheng and ZHELANG. Haifeng County is subordinate to Shanwei City.
In February 2011, the Shenzhen Shantou Special Cooperation Zone was set up in the four towns of EBU, Xiaomo, Houmen and chishi in Haifeng County. It is an agency of the provincial government and entrusted to Shenzhen and Shanwei for joint management.

In the winter of 1952, Xiaomo and yuanao townships, which originally belonged to Huiyang County, were assigned to Haifeng County. The county was divided into 10 districts and 2 district level towns, with 145 townships under its jurisdiction.

In 1954, according to the constitution, the county and township governments were renamed the county and Township People's government committees.
In the winter of 1956, the county was divided into 12 districts and one town. However, the subordinate towns were adjusted to 50 townships and 7 township level towns.
In 1957, the district level system was abolished, and the county level system was changed into the township system directly under the county government. The county was reorganized into 28 large townships (3 towns and 25 townships). The three towns are Haicheng, Shanwei and Magong. In September 1958, the county established 14 people's communes: Haicheng, Gongping, Meilong, Houmen, Hongcao, Chikeng, Tianlong, Jiesheng, Ketang, Taohe, Lian'an, Dongyong, Shanwei and gaotan. In 1959, Yuandun, ZHELANG and Magong communes were added. There are 17 communes and 216 agricultural brigades in the county. In 1960, Yuandun commune was abolished and two communes, e Bu and chishi, were established. There were 18 communes and 248 agricultural brigades in the county.
In 1961, the county set up Haicheng, Shanwei and gaotan, one town (Shanwei town) and 30 communes (in addition to the original communes, there were 12 communes, including Chishan, Fucheng, Lianhe, Sanxin, fishery, huangqiang, Pingdong, Xiangzhou, Fangrong, Baoxi, Dahe and Shouwang), and 481 brigades (420 agricultural brigades, 44 fishery brigades and 17 neighborhood committees).
In July 1962, gaotan, Baoxi and Tianhe communes of Gaotan district were assigned to Huidong County, and three communes, namely, qiansha, Cangdao and chencuopi, were added. The whole county consists of one town, 30 communes and 478 brigades.
In 1963, the commune was merged, and the county was changed into one town and 18 communes, namely: Shanwei Town, Haicheng, Sanxin, Gongping, huangqiang, Meilong, Houmen, EBU, chishi, Hongcao, Magong, Chikeng, Tianlong, ZHELANG, Jiesheng, Ketang, Lian'an, Taohe, Dongyong commune, 167 agricultural brigades, 32 fishery brigades, 23 neighborhood committees.
In the spring of 1964, Xiangzhou commune was established. In 1965, three new communes were abolished and three new communes, Xiaomo, Lianhuashan and Dahu, were added. In 1966, Haicheng Town was added, with 2 towns, 21 communes, 231 agricultural brigades, 26 fishery brigades and 21 neighborhood committees.
In 1974, Chengdong commune and Pingdong commune were set up. There are 2 towns, 23 communes, 288 agricultural teams, 23 fishery teams and 20 neighborhood committees in the county.
In October 1983, Xiangzhou commune was merged into Shanwei town. The county consists of two towns and 22 communes, 331 agricultural teams, 30 fishery teams and 37 neighborhood committees.
After the establishment of the people's commune in 1958 and before the promulgation of the new constitution in 1983, the grass-roots political power in rural areas has been the Management Committee of the people's commune, which governs the production teams and production teams. After 1968, the Management Committee of the commune and brigade was changed into the Revolutionary Committee of the commune and brigade.
