Haicang District Haicang District (formerly belonging to Haicheng County of Zhangzhou Prefecture and Tongan County of Quanzhou prefecture) is one of the six districts in Xiamen city. Haicang District is located in Haicang Peninsula, across the sea from Xiamen Island. It is located in the west of Xiamen Island, adjacent to the estuary of Jiulong River in the south, Zhangzhou Taiwan investment zone in the west, Jimei Peninsula in the north, the prominent part of Xiamen Zhangquan Golden Triangle in the south of Fujian, and sea trade in the south of Fujian The important port is the main investment zone for Taiwanese businessmen in Chinese mainland. In December 2017, he was elected as one of the top 100 industrial counties in China. In November 2018, it was selected as one of the top 100 industrial districts in 2018.
In 2019, Haicang District will achieve a GDP of 79.687 billion yuan, a year-on-year increase of 7.8% at comparable prices (the same below). Among them, the total output value of Industrial Enterprises above Designated Size in the region reached 130.453 billion yuan, and the added value of Industrial Enterprises above Designated Size reached 39.054 billion yuan, an increase of 8.5% year on year. The total revenue of the region was 17.680 billion yuan, up 1.6% year on year, and the tax revenue was 16.128 billion yuan, down 0.48% year on year.
In December 2019, it will become a pilot unit for the construction of national rural governance system.
Evolution of organizational system
During the Tang Dynasty and the Xia and Shang Dynasties, it was a dependency of Yangzhou. The Western Zhou Dynasty belongs to Qimin. The Eastern Zhou Dynasty was the territory of Yue. Qin belongs to Dongye County, Minzhong county. The fifth year of Gaozu in the Western Han Dynasty (202 BC) belonged to Minyue state; the first year of Xingping in the Eastern Han Dynasty (194 BC) belonged to Houguan County in Yangzhou.
The Western Jin Dynasty belongs to Jin'an County of Yangzhou. In 282, Dong'an County was changed into Jin'an county. In the same year, Tong'an county was set up under its jurisdiction. In the first year of Yongjia (307), Tong'an county was under the jurisdiction of Jin'an county.
Sui kaihuang nine years (589 years) belong to Quanzhou Nan'an county.
In the early Tang Dynasty, it belonged to Lingnan road. In the 21st year of Kaiyuan (733), it was transferred to Qingyuan County, the East Road of Jiangnan. In 803, the 19th year of emperor Dezong of Tang Dynasty, Datong farm was set up in four southwest townships of Nan'an county. After the Five Dynasties, in the fourth year of Changxing of Tang Dynasty (933), Datong was promoted to Tong'an County, which was under its jurisdiction.
The Five Dynasties belonged to Quanzhou, Fujian, and the end of the Five Dynasties belonged to Qingyuan County.
During the reign of song Chunyou, the southern part of Haicang District was zoned as Fujian Road Zhangzhou, xinenli, Yongning Township, Longxi County, with the jurisdiction of today's Haicang street, Xinyang street and Haicang farm; the northern part of today's Haicang District still belongs to Fujian Road Quanzhou, jishanli, Mingsheng Township, Tong'an County, with the jurisdiction of today's Dongfu Town, the first farm and Tianzhushan forest farm. In the Southern Song Dynasty, Li was changed into the capital. In the southern Sandu area, xinenli was the first capital, the second capital, and the third capital. Later, it became the first capital, the second capital, and the third capital. In the northern Dongfu area, jishanli was the 17th capital and the 18th capital.
In Yuan Dynasty, it belonged to Fujian Province, and later to Jiangsu and Zhejiang Province; in Sandu area, it belonged to Zhangzhou lulongxi County, and in the north, it belonged to Quanzhou lutong'an county.
During the Ming and Qing Dynasties, the "three capitals" belonged to Haicheng County, Zhangzhou Prefecture, Fujian Province, leading yongchangbao, Jixing upper half Bao, Jixing lower half Bao, chonglongbao; Dongfu belonged to jishanli, Tongan County, Quanzhou Prefecture, leading xinlongbao.
In the first year of the Republic of China (1912), "Sandu" belonged to Haicheng County, tingzhang Road, Fujian Province, and Dongfu belonged to Tong'an County, Nanlu Road, Fujian Province.
