Shifeng District Shifeng District is the center of Zhuzhou's industry, science and technology, and transportation. It connects Changsha in the north and Xiangtan in the West. It is located in the front of the "Golden Triangle" of Changsha, Zhuzhou and Xiangtan.
Shifeng District has jurisdiction over 5 streets, 15 administrative villages, 33 community neighborhood committees, and two national industrial parks, Tianxin high tech park and Qingshuitang circular economy industrial park.
In 2015, the township division of Shifeng District was adjusted. After the adjustment, a total of one township system was reduced in Shifeng District, which now governs Yuntian Town, Tianxin, xiangshiling, Qingshuitang, Jinglong, tongtangwan and Xuelin.
Shifeng District is an old industrial base invested and constructed during the first Five-Year Plan and the second five-year plan. It is the industrial "heart" of Zhuzhou City, the landmark area of new industrialization in Hunan Province, the "cradle of electric locomotive" of new China and the famous smelting and chemical base in China.
Shifeng District has a number of well-known scientific research institutes, such as CSR Zhuzhou Electric Locomotive Research Institute Co., Ltd., Zhuzhou Converter Technology National Engineering Research Center Co., Ltd., Central South University of forestry science and technology, with more than 30000 professional and technical talents and 56 R & D institutions, including 2 National R & D centers and 3 post doctoral workstations, including academicians of Chinese Academy of engineering and national experts with outstanding contributions As well as the cross century academic leaders of various departments of the central government.
Shifeng District has won more than 10 honorary titles, such as national community health service demonstration area, civilized urban area of Hunan Province and top ten investment environment integrity area of Hunan Province.
On December 14, 2017, it was rated as one of the top 100 industrial zones in China.
Historical evolution
Shifeng Park is built in Shifeng mountain area, so the area is named after it. According to the records of Xiangtan county annals in the 14th year of Guangxu reign in the late Qing Dynasty, the part of the urban area under the jurisdiction of Xiangtan county is located in the southeast wild mountains. Only baishigang and Qingshuitang are equipped with post stations leading to Xiangtan and Changsha. During the period of the Republic of China, the north of baishigang was under the jurisdiction of Zhaoyang Township, Dongyi District, Xiangtan County, and the south of baishigang was under the jurisdiction of Zhuzhou town. At the beginning of liberation, it was a district of Xiangtan County. In 1951, when Zhuzhou was established as a county-level city, it belonged to the northern suburb; in 1956, it was withdrawn from the district and merged with the township, and the territory belonged to Qingshui township. The people's commune was established in 1957 under the jurisdiction of zhutianpu commune. Qingshuitang office was established on March 27, 1958, which is in charge of the urban area to the north of Shifeng mountain. The office is located in Building 8, area 1 of smelter living area.
On March 6, 1959, Zhuzhou City was divided into five districts and Qingshuitang district was established. The north of the bridge factory was under the jurisdiction of Qingshuitang district. In April 1960, it was renamed Qingshuitang people's commune. In August 1969, with the approval of the State Council, Zhuzhou City was divided into four suburban county-level districts. Because part of the urban area under its jurisdiction is located in the north of the city, it is the North District of Zhuzhou City. The jurisdiction area is the hejiatu Office of the former Qingshuitang district and the former Central District, located at No. 80 Tianqiao street. In December of the same year, Zhuzhou North District Revolutionary Committee was established. In September 1971, the district government moved to 70 Jianshe North Road.
On May 31, 1997, the State Council approved the establishment of Shifeng District (guohan No. 40): it governs three streets of xiangshiling, Qingshuitang and Tianxin in the former North District, longtoupu town in the former suburb (excluding three villages of Chayuan, Dongliu and sandaoqiao), Qingshui, Yuntian and Hehua townships and three villages of Xinmin, Tianxin and Shuangfeng in hetangpu township. The District People's government is located in Jianshe North Road. In July, the people's Government of Hunan Province approved to adjust the administrative division of Zhuzhou City: Shifeng District is bounded by baishigang River (old river) in the East, Xiangjiang River in the south, Zhuzhou City and Changsha City in the north and Zhuzhou City and Xiangtan City in the West. In 2000, Shifeng District governed three streets, one town and three townships: xiangshiling street, hejiatu street, Qingshuitang street, Hehua Township, longtoupu Town, Qingshui Township and Yuntian township.
On October 16, 2001, with the approval of the Provincial Department of civil affairs, Qingshui and Hehua townships were merged to form Baima township (Note: the former Qingshui township was in the original suburb, the commune was set up in 1958, the township was changed in 1984, and it was under the jurisdiction of Shifeng District in 1997). After the adjustment, Shifeng District has jurisdiction over three streets, one town and two townships. On April 23, 2003, the District People's government moved to the new building of Xianfeng village, xiangtian road.
