Luolong District Luolong District, Luoyang City, Henan Province. It is located in the southeast of Luoyang City, Henan Province, with Mang Mountain on its back and yique on its face, Songyue mountain in the East, Zhoushan mountain in the west, Yanshi City in the East, Yiyang County in the west, Yichuan County in the south, Mengjin County, Fuhe District, Laocheng District, Xigong District and Jianxi District in the north. Luolong District is a new urban district approved by the State Council in 2000. It is one of the six main urban districts of Luoyang, and also the economic, cultural, financial and business center of the city.

In March 1945, Luoyang county was divided into Luonan and Luobei counties according to the instructions of the superior. On August 14 of the same year, the Japanese government announced its unconditional surrender, the Kuomintang was surrendered, and the Luoyang county government was restored. In March, 1948, Luoyang was liberated, and the CPC Luoyang County Committee and county democratic government moved to Mangshan bojiling, later renamed Luobei County democratic government, and moved to Mangshan Zhongtou village, belonging to Taiyue five special area. The three prefectural committees of Henan, Shaanxi and Hubei decided to set up Longmen County Democratic Government in the south of Luohe River, and stationed in Lianzhuang village in Luonan.
