Historical evolution
Jiangmen City was originally divided into 29 urban areas and 345 urban areas with a population of more than 67000. In October 1950, the urban area was divided into six sections, with each section establishing a winter Prevention Committee, and the next 10 to 30 households establishing a winter prevention security team. Each section was under the leadership of the winter Prevention Committee of Jiangmen town. As a mass organization form of uniting good people, controlling bad people and conveying instructions from higher authorities, winter defense organizations temporarily replace the old Baojia system.
In March 1952, on the basis of democratic reform, the people's political power was successively established, and sub district offices were set up. According to the population and local conditions, the sub district offices were divided into nine sub district offices: Shuishang, Henan, Beijie, Didong, Taiping, Xuding, canghou, Yangqiao and shaziwei (beijiewei originally belonged to Shichong Township, but now belongs to the urban area). There are six to seven neighborhood committees under the office, with 300 to 600 households in each neighborhood committee. There are 17 to 22 resident groups under the neighborhood committee, each of which manages 13 to 15 households.
In the second half of 1957, the offices were merged into 5 offices, including 9 offices, Taiping Office, canghou office, Yangqiao office, Shuishang office and Henan Office. In October 1958, after the water merged into the warehouse, it was the warehouse office.
In 1960, when the people's commune was transformed into a people's commune, the four sub district offices were changed into four sub districts in May and June, namely, Beijie sub district was the North sub district, Didong sub district was the Didong sub district, canghou sub district was the central sub district, and shazai sub District was the shazai sub district.
In April 1961, the four branches were merged into two communes. Beijie and Didong were merged into eastern commune, canghou and shazai were merged into Western commune. There were 9 to 11 management areas under them. The neighborhood committees and resident groups remained unchanged.
Around March 1963, the two communes were merged into sub district people's communes. Each administrative area was cancelled and the five offices of 1957 were restored, namely, the five offices of Beijie, Didong, Shuishang, canghou and shaziwei, with a total of 43 neighborhood committees.
On March 8, 1969, the civil front of Jiangmen City was set up by the civil section of the municipal Revolutionary Committee and changed into the Revolutionary Committee of the civil front of Jiangmen City. The five offices under the front were changed into "Revolutionary Committee of XX district" and "revolutionary leading group of XX neighborhood committee".
In the second half of 1969, the civil front was abolished, and the revolutionary committees of the five districts of Jiangmen City were restored to the leadership of the Revolutionary Committee of the people's commune of Jiangmen City.
At the beginning of 1975, the Revolutionary Committee of the people's commune in the street was abolished, and the revolutionary committees of the five districts in the street were led by the "Office of the leading group for street work of the CPC Jiangmen Municipal Committee".
In the middle of March 1978, the "street administration section of Jiangmen Revolutionary Committee Office" was set up to replace the "Office of the leading group for street work of the CPC Jiangmen Municipal Committee" to lead the revolutionary committees in five districts.
After November 1979, the five District revolutionary committees of the neighborhood committee were changed into "neighborhood offices of XX", namely, the neighborhood offices of Beijie, Didong, Shuishang, canghou and shaziwei. The revolutionary leading group of the neighborhood committee was restored as "neighborhood committee of XX".
In April 1983, the street administration section of the office of the Revolutionary Committee was changed into the street work office of Jiangmen City, leading five sub district offices.
In August 1994, the city was renamed Jianghai district. From August 1994 to April 1995, Jianghai district had jurisdiction over WAIHAI Town, lile town and Jiangnan street, with a total of 43 Administrative Districts and 14 communities. Among them, there are 19 administrative districts (including Jiaotou and Jiaobei) and 1 community in WAIHAI Town, 24 administrative districts and 2 communities in lile Town, and 11 communities in Jiangnan street.
In May 1995, with the approval of the Provincial Department of civil affairs, the Jiaotou and Jiaobei administrative districts of Waihai town were upgraded to Jiaotou and Jiaobei administrative streets, and the sub district offices were set up as the agencies of the district government. So far, Jianghai district has jurisdiction over the two towns of Waihai and lile, and three streets of Jiangnan, Jiaotou and Jiaobei. There are 16 communities, including 1 in Waihai, 2 in Liyue, 11 in Jiangnan and 2 in Jiaotou, and 55 administrative areas, including 17 in Waihai, 24 in Liyue, 10 in Jiaotou and 4 in Jiaobei.
