Hailing District is located in the middle of Jiangsu Province and the North Bank of the middle and lower reaches of the Yangtze River. It is adjacent to Yangzhou in the West and Nantong in the East. It is across the river from Suzhou, Wuxi and Changzhou. It was once known as "four mausoleums" together with Yangzhou in Guangling, Changzhou in Lanling and Nanjing in Jinling. Hailing undertakes Shanghai and Nanjing economic circles in the East and west respectively. Beijing Shanghai Expressway, 328 National Road, Nanjing Qidong railway and five waterways connecting the Yangtze River and the sea in Central Jiangsu meet here. In November 2018, it was selected as one of the top 100 industrial districts in 2018.

In the sixth year of Yuanshou (117 BC) in the Western Han Dynasty, hailing county was set up and subordinate to linhuai county.
In Xinmang (9-23 years), hailing county was renamed Tingjian, belonging to Huaiping county.
In the 23rd year of emperor Gengshi's accession to the throne, fuhailing County belonged to the Three Kingdoms of Guangling county.

In 1277, Taizhou was promoted to Taizhou Road, and hailing county was the seat of Taizhou road. In 1284, Taizhou road was changed to Taizhou, and hailing county was attached to Yangzhou road.
In 1368, hailing County entered Taizhou. The district is directly under Taizhou.
In 1912, the Nanjing provisional government abolished the prefecture. In 1913, Taizhou was renamed Tai county, belonging to Huaiyang road. In 1927, Tao was abolished and Tai county belonged to Jiangsu Province. In 1932, Jiangsu Province was divided into 15 administrative regions, and Tai county was the resident of Tai county. In 1934, Jiangsu Province was divided into nine administrative supervision districts, and Tai county belonged to Jiangdu administrative supervision district.
On January 21, 1949, Taizhou was liberated, and Tai county belonged to the first administrative region of Jiangsu Anhui border region. On May 1, the first administrative region of Jiangsu Anhui border region was called Taizhou special region in Central Jiangsu.
On May 8, 1950, Taizhou City and Taixian county were merged and named as Taixian county. The county government was stationed in Taizhou and belonged to Taizhou administrative region. In January 1953, Tai county was put under Yangzhou administrative region.
On January 9, 1959, Taizhou City and Taizhou County merged again, which was called Taizhou county. The county government was stationed in Taizhou, belonging to Yangzhou district.
On May 24, 1962, Taizhou county was abolished, and the organizational system of Taizhou city was restored.
In May 1971, Yangzhou district was renamed Yangzhou area. Taizhou city belongs to Yangzhou area and is a city under local jurisdiction.
In January 1983, Jiangsu province implemented the system of city Governing County, and Taizhou city belongs to Yangzhou city.
In July 1996, the State Council approved the abolition of Taizhou city at the county level and the establishment of Taizhou city at the prefecture level. The original administrative region of Taizhou city at the county level was transformed into a district, and "Hailing" was designated as the name of the new district. Taizhou Municipal People's government is located in Hailing District.

In 1997, five townships of Sixiang, Baoxu, Tangwan, Baima and yexu in Jiangyan City and five townships of Gangkou, diaopu, yonganzhou, Tianhe and Xuzhuang in Taixing City were put under the jurisdiction of Hailing District. In the same year, seven townships and towns were set up in Hailing District, including Gangkou, diaopu, Xuzhuang, Tianhe, yonganzhou, Baima and yexu. Gaogang district was established and the district government was stationed in Gangkou town.
In 1999, Hailing District governed 8 streets, 4 towns and 4 townships: Chengzhong street, Chengnan street, Chengbei street, Chengxi street, Xiaba street, Xicang street, Taishan street, fengle street, Jiulong Town, Baoxu Town, Tangwan Town, Sixiang Town, Dongjiao Township, Xijiao Township, Taidong Township and Zhuzhuang township.
In 2003, Shilipu and Lingdou villages in Suchen town of Jiangyan City (now Jiangyan District) were under the jurisdiction of Taidong Town, Hailing District.
On April 29, 2004, the neighborhood committees of Wuyi, Gongyuan, Shuyuan, Fangzhou, zhaiqiao, Nanpu and Fengyu, which are under the jurisdiction of Taishan sub district office, were put under the jurisdiction of Taishan sub district office. After the adjustment, Taishan street has jurisdiction over 12 community neighborhood committees, and Chengzhong street has jurisdiction over 13 community neighborhood committees. On November 21, 2019, Dongye and Yongxing villagers' groups of Yinjiang new village, Putou Town, Jiangdu District, Yangzhou City were divided into the administrative area of Hailing District, Taizhou City, and managed by Dawang neighborhood committee of Sixiang street. After the change of administrative division, the administrative area of Hailing District is 375.31 square kilometers with a population of 587700.

Hailing District is located in the hinterland of Jiangsu Province, at the junction of the Yangtze River Delta and Lixiahe plain, and at the intersection of six channels, including luting River, Nanguan River, Taidong River, Yinjiang River, Xintongyang canal and laotongyang canal. It is adjacent to Jiangdu District in the west, Jiangyan District in the north and East, and Gaogang District in the south. Hailing District is bounded by Tongyang highway. It belongs to Lixiahe plain in the north and Yangtze River delta plain in the south, which are all covered by Quaternary sediments of geological age. The bedrock 400-1400m below the surface is a "buried hill" of basalt, which is a part of Yangtze paraplatform and belongs to Cenozoic. Due to the different genetic types of the structural layers, the foundation soil is quite different. Because of the different standard values of the bearing capacity of the upper foundation soil, it can be generally divided into four engineering geological areas: good area, soft soil area, miscellaneous fill area and bad area. The terrain of the whole region is flat, high in the South and low in the north. The south is mostly flat, and the north is densely covered with river networks. The ground elevation is 2.6-5.5m, and the highest elevation is 20.28m in Yuefu.
