Yuelu District, Yuelu District, Changsha City, Hunan Province, is located on the West Bank of Xiangjiang River and the west edge of Changliu basin, and is governed by the main channel of Xiangjiang River. Yuelu district is located between 27 ° 58 ′ 30 ″ - 28 ° 27 ′ 65 ″ N and 112 ° 36 ′ 17 ″ - 112 ° 57 ′ 21 ″ e, with a total area of 558 square kilometers. Yuelu district is a subtropical monsoon humid climate zone with four distinct seasons and the same period of rain and heat. As of December 2019, Yuelu District has 17 streets and 2 towns. By the end of 2019, Yuelu District had a permanent population of 958 thousand and a registered residence of 803 thousand and 800 people.
Yuelu District, formerly known as the West District of Changsha City, was established as an independent administrative institution in 1934, and then a new Yuelu district was established in 1996. Yuelu district is located in the core area of "one belt and one department", which is the "West engine" and "west highland" of Changsha's transformation and innovation development. Yuelu District has "seven bridges, two tunnels, three subways and one city railway" to cross the river, Xiangjiang New District comprehensive transportation hub and "six horizontal and four vertical" road network, Changsha Zhuzhou Xiangtan intercity railway and Chongqing Changsha Xiamen high speed railway set up many stations here. Yuelu District has Yuelu Mountain, Yanghu wetland, Meixi lake, West Lake, Houhu lake, Juzizhou, baxizhou and other ecological landscapes, which is a typical representative of the harmonious coexistence of "shanshuizhou city". Yuelu District has 89 national, provincial and municipal cultural relics protection units such as Yuelu Academy and aiwanting. 16 colleges and universities such as Central South University, Hunan University and Hunan Normal University are located here, gathering 32 academicians of "two academies", and its "Lugu" enjoys the reputation of "Hunan Silicon Valley".
In 2019, Yuelu District achieved a GDP of 128.820 billion yuan, an increase of 8.8% over the same period of last year; the added value of primary industry was 1.03954 billion yuan, a decrease of 5.4% over the same period of last year; the added value of secondary industry was 33.79407 billion yuan, an increase of 8.6% over the same period of last year; the added value of tertiary industry was 93.98936 billion yuan, an increase of 9.1% over the same period of last year; the proportion of tertiary industry was 0.81:26.23:72.96.
Historical evolution
In 1933, Changsha City was divided into four districts. The west district was the third district. It was founded on June 15, and set up Fuqing temple in Fuqing street. It has 15 baos, 339a, 17869 households, 122795 people and 19.13 square kilometers.
In 1938, the 4-level system of Baojia was changed to the 3-level system of Baojia in towns. The former third town is divided into Taiping Town and Huangxing Town. After the Wenxi fire in November, the Changsha municipal government was abolished, and the original scope was under the jurisdiction of Changsha County. The urban area was reduced to two towns, South and North.
In 1942, after the restoration of Changsha municipal government, Chengxi town was restored.
In January 1944, the district offices were set up in the towns and townships of Changsha.
On August 5, 1949, Changsha was peacefully liberated. The Municipal People's government abolished the old district office and established the people's District Office of Chengxi District, which is located in Pozi street. It has jurisdiction over 11bao, 374A and 60375 people.
In September 1951, the people's Government of Chengxi district was established in Changsha.
In May 1955, Chengxi District of Changsha City was renamed West District, and the people's Government of Chengxi district was renamed West District People's Committee.
In 1956, the water district was abolished and merged into the west district.
In 1958, the Western District governed Xiyuan, Fuxing street, Ruyi Street, Pozi street, Xichang street, banxiang street, Xueyuan street and shuiluzhou street.
In 1960, Changsha city implemented the people's communization, and the western district was changed into the pioneer people's commune, with jurisdiction over Ruyi Street, Xichang street, Xiyuan, Bajiaoting, Xueyuan street, banxiang street, and shuiluzhou branch. On March 31, Hunan Provincial People's Committee approved the establishment of Yuelu District by dividing Yuelu commune from Changsha County.
In 1961, Changsha City restored the district system and renamed the west district.
On January 12, 1962, the people's Government of Changsha decided to restore the suburbs of Changsha. In addition to the jurisdiction of the original suburban areas, the Tianding and Wangyue people's communes in Yuelu District were classified as suburbs.
In 1968, the District People's Committee was changed into the district Revolutionary Committee, and each street was changed into a revolutionary leading group accordingly.
On January 6, 1974, Hunan Provincial Revolutionary Committee approved the abolition of Yuelu District and its administrative region was incorporated into the western district.
