Huangpu District Huangpu District, subordinate to Guangzhou City, Guangdong Province, is located in the east of Guangzhou City, facing Machong town of Dongguan City as far as Dongjiang in the East, Xintang Town of Zengcheng District in the northeast, Pearl River and Panyu District in the south, Tianhe District and Baiyun District in the West and Conghua District in the north. The origin of place names
The origin of the place name "Huangpu" is that the section of the Pearl River around Nanhai temple was called "huangmu bay" in ancient times, the whole section was called "huangmu River", and both sides of the river were called "huangmu". Due to the local accent, "huangmu" became "Huangpu". Another saying comes from Huangpu Village (formerly under the jurisdiction of Huangpu, later under the jurisdiction of Xinjiao Town, Haizhu District, Guangzhou City, which was abolished in July 2001): Huangpu village was named after a natural village on the South Bank of huangmu River in the Southern Song Dynasty. The village faces the Pearl River and is oval in shape. When it was opened, there were three surnames of Huang, Guan and Wei. At the end of Song Dynasty, four surnames of Luo, Feng, Hu and Liang successively came to the village. In ancient times, the village was a mud village beside the Pearl River Tan, known as "Pu"; legend has it that a phoenix flew to the village to wash his body, so it was called "Huangpu"; later, because there were many people surnamed Huang, who were from kaicun, it was changed to Huangpu (take the word "Pu" homonym for "Pu").

Historically, Huangpu was under the jurisdiction of Panyu county. From the Qin Dynasty until the 24th year of Kangxi (1685), Huangpu was under the jurisdiction of Panyu county. Nangang Town, Dasha Town, Xiagang street, Yuzhu street, Huangpu street and Hongshan street were under the jurisdiction of Lubu Department of Panyu County in the late Qing Dynasty, while Shenjing and Changzhou were under the jurisdiction of Jiaotang Department of Panyu county. In 1921, Guangzhou was officially established, and Huangpu still belongs to Panyu county.
Guangzhou was liberated on October 14, 1949. On October 23, Huangpu was liberated with the liberation of Panyu county. After liberation, the organizational system changed several times. In the early days of the people's Republic of China, Huangpu was still under the jurisdiction of Panyu county. In 1951, Guangzhou adjusted its administrative region. Forty five natural villages in chebei, Yuzhu and Wenchong of Huangpu, which originally belonged to Panyu, were put under the jurisdiction of Guangzhou. In December of the same year, preparations for the construction of Huangpu District began.
In January 1953, the people's Government of Huangpu District was formally established, which was the first time that a district level system was established in Huangpu. The district party and government organs are located in Yuzhu Town, with jurisdiction over Guangzhou smelter in the East, Huangpu Xinzhou in the south, Yuancun in the West and Jishan in the north, and 16 townships, 2 towns and 45 natural villages.
On June 12, 1954, the 17th meeting of Guangzhou Municipal People's government decided to abolish Fangcun District and merge its Yongkou, Fangcun, Huadi, Shancun, industrial and handicraft areas into Henan district. The original eight townships of Shachong, Hedong, Xiwang, Dongjiao, Nanjiao, Chajiao and kuipeng were merged into Xinjiao district. Xinjiao district was originally under the leadership of Xinzhou Town, Huangpu Township and Guanzhou township. At that time, there were three districts in the suburbs: Xinjiao, Baiyun and Huangpu.
On June 25, 1956, Guangzhou city made a decision to adjust the administrative regions of suburban townships and towns. Baiyun, Huangpu and Xinjiao districts were abolished, and the suburban people's Committee of Guangzhou city was established. Huangpu was merged into the suburbs, and the first administrative system of Huangpu District was abolished for the first time. In the climax of people's communization, on May 23, 1960, the CPC Guangzhou Municipal Committee decided to abolish the central district and the suburbs, adjust the city to four central districts (people's communes) in the East, South, West and North, and establish three people's communes (equivalent to district level system) with industrial and mining enterprises as the center. In July of the same year, all of them were changed to district level system, and Huangpu people's commune was subsequently renamed Huangpu District People's Committee. This is the second time that Huangpu has established district level system. The party and government organs of the district are located at 21 seaman road. There are 6 industrial and mining people's communes and 4 rural people's communes.
