The Qing Dynasty
It belongs to the nomadic land of Gushan Beizi in duerbert banner, Zhelimu League, Inner Mongolia.
In the 23rd year of the reign of Emperor Guangxu of the Qing Dynasty (August 28, 1897), the construction of Dongqing railway was broken. In the 29th year of Emperor Guangxu of the Qing Dynasty, the whole line of Dongqing railway was completed and officially opened to traffic. Since then, the area along the Dongqing railway has been called "the Middle East Railway subsidiary" by Tsarist Russia.
As tsarist Russia occupied a large area of land along the railway line of the Eastern Qing Dynasty (Middle East) as a "subsidiary land", Russian administrative organs were set up at all stations, and troops were stationed to carry out colonial rule. In February of the 32nd year of the reign of Emperor Guangxu (1906), anda hall was set up. Sartu was changed to the Second District of Anda hall.
the Republic of China era
On January 23, 1913, the Department of Anda was changed to anda County, which was under the jurisdiction of Heilongjiang Provincial Office, and Saertu was changed to Xixiang of Anda county.
In August of 1914, Heilongjiang province had three Daos. Anda County belonged to longjiangdao (Daoyin office was located in Qiqihar) Sartu still belongs to anda county.

The district office is located in the family building of the Light Industry Bureau on the west side of Saertu Street (at that time, the district office, the police station and the Union were all in the same compound).
In 1937, the original seven districts were changed into Xingren village, and the village office was located in the original district office, under the jurisdiction of the Second District of Anda county.

In 1965, the establishment of Sartu district was cancelled, and anda special zone was established (the name of Anda City is still used to the outside world). After the "Cultural Revolution" in 1966, the SAR government was smashed by "rebels". In November 1968, the red flag town was planned to be built in Sartu, located at the original address of the Special Administrative Region.