On January 24, 2005, Hunan Provincial Department of Civil Affairs issued the reply on the adjustment of administrative divisions in Shifeng District (No. 8 of Xiangmin Xingfa): 1. It was agreed to cancel Baima township. The former Baima township of Dahua, Dachong, jiutang, Baima, xiangtianqiao five villages are included in Qingshuitang sub district office; the former Baima township of Qingshui, Xiangshi, Xianfeng, Xinqiao, Xiawan, Shichang, Jianshe seven villages are included in xiangshiling sub district office; the former Baima township of Hehua, yuanjiachong, Maotang three villages are included in Tianxin sub district office. 2、 It is agreed that Shuangfeng, Tianxin, Xinmin, Jinglong and Hengshi villages in longtoupu town will be included in Tianxin sub district office. After the adjustment of administrative divisions, Qingshuitang sub district office has jurisdiction over 11 communities and 5 villages, with a total area of 23.1 square kilometers and a total population of 74500, and the office is located at 80 xiangtianqiao road; xiangshiling sub district office has jurisdiction over 15 communities and 7 villages, with a total area of 28.68 square kilometers and a total population of 83100, and the office is located at 57 Jianshe North Road; Tianxin sub district office has jurisdiction over 9 communities and 8 villages Village system, with a total area of 28.06 square kilometers and a total population of 87000, is located in the north gate of Tianxin; longtoupu town governs 11 villages, with a total area of 28.06 square kilometers and a total population of 21900, and the town people's government is located in longtoupu. On January 28, the people's Government of Zhuzhou City (Zhuzheng Ban Fa No. 3) approved the adjustment of the administrative division of Shifeng District.
In 2005, Shifeng District abolished one Township, added two sub district offices, adjusted part of the administrative areas of one town and three sub district offices: abolished Baima township; added Tangwan and Jinglong sub district offices; adjusted part of the administrative areas of longtoupu town and Qingshuitang, xiangshiling and Tianxin sub district offices. The specific adjustments are as follows: abolish Baima Township, transfer 5 villages into Qingshuitang sub district office, 7 villages into xiangshiling sub district office, and the other 3 villages into Tianxin sub district office; transfer 5 villages in longtoupu town into Tianxin sub district office; and set up Tangwan and Jinglong sub district offices. After the adjustment, Shifeng District has jurisdiction over five streets, one town and one township: Tianxin street, xiangshiling street, Qingshuitang street, Tangwan street, Jinglong street, longtoupu town and Yuntian township. The district government is located in Xianfeng village, xiangtian road.
On April 18, 2009, the Management Committee of Zhuzhou Yunlong demonstration zone was officially established to manage Yuntian Town, longtoupu town and Xuelin office, with a total area of 105.8 square kilometers and a total population of more than 60000.
According to the sixth census in 2010, there are 283179 permanent residents in Shifeng District, including 67178 in Tianxin street, 74139 in xiangshiling street, 52892 in Qingshuitang street, 36925 in tongtangwan street, 18455 in Jinglong street, 12383 in longtoupu town and 21207 in Yuntian township.
On November 26, 2015, the Provincial Department of Civil Affairs (xiangminxingfa No. 89) approved that longtoupu town and Xuelin street should be incorporated into an organic system and Xuelin street should be established. After the adjustment, the district governs 6 streets and 1 town: Tianxin street, xiangshiling street, Qingshuitang street, tongtangwan street, Jinglong street, Xuelin street and Yuntian town (Xuelin street and Yuntian town are managed by Zhuzhou Yunlong demonstration zone). It has a total area of 191 square kilometers and a total population of 323500. The district government is located at 268 xiangtian East Road.

In February 2009, the Management Committee of Zhuzhou Qingshuitang circular economy industrial zone was established as a post office of the municipal government and a joint office with Shifeng District. In 2011, Shifeng District governed five streets, one town and one township: Tianxin street, xiangshiling street, Qingshuitang street, tongtangwan street, Jinglong street, longtoupu town and Yuntian township. The district government is located in Xianfeng village, xiangtian road. In 2014, with a total area of 91.3 square kilometers and a total population of 237000, it has jurisdiction over 5 streets, 15 administrative villages, 33 community neighborhood committees, and two national industrial parks, Tianxin high tech park and Qingshuitang circular economy industrial zone.
Jinglong street has jurisdiction over the neighborhood committee of Xinmin community and five administrative villages of Maotang, Xinming, jiulangshan, Jinglong and guojiatang. It is a village level joint-stock enterprise with a total area of 20.05 square kilometers.
Tianxin street is a national civilized community demonstration site and a national harmonious community construction demonstration street, with an area of 8 square kilometers, seven communities and a permanent resident population of 55000.
Xiangshiling street is located in the hinterland of Shifeng District, covering an area of about 8 square kilometers, with a population of about 75000, 11 communities and one administrative village.
Qingshuitang street is located at the junction of Zhuzhou, Zhuzhou and Xiangtan. It is the gateway and transportation hub in the north of Zhuzhou. It has many mountains and rich water resources. It is listed as the "green heart" area of the two oriented society construction plan of Changsha, Zhuzhou and Xiangtan. The famous former residence of Qiu Jin is located at the foot of Jiulang mountain. It covers an area of 20 square kilometers and has a total population of 52000. It has seven communities and five administrative villages.
Tongtangwan street has four urban communities: tongtangwan, Qingshuitang, Dingshan and yangmeitang; four rural communities: Zhushan, Yingfeng, Xianghe and Qingxia; and four administrative villages: Qingshui, Jianshe, Shishi and Xiawan new village. It has a total area of 25 square kilometers and a total population of more than 37000.
In 2015, Shifeng District governs Yuntian Town, with six streets of Tianxin, xiangshiling, Qingshuitang, Jinglong, tongtangwan and Xuelin, with a total area of 191 square kilometers and a total population of 323500. The District People's government is located at 268 xiangtian East Road.