On March 22, 1975, Yuelu district was formally incorporated into the western district.
In November 1980, the people's Government of Yuelu district was restored, covering Xueyuan street, Pozi street, Ruyi Street, Xichang street, Tongtai street, Lushan South Road Street, Juzizhou street, wangyuehu street and yinpenling street. Until 1996, the administrative division of Yuelu district changed and became the main body of Yuelu District.
On April 22, 1996, Yuelu district was established with the approval of the State Council and the people's Government of Hunan Province. It inherited the former western district in administrative system and governed four streets of Lushan Road, yinpanling, Juzizhou and Wangyue village in the former western district, two townships of Yuelu Mountain and Wangyue in the former suburb, Xihu fishing ground, Yuelu fishing ground, deer farm and Dongfanghong Farm, Tianding Township in Wangcheng County, and the District People's government was stationed at 89 Yinpan road.
In June 2008, Changsha set up the leading area of Dahexi in Changsha.
On April 8, 2015, the State Council officially approved the establishment of Hunan Xiangjiang new area, becoming the 12th national level new area in China and the first national level new area in Central China. Located on the West Bank of Xiangjiang River, Hunan Xiangjiang new area covers an area of 490 square kilometers, including Yuelu District, Wangcheng district and Ningxiang County of Changsha City.

In 1998, Yuelu District made fine-tuning of its zoning. Wangchengpo street was set up in Jiantang and Wangxin villages of Tianding Township, xianjiahu street was set up in Wangchengpo neighborhood committee and Wangyue village of Wangyue Township, South Lushan road street and Yuelushan Township were rebuilt into Yuelu street and guanshaling street, Xihu fishing ground was rebuilt into Xihu Street, and Wangyue village street was renamed as wangyuehu street.
In 2000, the state-owned Dongfanghong Farm was changed into Dongfanghong town. Yuelu District has eight streets, one town, two townships and one fishing ground, including wangyuehu street, Yuelu street, Juzizhou street, yinpenling street, guanshaling street, Wangchengpo street, Xihu street, xianjiahu street, Dongfanghong Town, Wangyue Township, Tianding Township and Yuelu fishing ground.
In 2001, Yuelu fishing ground was merged into Juzizhou street, and Wangyue township was transformed into Wangyue street.
In 2004, Dongfanghong town was entrusted by Changsha National High tech Industrial Development Zone. Yuelu District has nine streets, one town and one Township, including wangyuehu street, Yuelu street, Juzizhou street, yinpenling street, guanshaling street, Wangchengpo street, Xihu street, xianjiahu street, Wangyue street, Dongfanghong town and Tianding township.
On December 31, 2005, Yuelu District has jurisdiction over 9 streets, 1 town and 1 township: wangyuehu street, Yuelu street, Juzizhou street, yinpenling street, guanshaling street, Wangchengpo street, Xihu street, xianjiahu street, Wangyue street, Dongfanghong town and Tianding township.
In 2006, heyeba village in Leifeng town of Wangcheng County and Jinnan village and Hualong village in Huangjin Township were merged into Dongfanghong town of Yuelu District.
In 2007, meixihu sub district office was set up in Tianding Township, Yuelu District, including Lianlian, Xuehu, Zhongtang, Tianding and Qilong villages and Yangming villa community. Meixihu sub district office governs 1 community and 5 villages, and the office is located in huxingshan. After the adjustment of administrative divisions, Tianding Township governs one community and seven villages, and the resident of Township People's government remains unchanged.
In 2008, the Hunan Provincial Department of Civil Affairs (No.3 xiangminxingfa) approved that the three towns of Wangcheng County, including Hanpu, Pingtang and Lianhua, should be put under the jurisdiction of Yuelu District. The administrative system, population, area, number of village (neighborhood) committees and government residences of the three towns remained unchanged. In the same year, the Provincial Department of Civil Affairs (xiangminxingfa No. 9) approved the establishment of yuchangping town in Wangcheng County and put it under the jurisdiction of Yuelu District of Changsha City.
In March 2010, five communities, Dongtang, Yannong, Changfeng, Changqing and Lujing, were separated from Dongfanghong town to set up Lugu street.
In 2012, the Department of civil affairs of Hunan Province approved: to abolish Pingtang town to establish Pingtang street, to abolish Hanpu town to establish Hanpu Street (xiangminxingfa No. 20), to abolish Tianding township to establish Tianding Street (xiangminxingfa No. 22).

On November 19, 2015, the Department of civil affairs of Hunan Province (No. 42 of Xiangmin Xingfa) approved that Dongfanghong town and Lugu street should be incorporated into an organic system to establish Lugu street.