In 1925, Dao was abolished. The "three capitals" belong to Haicheng County, Fujian Province, which is the first, second and third capitals of xinenli. The territory of Dongfu belongs to Tong'an County, Fujian Province, which is the 17th and 18th capitals of jishanli. The 17 capitals are Tianyang, shanbian, Gushan, Xiamei, Beiyang, Liutang, lianshengtang, Zhongfu, LindaI, Shuitou and Hupu, and the 18 capitals are Fuzhong, shanpinghong, Longyu, Longmen Tiantou, huanglin and Yuanhu ZhangDai.
On December 13, 1933, the "Min Bian" government decided to divide Fujian Province into four provinces: minhai, Yanjian, Xingquan and Longting. The "three capitals" belong to Longxi County, Longting Province, and Dongfu belongs to Tong'an County, Xingquan province.
On January 10, 2003, Longting and Xingquan provinces died prematurely, and Longxi and Tongan counties were still directly under the jurisdiction of Fujian Province.
From 1934 to 1935, the "three capitals" successively belonged to the sixth and fifth administrative supervision areas of Fujian Province, and the Dongfu territory successively belonged to the fifth and fourth administrative supervision areas of Fujian Province.
In the 27th year of the Republic of China (1938), "Sandu" belonged to the Fourth District of Haicheng County, and Dongfu belonged to the twentieth Office of the third district of Tongan County, Jiaowei Lianbao and Dingzhong Lianbao. On May 13 of the same year, Xiamen was occupied.
In the 29th year of the Republic of China (1940), the joint insurance system was abolished in March. Haicheng county was divided into four districts, and Sandu District belonged to the fourth district. It was stationed in Haicang, Ling1 town and 2 townships. There were 28 Insurance Systems in Cangjiang town (including Lutou, Dajie, Hengjie, Xinjie, Shanyang, kejing, qingjiao, Yuanqian, Gulou and Luoyao), Jinzhong township (including Jinli, Neikeng, Zhen'an, Songyu, shicang, wencuo, Jianmei, Zhongshan, Dongyu and Shitang) Xinxia township (including aoguan, Xiabei, Xianan, Xiaxi, Dongshe, Hailong, Xiangnei and Shangqiu).
The territory of Dongfu is zhongfubao, Jiaowei Township, the third district of Tong'an County, dongban, Lianhua, Shuitou, Dingwei and Xianglu.
In July 1942, the Fourth District of Haicheng county was changed into Haicang District, with 28 baos in one town and two townships. The territory of Dongfu is Jiaowei township (Dingshan township is merged into) Zhongfu, Lianhua, Shuitou, Dingmei and Houxiang.
In the 32 years of the Republic of China, Dongfu belonged to Tong'an County, which was zhendaibao in Guankou Town, and dongban, Lianhua, Xialu and Zhongfu in Jiaowei township.
In the 33rd year of the Republic of China, Dongfu was located in Jiaowei township of Tong'an County, which was the six guarantees of Zhongfu, Lianhua, Shuitou, Dingmei, Houxiang and Zhendai.
In October 1945, after the victory of the Anti Japanese War, Haicang District was withdrawn, and Cangjiang Town, Jinzhong Township, Xinxia Township and Zhili Haicheng county were established.
In May 1946, the township Baojia was adjusted, with Haicang Township and Jinxia Township in the three capitals; Lutou, Dajie, Hengjie, Xinjie, Shanyang, kejing, qingjiao, Yuanqian, Gulou, Luoyao, Jinli and Neikeng in Haicang township; Zhenan, Songyu, shicang, wencuo, Jianmei, Zhongshan, Dongyu, Shitang, Shangqiu, Dongshe, Xiangnei, Xiadong, Xianan and aoguan in Jinxia township.
Dongfu still belongs to Jiaowei township of Tong'an County, which is the six guarantees of Zhongfu, Lianhua, Shuitou, Dingmei, Houxiang and Zhencheng.
At the end of 1950, the Baojia system was abolished. One Baojia was replaced by one Township, and Zhongfu Baojia was replaced by Dongfu township. Dongfu is located in the first district of Tong'an County, with five townships of Dongfu, Lianhua, Shuitou, Dingmei and Houxiang. The Sandu area is Haicang, Xiayang and Xinlong townships, the Fourth District of Haicheng county.
