Before the Qin Dynasty, Anfu was subordinate to the state of Wu and the state of Chu.
In the 25th year of the first emperor of Qin Dynasty (222 BC), the Qin Dynasty established two counties, Ancheng and Anping, in the territory of jinanfu. The county administration is located in today's Yantian town and Zhujiang township.
In the early Western Han Dynasty, Anping County was one of the 18 counties in Yuzhang County, and Ancheng county was under the jurisdiction of Changsha County.

In the ninth year of Qianlong reign of Qing Dynasty (1744), 12 capitals were set up in Shangxi township of Anfu county (i.e. the towns of today's Lianhua County, such as crossroads, Hushang, Shanshi, fanglou, Gaozhou, Liushi, etc.), and a part of the jurisdiction was set up in Yongxin County (today's Lianhua county).

There are no historical materials about the administrative division of Anfu county before Ming Dynasty. The administrative divisions in Qing Dynasty were Township, capital and map. During the second Civil Revolutionary War, the red regime led by the Communist Party of China still existed in the county. The Northeast Township in the county was under the leadership of the special committee of West Jiangxi, and the southwest township was under the leadership of the special committee of Hunan Jiangxi border. In September 1929, the whole county was under the leadership of the CPC Hunan Jiangxi border special committee. In March 1930, Peng Dehuai led the Red Army to conquer Anfu county for the first time. In April, seven districts were set up in the county. They are the first district (Shangcheng), the second district (Yangxi), the third district (Taishan), the fourth district (Jiangkou), the Fifth District (Chigu), the Sixth District (Fengtian) and the seventh district (Zhujiang). In July 1949, the people's Government of Anfu county was established, with six District People's governments of Chengguan, Fengtian, Zhouhu, Litian, Yangxi and Hexi. The rural system of Township, social security and Party A has not changed.
In March 1950, the old Baojia system was abolished.
