Tianxin District, subordinate to Changsha City, Hunan Province, is the seat of Hunan provincial government, located in the south of the main urban area of Changsha City. Located in the geometric center of Changsha, Zhuzhou and Xiangtan, it is known as the "South Gate" of Changsha. It is the core area of Changsha Zhuzhou Xiangtan integrated city, which is the focus of the province. It is at the forefront of the comprehensive reform pilot area of "two oriented society". Kaifu District in the north, Xiangtan City in the south, Yuhua District in the East and Xiangjiang River in the West.
Tianxin District covers a total area of 141 square kilometers and has jurisdiction over 14 streets. By the end of 2019, the household population is 506600, the permanent resident population is 666000, and the GDP is 108.064 billion yuan.. The terrain is undulating, low in the north and south, high in the middle, slightly inclined from east to west, flat in the west, hilly in the middle; the climate is characterized by four distinct seasons, changeable spring temperature, sunny summer and autumn, short winter and long summer heat.
Tianxin District, named after Tianxin ancient pavilion, is the main birthplace of Changsha, with a history of more than 3000 years. Tianxin District gathers 60% of historical and cultural scenic spots in Changsha, known as "culture everywhere, history everywhere". It has historical and cultural heritages such as Tianxin Pavilion, Baisha ancient well, Hunan First Normal University, and Jia Yi's former residence. The Xiangjiang River coastline of Tianxin District is 32 kilometers long, which is the best exhibition area of Changsha's "Shanshui Zhoucheng" charm and is rated as the national ecological demonstration area.
In September 2018, Tianxin District was selected as one of China's top 100 high quality development districts in 2018, ranking 85th. On January 29, 2021, it was selected into the list of areas with remarkable achievements in real work in 2020 announced by Hunan Provincial People's government.
Evolution of organizational system
Tianxin District is named after Tianxin Pavilion. Tianxin District was formerly known as South District of Changsha. According to the records of the Southern District annals, after the Qin Dynasty unified China, it was divided into 36 counties. The Southern District was located in Linxiang County of Changsha County.
Wu Rui, king of Changsha in the Han Dynasty, founded the state of Changsha and established the capital of Linxiang. After that, the Three Kingdoms and the Six Dynasties remained unchanged.
In the ninth year of emperor Yang Jian's reign, Linxiang county was changed into Changsha County.
In the first year of Yuanfu (1098), song zhezong separated five townships from Changsha County and two townships from Xiangtan County, set up Shanhua County, and stationed in jigongpo (now the main street of the county).
In the early Qing Dynasty, Shanhua county was divided into four townships and five lanes. The Southern District is in the upper and lower compartments. During the reign of Emperor Qianlong, there were 14 shops in the city. The Southern District is thirteen and fourteen shops. During the reign of Guangxu, Pu changed the capital. The Southern District is one or eight capitals.
After the victory of the 1911 Revolution, jieshanhua county was incorporated into Changsha County, which was subordinate to Changsha Government. The Southern District was Chengnan town of Changsha County.
In 1934, based on the establishment of Changsha in the previous year, four districts were set up in Changsha. Chengnan district was the second district. In June, the Second District Office was set up, which is located in langgong Temple (now langgong Street). It has jurisdiction over 4 workshops and 15 guarantors.
In 1938, Changsha abolished the 4-level system of District, Fang, Bao and a, and changed it into the 3-level system of town, Bao and A. Chengnan district was changed into Huangdao Town, Lixian town and Tianxin town. After the Wenxi fire in November of that year, the Changsha municipal government was abolished, and the original scope was under the jurisdiction of Changsha County. The urban area was divided into South and North towns.
In early 1942, after the restoration of Changsha municipal government, Chengnan town (Aoshan Temple) was restored.
In January 1944, the town and township were transformed into districts, and district offices were set up. In June of that year, the Japanese army occupied Changsha. In February of the next year, the town of Chengnan was set up. After the victory of the Anti Japanese war in August, the organizational system of the southern part of the city was restored, with eight guarantors under its jurisdiction.
In the thirty-eight year (1947) of the Republic of China in February, it expanded to 14 guarantees and 453 armour, and then adjusted to 292 armor. This system lasted until the liberation of Changsha.
