In the early Qing Dynasty, it was under the jurisdiction of Shengjing. Shunzhi ten years (1653) to ningguta angbang Zhangjing (ningguta general). In the 22nd year of Kangxi (1683), it was transferred to Heilongjiang general; in the 25th year of Kangxi (1686), mohergen city was built; in the 29th year of Kangxi (1690), Heilongjiang general moved from Heilongjiang city (now Aihui Town, Heihe City). In 1698, Heilongjiang general also moved to Qiqihar city; in 1710, mohergen Deputy capital was established. During the reign of Emperor Guangxu, another Xing'an city was set up in Taipingwan (now the west of Xing'an city village in tahi township) at the West foot of Xiaoxing'an Mountains. In the 33rd year of Guangxu (1907), the general of Heilongjiang Province was dismissed and transferred to the province, and the deputy governor of Morgen was attached to him; in the next year, the deputy governor of Morgen was changed to Nenjiang Prefecture.
In the second year of the Republic of China (1913), Nenjiang Prefecture was changed into a county and was stationed in mergen city. In 1929, it was directly under Heilongjiang Province. In 1934, the administrative region to the west of Nenjiang was put under the jurisdiction of Bayan banner and Longjiang Province in December of the same year. In June 1939, it was transferred to Bei'an province. In October of the tenth year of Kant (1943), Heihe province was designated. After the victory of the Anti Japanese War, it was under the jurisdiction of Nenjiang province. In April of 1946, the administrative region of nenbei was established in Nenjiang Province, which was later renamed the second special region. In 1947, it was renamed nencheng county. In 1949, it was renamed Nenjiang County.
In August 1954, Nenjiang special zone was added in Heilongjiang Province. In 1959, huolongmen Township in Aihui county was put under the jurisdiction of the State Council. In May 1960, Nenjiang district was withdrawn and merged into Qiqihar city. In 1961, the Nenjiang special area was restored. March 1970 belongs to Heihe area. Since February 1993, it belongs to Heihe City (prefecture level). In August 2019, it was approved to establish Nenjiang city (county level).

The former administrative region of Nenjiang County will be the administrative region of Nenjiang city. Among the five major geomorphic regions in Heilongjiang Province, the southern region belongs to Songnen plain region and the northern region belongs to Daxinganling Mountains region. Under the action of geological structure, volcanic activity, glacier transportation and thawing process, the geomorphic features of complex change, large fluctuation, scattered cutting and alternating are formed. The northernmost part of the city is the junction of Daxinganling and Xiaoxinganling. It forms a horseshoe shape terrain that opens southward and descends gradually. Alluvial fan is common in Piedmont. In the East, it is close to Xiaoxing'an Mountains, and the terrain inclines from northeast to southwest. The general characteristics of the terrain in the city are high in the north and low in the south, high in the East and low in the West. The Nenjiang River flows from north to south. Nenjiang is the North source of Songhua River. The main stream of Nenjiang is 404 km long. The main tributaries of Nenjiang are Keluo River, menlu River, wodu River and Gugu river. By 2010, the total amount of water resources in Nenjiang city is 2.087 billion cubic meters, including 1.825 billion cubic meters of surface water and 289 million cubic meters of groundwater. The distribution of water resources is characterized by more in the West and less in the East, more in the South and less in the north. The main stream of Nenjiang River flows in from the north and flows out from the South after receiving all the rivers and streams.