In 1952, Sandu Prefecture governed 12 townships of Haicang, qingjiao, Yaoyao, Jinli, Zhenan, wencuo, Jianmei, Shitang, Dongyu, aoguan, Xiayang and Xinlong. Dongfu is located in Dongfu, Shuitou, Dingmei, Zhendai and Lianhua, the first district of Tong'an county.
In October 1955, the territory of Dongfu was divided into six townships: Dongfu, Lianhua, Shuitou, Dingmei, Houxiang and Zhendai. The Fourth District of Haicheng County in Sandu Prefecture is renamed Haicang District, which governs five townships of Haicang, Longyao, Jinli, Shitang and Xinlong.
In June 1956, the territory of Dongfu was divided into Guankou District, Dongfu township (Lianhua Township and Zhendai Township were merged), Dingmei township (Shuitou Township and Houxiang Township were merged). Sandu area is still Haicheng County, Haicang District.
In 1957, Dongfu, Dingmei and other 12 townships in Guankou district were included in the suburbs of Xiamen City; in November of the same year, Dingmei Township set up the first farm. Sandu area is Haicang Township, Xiayang Township and Xinlong Township, the Fourth District of Haicheng county.
In April 1958, Haicang District was withdrawn, and Xiayang township was merged into Xinlong township; in August of the same year, Haicang Township and Xinlong township (Haicheng County, merged with helongxi County in 1960 into Longhai county) of Haicheng county were divided into suburbs, and Haicang commune was set up, leading 14 brigades; Dongfu Township and Dingmei Township were merged into Dongfu commune (changed into Township in 1984 and town in 1991), leading 9 brigades.
From October 1959 to may 1960, Dongyao, Houxiang, Dingmei and Yunwei were assigned to the first farm. In 1962, Dongyao group returned to Dongfu commune. At the beginning of 1970, Xiang, Dingmei and Yunwei returned to Dongfu commune.
In October 1961, Haicang commune established Jinli commune and Jianmei commune. In May 1964, Jinli commune and Jianmei commune re entered Haicang commune. Xinlong and Xiayang of Haicang commune belong to Xinglin commune.
In February 1962, Tanxin state-owned forest farm was established, and in July 1980, it was renamed state-owned Tianzhushan forest farm.
In 1978, Xinglin district was established on the basis of Xinglin commune. In September 1978, Xinglin district was established under its jurisdiction. In 1984, it was changed to Xinglin township (changed to town in December 1991) and Xiayang and Xinlong village committees.
In 1984, the communes of Haicang, Dongfu and Xinglin were transformed into townships, and the brigades into village committees. In December 1986, Haicang township was transformed into a town.
In August 1987, it was transferred to Haicang Town, Dongfu Township, Haicang farm, the first farm, Tianzhushan forest farm in Jimei District and Xinglin Township in Xinglin district.
In 1990, Haicang town and Dongfu Township were opened up as Haicang Taiwan investment zone.
In December 1991, Dongfu township was changed into a town. In October 1995, Haicang Town, Dongfu Town, Haicang farm, No.1 farm and Tianzhushan forest farm were divided into Xinglin district.
In January 1996, Haicang town and Dongfu town in Jimei District were classified as Xinglin district.
In 2000, Xianglu village of Dongfu town was changed to Haicang town.
From April 26, 2003, the former Xinglin sub district office and Xinglin town of Xinglin district were put under the jurisdiction of Jimei District of Xiamen city. At the same time, Xinglin district was renamed Haicang District, and the people's Government of the District moved from No. 29, Xinglin South Road to Haicang town. Haicang District is a suburb of Xiamen City, facing Xiamen island across the sea. Xinglin street and Xinglin town to the north of Malan Bay are under the jurisdiction of Jimei District. Haicang District governs the area to the south of Malan Bay, Haicang Town, Dongfu Town, Xiamen first farm, Tianzhushan forest farm and Haicang farm, with 28 village committees and 2 neighborhood committees.
At the end of 2003, the neighborhood committee was transformed into community and the village into community.
In 2005, it has jurisdiction over Haicang Town, Dongfu Town, 3 farms, 2 communities and 28 village committees.