On August 5, 1949, Changsha was peacefully liberated. The Municipal People's government sent military representatives to take over Chengnan district police station and set up four, five and six sub stations. On August 26, Chengnan District Public Security Bureau was established. On September 27, it took over the Chengnan District Office of the national government of Changsha. In September, it abolished the old district office and established the Chengnan District People's office, which is located in lijiapo.
In June 1950, Tianxin District abolished the original three public security sub stations, 14 guarantors and 292A, and established seven neighborhood committees, namely, Chengnan Road, Tianxin Pavilion, Xihu Road, Shetan street, lingguandu street, Chuxiang street and weaving machine street, according to the region.
In September 1950, the two neighborhood committees of jinpenling south big cross road (later renamed as South Road) and Yunan street were assigned to the south district.
In May 1951, the residents committee of weaving machine street in Southern District was assigned to the Eastern District, and the residents committee of Xihu road was assigned to the western district.
In 1952, the seven neighborhood committees were changed into the offices of the Standing Committee of the street people's Congress, and the next year they were changed into the street offices.
In 1954, regional adjustment. Tianxin District has seven sub district offices: NANDA Road, Xinxing Road, Yunan street, Tianxin Pavilion, Chuxiang street, Chengnan Road and lingguandu.
In May 1955, the word "city" was removed from the name of the District, and the people's Government of Chengnan district was renamed the people's Committee of Chengnan district.
On January 26, 1960, Dongfeng commune was transferred from Changsha county to yuhuating commune, which was under the leadership of Southern District. In April, the District People's Committee was abolished and the miaogangfeng people's commune of Changsha City was established. It is located at No. 7 of xicaotian, and has jurisdiction over the upstream, Xinxing, shuyuanping, Baisha, Nansha, Dongtang, Qiaotou and yuhuating branches (yuhuating and jinpenling townships of the former Dongfeng people's Commune).
On September 26, 1961, the people's Committee of Chengnan district was restored.
On January 12, 1962, No. 67 document of the Municipal People's government decided to restore the suburbs of Changsha, and yuhuating commune was put under the jurisdiction of the suburbs.
In September 1968, the Revolutionary Committee was established to replace the people's Committee.
On October 28, 1980, the Revolutionary Committee was abolished and the people's Government of the Southern District was established.
Until 1996, Shuyuan Road, Jingwanzi, zuojiatang, Guitang, jinpenling, NANDA Road, Chengnan Road, houjiatang and Yunan street were under the jurisdiction of the Southern District.
On July 10, 1996, the Southern District of Changsha City was abolished and Tianxin District was established. Tianxin District has jurisdiction over Yunan street, jinpenling, Chengnan Road and Shuyuan road in the former Southern District, Pozi street and Xueyuan Road in the former western district, Datuo Township, horticultural farm and animal husbandry farm in the former suburb, with a total of 6 streets, 1 Township and 2 farms.
In 2001, the animal husbandry farm was changed into Qingyuan street, and the horticultural farm into Guihuaping street.
On July 9, 2012, the administrative division of Tianxin District was adjusted. Pozi street, Xueyuan street and Shuyuan road were abolished and merged to form a new Pozi street; Datuo town was abolished and divided into heishipu street, datuopu street and Xianfeng street; jinpenling street was divided into jinpenling street and Chiling road street; xinkaipu Street was divided into xinkaipu street and Wenyuan street.
On January 14, 2015, Muyun street and NANTUO street, which originally belonged to Changsha County, were designated as Tianxin District.

Tianxin District is located in the south of Changsha City. It is bounded by Furong Road (from zhiziling) to Xinzhong Road, Shaoshan Road, Zhongyi road to Guihuaping, Xianfeng street to Dongjing street, Muyun street to tiaomazhen Township and Yuhua District in the East, NANTUO street and Muyun street to Yuetang District in Xiangtan City in the south, the center line of Xiangjiang River in the West and Renmin Road in the north (from zhiziling) to Huangxing Road, Wuyi Square to Yanjiang Avenue, adjacent to Furong district and Kaifu District.

The terrain of Tianxin District is undulating, low in the north and south, high in the middle, slightly inclined from east to west, flat in the West and hilly in the middle. Eroded by wind and rain for a long time, the red soil mound is formed, and the geology is acidic. Jinpenling, located outside the South Gate of the ancient city wall, is a strategic location of Changsha.