In July 1961, the industrial and mining people's commune was abolished and changed into three towns and one sub district office. The district party and government office was initially located in the red building of Huangpu Port Authority, and then moved to 21 seaman Road, Huangpu port, which is now Huangpu sub district office. The Liangtian people's commune was abolished, and the three communes of Zhuliao, Zhongluotan and Taihe originally belonging to Liangtian commune were merged with the three communes of Renhe, Shilong and Jiangcun of Jiangcun people's commune to form Jiangcun district. Shijing commune, originally belonging to Jiangcun people's commune, was assigned to Liwan District. Fangcun people's Commune and Huangpu people's Commune have been changed into district system. In August of the same year, the 40th standing committee meeting of the municipal Party committee decided to readjust the urban and suburban areas. Shahe commune, Shipai commune and Longdong commune in Dongshan District were assigned to Huangpu District, Sanyuanli commune, Jiahe commune, Longgui commune in Yuexiu District, Xinjiao commune, Xinzhou commune and Xinfeng commune in Haizhu District, and Shijing commune in Liwan District was assigned to Fangcun District. In September of the same year, Jiangcun people's commune was divided into two communes, Jianggao and Shuanggang, and ten communes, Taihe and Shilong. At that time, there were seven agricultural communes in Huangpu District, namely Huangpu, Dongpu, Nangang, Longdong, Shahe, Shipai, Luogang and so on. The industrial and mining enterprises have six communes, namely, Gangwan, Yuancun, chebei, Jishan, Changzhou, Miaotou, etc. in addition, the district has a Huangpu port office and a Tangxia farm. Fangcun District has an agricultural commune, namely Shijing, Sanyuanli, Hailong, Longgui, Jiahe, Hedong, Xinjiao, Xinzhou, Xinfeng and Dongjiao communes, and four industrial and mining enterprise communes, namely Shancun, Huadi, Guanggang and Tonghe communes. The industrial and mining enterprise people's commune here is the urban people's commune.
On May 11, 1962, in order to solve the problem of 2 million people eating vegetables in Guangzhou, we made clear the working policy of the suburbs. We should take vegetables as the key link, carry out diversified business, and do other work well. We merged Jiangcun, Fangcun and Huangpu into the suburbs of Guangzhou again.
On August 23 of the same year, with the approval of the provincial people's Committee, the Municipal People's Committee decided to merge the three districts of Huangpu, Jiangcun and Fangcun to establish the suburban people's Committee of Guangzhou. The first level system of Huangpu District was abolished for the second time.
In 1973, Huangpu was built for the third time. In order to meet the needs of foreign-related port work and industrial and agricultural development, Huangpu District was re established on February 28 with the approval of the State Council.
It is composed of 14 brigades from Huangpu and Luogang communes in the original suburbs, together with Shenjing brigades from Xinzao commune in Changzhou Island and Panyu county (officially handed over in November 1976). The current jurisdiction of Huangpu District is Nangang in the East, Changzhou town in the south, Tangkou in the West and Jishan station in the north. There are three town governments (Dasha, Nangang and Changzhou), four administrative streets (Huangpu, Hongshan, Yuzhu and Xiagang), and 16 townships (among which Changzhou town has two administrative districts and Dasha town retains a fishing village).
On November 13 of that year, the Huangpu District Revolutionary Committee of Guangzhou was established. In July 1980, the first people's Congress of Huangpu District was held. The Standing Committee of the people's Congress of Huangpu District and the people's Government of Huangpu District were established. The party and government organs of Huangpu District are located at 32 Gangwan Road, Huangpu.
In 1990, the administrative jurisdiction of Huangpu District included Nangang, Dasha and Changzhou towns, and four administrative streets of Huangpu, Yuzhu, Hongshan and Xiagang. There are 16 administrative villages under the town, all of which have villagers' committees; there are 59 residents' committees under the street and town. Districts and towns are respectively the first level political power institutions with people's governments and people's congresses. The sub district office is the agency of the District, and both the villagers' committee and the residents' committee are grass-roots autonomous organizations.
In January 2014, the State Council approved the abolition of Luogang District and the former Huangpu District to establish a New Huangpu District; on February 12, the State Council agreed to abolish Huangpu District and Luogang District of Guangzhou to establish a New Huangpu District of Guangzhou, with the former Huangpu District and Luogang District as the New Huangpu District.
On the morning of September 1, 2015, the listing ceremony was held in Huangpu District, Guangzhou. The new brand of Huangpu District Committee, District People's Congress, district government, district CPPCC and district Discipline Inspection Commission was opened at the same time, and the New Huangpu District was officially established.

In the early days of the people's Republic of China, Huangpu was still under the jurisdiction of Panyu county. In October 1949, Panyu county set up Lianxiang office. In May 1950, the county was divided into eight districts, one district level town and 50 townships.
