In August 1990, five townships including Yanzhuang Town, chengzipo Town, Lixin Town, Zhaizi town of Xintai City and Huangzhuang town of Yiyuan County were put under the jurisdiction of Gangcheng Office of Laiwu City. Gangcheng office is the agency of Laiwu municipal government (deputy county level).
In November 1992, Laiwu City was upgraded from a county-level city to a prefecture level city. At the same time, Gangcheng district was established, which was the beginning of the administrative construction of Gangcheng district.
In September 1995, chengzipo town was renamed chengzipo street, and Lixin township was renamed Lixin town.
In December 2000, chengzipo street was merged with Zhaizi township to establish Aishan street. The government is located in beichengzipo and has jurisdiction over 36 administrative villages (communities).
In May 2001, Gangcheng District of Laiwu economic development zone was established.

The exposed strata in Gangcheng district are Cambrian, Ordovician, Carboniferous, Permian, Cretaceous and Quaternary. The geological structure is a part of the arcuate structural system in the west of Shandong Province, with faults as the main structure and folds as the second. The main faults are qingnigou fault, Lixin Zhengwangzhuang fault and Xiye fault. In addition to the above faults, small faults in the area are mainly developed in NE, NW, NNW and EW directions. The cutting and dislocation of several main faults constitute three fault blocks: Dongquan fault block, qingnigou fault block and zhangbachu fault block, each of which is an independent hydrogeological unit. The terrain is steep in the South and gentle in the north, high in the East and low in the west, showing a fan-shaped landform open to the northwest. Mouwen River and its tributaries flow mainly from southeast to northwest, and the geomorphic units from south to north are residual hills and alluvial plains formed by denudation.