After April 1999, the administrative area was abolished and renamed administrative village. At the end of this year, there were 55 administrative villages and 20 communities in the district. After that, Jiangnan community adjusted many times, from the original 15 to 6. By July 2002, there were 11 communities and 55 administrative villages in the district.
administrative division
On August 25, 2004, with the approval of the Provincial Department of civil affairs, Waihai town and lile town were transformed into administrative streets, street offices were set up, and the work of "village to residence" was carried out. By the end of this year, Jianghai district had 5 streets, including Waihai street, lile street, Jiangnan street, Jiaotou street and Jiaobei street, with 34 administrative villages and 29 communities.
geographical environment
Location context
Jianghai district is under the jurisdiction of Jiangmen City, with a total area of 110.53 square kilometers. It has five sub district offices: Waihai, lile, Jiangnan, Jiaotou and Jiaobei. Jianghai district is located in the southeast of Jiangmen City and the center of the city. It faces Zhongshan ancient town across the river in the East, muzhou town in Xinhui District in the south, Huicheng town in Xinhui District in the West and Pengjiang district in the north.
Jianghai district is located between 22 ° 29 ′ 23 ″ n to 22 ° 36 ′ 23 ″ E and 113 ° 03 ′ 45 ″ e to 113 ° 10 ′ 50 ″ e. it is the main port of the lower reaches of Xijiang River. By land, it is 101 km away from Guangzhou, 265 km away from Hong Kong and 107 km away from Macao; by water, it is 106 km away from Guangzhou, 95 nautical miles away from Hong Kong and 53 nautical miles away from Macao. Water and land transportation is very convenient. In 2003, the area was 110.53 square kilometers, of which the land area was 102.34 square kilometers, accounting for 93% of the total area; the water area was 7.66 square kilometers, accounting for 7% of the total area. The ratio of land area to water area is 1:13.36.
topographic features
In the long geological period, due to the effect of internal and external stress, the multiple landforms of high in the north, low in the South and inclined from north to South gradually formed in the territory. The western white water belt is hilly and platform, and the southern part is flat and wide delta plain.
In the Proterozoic era from 600 to 1 billion years ago, the Jianghai area, like most parts of Guangdong Province, was in a NE-SW trend. In the sea trough with frequent ascending and descending activities, to the end of Cambrian in the lower Paleozoic, due to Caledonian orogeny, magma intrusion in deep crust, local uplift of sedimentary strata in the area, after long-term weathering and denudation, Niushan, Jishan and other hills, Nandagang platform and remnant hills were formed. The area to the south of Jiaotou Mayuan open sea line is a transitional zone between sea and land. In the late Pleistocene, it belongs to fluvial alluvial plain and deposited gravel, gravel, medium coarse sand, silty fine sand, etc. about 1-7 meters thick. At the beginning of the early Holocene, the area began to be affected by transgression. In the middle Holocene, the temperature gradually increased, the sea level continued to rise, and the sea water further deepened. At the beginning of the late Holocene, the sea water still affected the area. In lishhuwei, Lidong, lile Town, there are oyster shell dykes 800 meters long and 3 meters thick, which strike NE-SW. There are sea erosion platforms in the Nanshan and oyster shells in the plain strata in front of the platform, which fully prove that the present Jianghai area was once a Canghai area. With the accumulation of the Pearl River alluvial deposits, the shoreline moved forward and the sea water retreated gradually. By the Song Dynasty, the delta plain was initially formed.
climate
Jianghai area is located in the south of Tropic of cancer, close to the South China Sea, and belongs to subtropical marine monsoon climate. It often blows southwest monsoon in summer and northeast monsoon in winter. The climate is mild throughout the year. There is no severe heat in summer, no severe cold in winter, long summer and short winter, sufficient sunshine, abundant rainfall, long frost free period, and evergreen all the year round. The daily average temperature is 21.8 ℃~ 23.2 ℃, and the annual rainfall is 1600 ~ 2700 mm.
In spring (from mid February to late April), the cold air activity weakens, the warm and humid air flow in the South strengthens and advances northward, and the temperature rises obviously. The precipitation increased with rainstorm and flood. In early spring, there are often low temperature, overcast rain and cold in late spring. There are tropical cyclones in a few years.
Summer (late April to late October): Southwest Monsoon prevails, which is the season with the most abundant rainfall, heat and sunshine in the whole year. Severe convection and lightning weather are frequent, and are often affected by tropical cyclones. In midsummer, the weather is hot under the control of subtropical high. In the year with early and strong cold air activity, cold dew wind will appear in late September, which will harm late rice heading and flowering.
Autumn (from the end of October to the middle of January of the next year): affected by the southward invasion of cold air from the north, the temperature gradually decreases, the precipitation decreases, the weather is sunny and dry, the temperature difference between day and night is large, and there is occasional frost.
Winter (late January to mid February): northeast monsoon prevails. The climate is cold and light rain, and the coldest period of the year is from light cold to severe cold. Due to the frequent southward cold air, there are often disastrous weather such as cold wave, low temperature, overcast rain and frost.
