Louxing District, Louxing District, which belongs to Loudi City, Hunan Province, is located in the middle of Hunan Province. It is the only county-level District in Loudi City, with a total area of 630.02 square kilometers.

On January 29, 2021, Hunan Provincial People's government announced that it was a county or city with remarkable achievements in promoting high-quality development and was awarded a standard reward of 1 million yuan.

Loudi, called shentongwan in the Southern Song Dynasty, evolved from Loudi. Lou and di are two constellations in the sky, one of the 28 constellations. In the Southern Dynasty, Liandao was incorporated into Xiangxiang County in 422, the third year of Yongchu of Song Dynasty. Before Tang and Five Dynasties, Xiangxiang county was divided into 15 townships and 85 Li, and Louxing belonged to Chang'an township. After the Five Dynasties, there was cutting and merging. In 1073, half of Chang'an and Changle townships were divided into 8 new Anhua counties. In fact, Xiangxiang county is 12 townships, 3 lanes and 46 Li, which is still Changning township. Yuan and Ming Dynasties inherited the old system.
In 1896, Xiangxiang county was divided into 12 townships, 44 subordinate townships and 3 square townships. Chang'an township was divided into two townships: Chang'an Township and Shentong township. The territory was Shentong Township, which governed four townships: 37, 38, 39 and 40. They are divided into districts and sub districts. Local officials such as the capital general office, the district general office and Paitou shall exercise their administrative powers.
During the Xianfeng Period of the Qing Dynasty (1851-1860), Xiangxiang county was divided into 2011, Zhongli and shousanli according to the customary administrative division of 2011. The county was under the jurisdiction of 2011 Li and four capitals. In the first year of the Republic of China (1912), Shentong township was changed into Shentong Town, and the division remained unchanged. In March, 1952, Lantian County set up a small district in Jieda district and a small township in Jieda township. In the Ninth District of Loudi, there are 31 townships, 1 town, 229 villages, 4 residential quarters, 120 small townships and 2 towns, and 90 townships and 2 towns which are all or part of the administrative area of the district. The four districts are: eight districts, dututang district; nine districts, Loudi district; ten districts, Xiaobi district; eleven districts, Wanbao district; twelve districts, Shuidongdi district. Loudi town belongs to nine districts, and Moshi town belongs to eleven districts.
In 1953, the township system was adjusted. Small townships merged with large townships, and districts were renamed as eight, nine, ten, eleven, and twelve districts of Loudi (today's district). There were 57 townships and one town merged.
In April 1954, the District People's government was renamed "District Office", and the Township People's government was renamed "township people's Committee".
In 1956, there were 85 households in Shizi township of Xiangxiang county and Mushan village of Yanjiang Township, 9 households in Jianshan Township, and 41 households in Shanshan Township, Xiaobi Township, Xiyang Township and Shanshan Township were respectively included in Jianshan township of Xiangxiang county. In June, Lianyuan County withdrew districts and merged townships to implement agricultural production cooperatives. Eight, nine, ten, eleven and twelve districts were abolished, 57 townships and one town were divided into Loudi Township, Shanshan Township, Xiyang Township, Xiaobi Township, Xinzhuang Township, Zengjia Township, Moshi Township, Wanbao Township, Chayuan Township, Hongtu Township, Mingjing Township and Yinxi Township, and 176 senior agricultural cooperatives were established.
In January 1957, Loudi street was set up, which governs 8 townships and 131 senior agricultural cooperatives. In addition, Zeng Zeng Township, Yinxi Township, Mingjing Township and Hongtu Township, which belong to the region, were assigned to Qiaotouhe street and Yangjiatan Street respectively.
In September 1958, Loudi street, township and senior agricultural cooperatives were abolished. In the original region, three people's communes, 61 production brigades, namely 18 production brigades of Loudi people's commune, 21 production brigades of Wanbao people's Commune and 22 production brigades of Xiaobi people's commune were established. The production team of Lou Xing has been adjusted to 73.
On February 3, 1960, with the approval of Hunan Provincial Committee of the Communist Party of China, Loudi people's commune had 24 production brigades, Xiaobi people's commune had 18 production brigades, Shuidongdi people's commune had 5 production brigades, Wanbao people's commune had 6 production brigades, and dututang people's commune had 13 production brigades. A total of 66 production brigades were newly established in Loudi City. Loudi City was re divided into 7 people's communes and 72 production brigades Team, 6 communities and 7 people's communes are guancao, Xiaobi, Mingjing, Sanyuan, Enkou, Maotang and Doulishan communes.
In 1961, the administrative district was changed from 7 people's communes, 72 production brigades and 6 communities to 14 people's communes, 218 production brigades and 6 communities. The 14 people's communes are Maotang, Dake, Baimu, Shijing, Enkou, Xiaobi, ploughhead, Xiyang, Zengcheng, dututang, Mingjing, Doulishan, Shuangjiang, Shanshan, etc.
On October 26, 1962, Loudi City was abolished, and its territory was still under the jurisdiction of Lianyuan county. Loudi District, dututang district and Loudi town were added in Lianyuan county. Within the territory, there are 1 town, 9 people's communes, 199 production teams and 4 communities. Loudi District governs 9 communes, 186 production teams, Loudi town governs 13 production teams and 4 communities.
In September 1968, the district office was renamed the district revolutionary leading group, and the Management Committee of commune and town was renamed the commune and town Revolutionary Committee. In October, Loudi district was abolished. The people's communes merged, but Loudi town remained unchanged.
In November 1969, the system of Loudi district was restored in Lianyuan county. The jurisdiction of Loudi town remains unchanged.
On July 15, 1980, the State Council approved the restoration of the organizational system of Loudi City. Five production brigades, namely Fangshi, Shuiyang, Minfu, Dongfeng and Sitang, were assigned to Loudi City. The city is divided into 2 people's communes, 3 streets, 37 production teams, 373 production teams, 19 communities and 267 resident groups.
On March 26, 1983, the State Council issued a document to classify Loudi City into Xiangtan City and renamed Loudi district (county level, not implemented). On July 13, it was transferred from Xiangtan to restore the original system.
In March 1984, the commune system of integrating government and society was changed, and the commune management committee was changed to the Township People's government. On July 11 of the same year, eight townships in Loudi District of Lianyuan county were assigned to Loudi City, and the suburbs of Loudi City were expanded into 10 townships, 200 villages and 2151 villager groups.
On January 28, 1986, Shanshan township was abolished and Shanshan town was established. The three communities of Enkou, Huayuan and Shanshan entrusted by Huashan street were transferred to Shanshan town.
