Licheng District Licheng District is a district under the jurisdiction of Quanzhou City, Fujian Province. Licheng District is one of the downtown areas of Quanzhou. It is named after the ancient city, which looks like a carp. It is used to be called "Quanzhou" in history. It is located in the Quanzhou plain in the lower reaches of Jinjiang River, adjacent to Fengze District in the East and North, Nan'an City in the West and North, and Jinjiang City in the West and south. By the end of 2016, there were 394000 permanent residents.
For more than 1300 years, Licheng District has been the political, economic, cultural, transportation, information center and government seat of every state, county, government, department and city in the past dynasties. Licheng District has unique tourism and cultural resources. It is the cultural center of Fujian and Quanzhou. It is known as "zoulu on the seashore" and "the place was called the kingdom of Buddhism in ancient times, and the streets are full of saints". Evolution of organizational system
Licheng District belongs to Yangzhou in Xia and Shang Dynasties. In the Western Zhou Dynasty, it belonged to Qimin. During the spring and Autumn period and the Warring States period, it belonged to Yue State. In Qin Dynasty, it belonged to Minzhong county.
In the early Western Han Dynasty, it belonged to Minyue state. In the first year of Emperor Wu of Han Dynasty (110 BC), the state of Fujian and Vietnam was destroyed, and the people of Fujian and Vietnam were forced to migrate to the Yangtze River and Huaihe River. In the second year of emperor Zhao's first Yuan Dynasty (85 BC), the people of Fujian and Vietnam who fled from the valley and did not move to build ye county (now Fuzhou City) and now belong to Ye County. In the Eastern Han Dynasty, it was Duwei Houguan County in the south of Kuaiji county (now Fuzhou City).
During the Three Kingdoms period, it belonged to Dong'an County of Wu Jian'an county (governing Fengzhou of Nan'an County today). In the Western Jin Dynasty, it belonged to Jin'an county. In the Southern Dynasties, the Song Dynasty belonged to Jin'an County of jin'ping County; the Qi Dynasty belonged to Jin'an County of Jin'an County; in the Liang Dynasty, Jin'an county was set up as Nan'an County, and now it belongs to Nan'an county (governing Fengzhou of Nan'an county); Chen still belongs to Nan'an county. In the early Sui Dynasty, it belonged to Nan'an County of Quanzhou (now Fuzhou City). Later, Quanzhou was renamed minzhou, and then Jianan county.
In 618, Jian'an county was changed to Jianzhou, and now it belongs to Nan'an county. In the fifth year of Wude, Nanan county was established as Fengzhou (governing Fengzhou of Nanan County today), and the present territory is Nanan County of Fengzhou. In the sixth year of Wude, Quanzhou was restored in Min county. In the ninth year of Zhenguan (635), Fengzhou was assigned to Quanzhou (now Fuzhou), and the county level remained unchanged. In the first year of Sisheng (684), Nan'an, Putian and Longxi in Quanzhou set up wurongzhou (governing Fengzhou in Nan'an County today), which belongs to Nan'an County in wurongzhou today. Before long, wurongzhou returned to Quanzhou. In the second year of the holy calendar (699), wurongzhou was restored. The third year of the holy calendar was abolished. In the first year of Jiushi (700 years), wurongzhou was set up for the third time, and the state governance was set up in Jinyu city. In the second year of Jingyun (711), wurongzhou was renamed Quanzhou, and now it is still Nan'an county. In 909, the third year of Kaiping in the late Liang Dynasty, Wang Shen, the Jiedu envoy of the Weiwu army, was granted the title of king of Fujian. In the second year of Kaiyun in the later Jin Dynasty (945), Fujian was destroyed in the Southern Tang Dynasty. In the second year of Qianyou in the later Han Dynasty (949), Quanzhou was promoted to Qingyuan army in the Southern Tang Dynasty.
In the second year of Qiande in the Northern Song Dynasty (964), the Qingyuan army was changed into the Pinghai Navy, which is now under the Pinghai Navy. In 978, the Pinghai navy was transformed into Quanzhou.
In 1278, Quanzhou was promoted to the office of the general manager of Quanzhou Road, with the addition of the South and North recording departments, which were specialized in managing the administrative affairs of the urban area. In the following year, the two became one. Today, the area belongs to the recording department and Jinjiang and Nan'an counties.
In the third year of Hongwu in Ming Dynasty (1370), the Department of recording affairs was withdrawn. Today, the region still belongs to Jinjiang and Nan'an counties. In the Qing Dynasty, it was still subordinate.
