Jianxi District Jianxi District is under the jurisdiction of Luoyang City, which was established in July 1955. Because it is located in the west of Jianhe, it is named Jianxi District. It is bounded by Jianhe river in the East, across the river from Xigong District, bordering Luolong District in the west, Jianhe river in the north and Qinling Mountains in the south.
Jianxi has an area of 90 square kilometers, with a registered residence population of 513 thousand (2015), a floating population of 200 thousand, and 12 streets and 1 industrial clusters.
Jianxi has obvious characteristics of emerging urban areas, with no obvious boundaries, crisscross urban-rural junction, and expanding boundaries. Jianxi District is an urban industrial zone with machinery industry as the main body.
In December 2018, it was confirmed by the Ministry of civil affairs as the third batch of national community governance and service innovation experimental zones. In July 2019, it was listed as a national intellectual property project demonstration county (District). China's top 100 summer leisure counties and cities in 2020.
Historical evolution
The ancient cultural sites of wangwan, sunqitun, dongmagou and other villages in Jianxi District show that the ancestors had been farming and living here as early as 5000 or 6000 years ago.
Since the Shang Dynasty, 13 dynasties and 91 emperors successively established their capitals in Luoyang, which lasted for 1295 years. Jianxi is a Forbidden Garden in the capital. In the 11th century BC, Zhou GongDan built a king's city on the East Bank of Jianhe river. The city wall crossed the Jianhe river in the west, from Qilihe village to Xinglong Village.
In 605 ad, Emperor Yang of the Sui dynasty built the eastern capital in Luoyang. Jianxi is the Royal West garden. The mountain in the garden is the sea. Penglai, Yingzhou and Fangzhang islands are built in the sea. There is Longping canal in the north of the sea, and 16 palaces are built along the canal.
In Tang Dynasty, Xiyuan was changed into Forbidden Garden, also known as Dongdu garden or Shendu garden. There were more than 10 Li palace, pavilions and temples. The magnificent xishangyang palace was also built in the garden.
With the changes of the times, Luoyang was gradually abandoned after the Northern Song Dynasty, and Jianxi Forest Garden disappeared.
On April 5, 1948, the Chinese people's Liberation Army liberated Luoyang.

Before liberation, it belonged to Gushui township of Luoyang county. After the liberation of Luoyang in April 1948, it belonged to the Fourth District of Luoyang county. The organs directly under the district were successively set up in Xindian, Houying, dongmagou, Gushui and other places. In 1954, the industrial construction of Luoyang began. On July 19, the Fourth District of Luoyang county was changed into the Fourth District of Luoyang City, and the Department directly under the district was located in Gushui town. On July 18, 1955, the Luoyang Municipal Committee of the Communist Party of China decided to change the original Fourth District of Luoyang into Jianxi District of Luoyang. On March 17, 1956, with the approval of the people's Committee of Henan Province, Jianxi District was set up as a political power organization at the municipal level. In December 1957, the district office moved from Gushui town to Xiyuan Road.
In 1953, the former Fourth District of Luoyang county had jurisdiction over Gushui town and 19 townships, including Qilihe, wangfuzhuang, fujiatun, Nancun, dongmagou, ximagou, sunqitun, qianjingtou, Tangcun, yougou, Dashuo, Maying, wangcungou, YaoYuan, Zaoyuan, dangwan, dongdougou, xiduogou and Yanqiu. It was an all agricultural area.
In 1954, the former Fourth District of Luoyang city governed 7 Jianchang townships (towns) including Gushui, Qilihe, wangfuzhuang, fujiatun, sunqitun, Nancun and qianjingtou, and 9 agricultural townships including wangcungou, Maying, dongdougou, xiduogou, dangwan, YaoYuan, yougou, dongmagou and Dashuo.
In 1955, the industrial zone was basically formed in the west of Qilihe and east of Gushui. Nine agricultural townships were under the leadership of suburbs. Jianxi District governed seven Jianchang townships (towns), which were later merged into Qilihe, fujiatun, qianjingtou, Nancun four townships and Gushui one town.
In 1956, the urban population increased greatly. In October, according to the decision of the Municipal People's Committee, the system of four townships and one town was abolished. According to the population distribution, it was divided into nine offices, Changxi, Changbei, Wuhan road, Sichuan Road, Qingdao Road, Tianjin Road, Changchun Road, Hubei Road and Hongze Road, with 38 neighborhoods and Qilihe, xigangou, fujiatun, cuijiacun, wangfuzhuang, tonglezhai, Xinglong Zhai, Jijiahe, Nancun, erlangmiao and Gougu Water, old vegetable garden, xiaoyuantou, Lijia village, Zhujia village, Yujia village, Tangcun 17 villages.
During the period of people's communization, the scope of jurisdiction changed many times, the offices were divided and closed many times, and the names of organizations changed frequently. In April 1959, it governed six people's communes: Qinling, Mangshan, Jianhe, Wuhan road, Qingdao Road and Tianjin road. In August, it was changed into 12 management areas: No.1 installation company, No.2 metallurgical installation company, thermal power plant, No.3 provincial construction company, No.1 Thermal Power Plant, nonferrous metal processing plant, mining machinery plant, refractory material plant, tractor plant, bearing plant, Hubei Road and Chongqing road. In March 1960, four grass-roots communes and Qinling branch were established in Wuhan road, Changchun Road, Chang'an Road and Tianjin Road, with 12 management areas and 22 production teams under its jurisdiction.
After 1961, the scope of the jurisdiction gradually stabilized. In June 1961, it has jurisdiction over seven offices on Chang'an Road, Changchun Road, Chongqing Road, Tianjin Road, Hubei Road, Wuhan road and Zhengzhou road, and two people's communes, Gushui and Qilihe.
In March 1965, Gushui and Qilihe people's communes were abolished and workers' and peasants' communes were established.
In August 1968, the workers' and peasants' communes were put into the suburbs. At this point, Jianxi District no longer managed agriculture, but became a complete urban area.
In February 1976, xujiaying office was set up.
In January 1980, Nanchang Road office was set up.
At the end of 1985, Jianxi District had nine offices and 130 neighborhood committees.
