Xihu District Xihu District, subordinate to Hangzhou City, Zhejiang Province, is located in the west of the old urban area of Hangzhou. It is the seat of Zhejiang provincial Party committee and provincial government, covering an area of 309.41 square kilometers. It governs 10 streets and 2 towns. It borders Gongshu District, Xiacheng District and Shangcheng District in the East, Binjiang District and Xiaoshan District in the southeast, Yuhang District in the northwest and Fuyang District in the southwest. By the end of 2017, the permanent population of Xihu District was 1.202 million.
There are more than 40 scenic spots in the West Lake area, including Leifeng sunset, Nanping evening clock, Huagang fish watching, SUDI spring dawn, Quyuan Fenghe, bimodal cloud inserting, Santan Yinyue, Pinghu autumn moon, broken bridge and residual snow. The West Lake and Xixi wetland are national 5A scenic spots. There are 3 national key cultural relics protection units and 10 provincial key cultural protection units in Xihu District.

History of construction
From Qin Dynasty to Qing Dynasty, Xihu District belongs to Qiantang county. In 1912 (the first year of the Republic of China), it belonged to hang county. In 1927 (the fifth year of the Republic of China), it was designated as the Fourth District of Hangzhou. In May 1949, after the liberation of Hangzhou, it was changed into Xihu District.
In July 1927 (the fifth year of the Republic of China), the CPC Hangzhou Xihu District Committee was established under the leadership of Zhejiang provincial Party committee. In September 1927, the provincial Party committee decided to establish the CPC Hangzhou county committee (also known as Hangzhou county committee) to lead the six district committees. Since then, the CPC Hangzhou Xihu District Committee has been directly under the leadership of Hangzhou county Party committee.
Hangzhou was liberated on May 3, 1949. On May 11, the Hangzhou Municipal military control commission of the Chinese people's Liberation Army sent military representatives Liu Zhong, Mou Xishan and Li Yunping to take over the Fourth District Office of the Kuomintang. On May 30, Xihu District People's government was established. On June 22, with the approval of Zhejiang provincial Party committee, Hangzhou Xihu District Committee of CPC was established. On November 10, 1952, Gudang district was established. In May 1955, Gudang district was abolished and merged into Xihu District.
In April 1958, the Hangzhou municipal Party committee decided that the Hangzhou Landscape Management Bureau and Xihu District People's Committee should work together. In March 1961, Hangzhou municipal Party committee decided that the city's Landscape Management Bureau should be transferred from Xihu District (commune) under the direct leadership of Hangzhou City, and Shangsi commune of Qiantang association should be transferred to Xihu District. In May of the same year, the nine production brigades and Liuliu town of Yuhang Liuliu commune were put under the jurisdiction of Xihu District.
In May 1968, the Xihu District Revolutionary Committee was established, under the unified leadership of the party and government. In October of the same year, the core leading group of the party was established.
In March 1969, the organizational system of Xihu District was abolished, the suburb of Hangzhou was established, and the suburban Revolutionary Committee and the party's core leading group were established.
In December 1972, Xihu District was rebuilt on the basis of Hangzhou garden administration. The Xihu District Revolutionary Committee and the CPC Xihu District Committee were established, which had two brands and a team with Hangzhou garden administration, and coexisted with the suburbs at the same time.
In October 1977, Xihu District was separated from Hangzhou Landscape Management Bureau, and suburbs were merged with Xihu District, named Xihu District. At the same time, the CPC Xihu District Committee was established.

In December 1996, Jiangcun township was set up in one residential area and 13 villages of Sandun town.

In April 2002, Nanshan street was abolished, Gudang street and Xihu street were established, and the jurisdiction of Xixi street, Cuiyuan street, Beishan street, Wenxin street and Lingyin street was adjusted.
In September 2007, Yuanpu town and Zhoupu Township were abolished and Shuangpu town was merged. Hejiabu village and Huilong village of Zhuantang Town were put under the jurisdiction of Shuangpu town. Zhuantang Town, Longwu Town, Liuliu town and Jiangcun Township were abolished. In October, Zhuantang street was set up to govern the original Zhuantang Town and Longwu Town, and coral sand community and Wuyun community of Xihu street were put under the jurisdiction of Zhuantang street; Jiangcun street was set up to govern the original Jiangcun township area (excluding dengyunwei community under the jurisdiction of Wenxin Street); Liuxia street was set up to govern the original Liuliu town area.

The West Lake region is high in the West and central part of the region. The trend of the ridge is in the shape of a cross T, which is the aftervein of Tianmu Mountain. Most of the hills are below 300 meters above sea level. In the north and south, there are plains and rivers. The West Lake is on three sides of Yunshan mountain and on one side of the city.