In the first year of the Republic of China (1912), the government, prefecture and department were abolished, and the three-level local political system of province, prefecture and county was implemented. During the "Fujian incident" in November 22 of the Republic of China, the people's Government of the people's Republic of China (i.e. Fujian people's Government) was established. Today, it belongs to Jinjiang and Nan'an counties in Quanhai (xuangai Xingquan) province of Fujian people's government, with the city as the provincial capital. In January of the Republic of China, the Fujian people's government failed and returned to Fujian Province. In July, the province set up 10 administrative supervision districts, and now it belongs to the fifth administrative supervision district (special office in Tong'an). In January of the 24th year of the Republic of China, the administrative supervision area was adjusted to the fourth administrative supervision area (the special office is located in Tong'an). Quanzhou was liberated on August 31, 1949, and now belongs to Jinjiang and Nan'an counties, the fifth administrative supervision district of Fujian Province. In March 1950, the fifth administrative supervision district was renamed Quanzhou administrative supervision district; in September 1950, it was renamed Jinjiang District. In January 1951, Quanzhou City (county level) was established in Chengguan District and eight townships in the suburbs of Jinjiang county. It belongs to Jinjiang District, and now it belongs to Quanzhou City, Jinjiang county and Nan'an county. On June 30, 1953, Quanzhou was changed into a city under the jurisdiction of the province, and soon it belonged to Jinjiang District. In April 1955, Jinjiang District was renamed Jinjiang special district, and now it belongs to Quanzhou City, Jinjiang county and Nan'an county. In 1958, some villages in Jinjiang county and Nan'an County belonged to Quanzhou City. In January 1971, part of the villages in Jinjiang County belonged to Quanzhou City; in July, Jinjiang District was even called Jinjiang area, and Quanzhou City (county level) belonged to Jinjiang area. On May 14, 1985, the State Council approved the abolition of Jinjiang District, and Quanzhou City was upgraded to prefecture level city, implementing the administrative system of city governing county. On January 1, 1986, Licheng District was established in the former Quanzhou City, belonging to Quanzhou City (prefecture level).
In January 1951, eight townships in the urban and suburban areas of Jinjiang County, including Zhuwu, shunxia, Juhong, qunshi, Huanshan, Renfeng, Dongtu and Chengzhou, were established, covering a total area of 28 square kilometers. In 1958, sugar houses, Panshan, Xipu, Xiaocuo, Jingtang, Xinpu, Huanglong, Bantou, Qishan, Dongbian, huangshitou, Jinpu, dajintian, Huayan and Fuqiao streets in Fengzhou District of Nan'an County, and some villages in Linhai Township, Beixing Township, Qingyuan Township and Shixia township of Jinjiang county were assigned to Quanzhou City. The total area of the city increased to 206 square kilometers. In 1971, the three communes of Luoxi, Majia and Heshi in Jinjiang county and the Shuangyang farm belonged to Quanzhou City, with a total area of 539.2 square kilometers. By 1992, the jurisdiction remained unchanged.
On December 31, 1985, Licheng District government was established, belonging to Quanzhou City.
In June 1997, with the approval of the State Council, the original administrative division of Licheng District was adjusted to Licheng, Fengze and Luojiang. Licheng District retains its original name and governs two towns, Jiangnan and Fuqiao, as well as four streets, Kaiyuan, Lizhong, Haibin and Linjiang, in Quanzhou ancient city district, covering only one tenth of the original area.
In January 2003, Jiangnan and Fuqiao towns were abolished, and Jiangnan and Fuqiao streets were established. In September 2006, Jiangnan street and Fuqiao street were adjusted to Jiangnan street, Fuqiao street, Jinlong street and Changtai street. Licheng District is a part of the granite hilly and plain landform area in the east coast of Fujian Province, with high terrain in the north and low terrain in the south. The northern part of the mountain ranges from 500 to 800 meters above sea level. It is the extension of the Daiyun mountains to the southeast. There are 8 peaks above 700 meters, and jiulou mountain is the highest peak in the region, with an altitude of 835.6 meters. The hills in the north and middle part of the mountain group are crisscross; the hills in the south are banded from Dayang mountain and Xiaoyang mountain, through Qingyuan mountain to Taohua mountain, and gradually drop into Quanzhou Bay from northwest to Southeast. The southwest and southeast are part of Quanzhou plain, 8-9 meters above sea level.
