Luobei County of Luobei is a Wutong County in Heilongjiang Province, located at the junction of northeast Heilongjiang, Xingan, south of the Five Ridges and Sanjiang plain. Historical evolution
Luobei County, named after the mountain. There is Tuoluo mountain (today's famous mountain) in the territory. When it was established, it was named "Luobei" because it was located in the north of Tuoluo mountain.
It was under the jurisdiction of Heilongjiang vice capital in Qing Dynasty. In the late Qing Dynasty, on March 8, 1906 (February 14, the 32nd year of the reign of Emperor Guangxu of the Qing Dynasty), suilan Haibing road was moved from Suihua City to the east of Xiaoxing'an Mountains and changed to Xingdong bingbei road. Now Luobei county is under its jurisdiction. On August 5, 1908 (July 9, the 34th year of the reign of Emperor Guangxu of the Qing Dynasty), the governor of Heilongjiang Province decided to set up Luobei Zhili hall in the north of Tuoluo mountain under the jurisdiction of Xingdong road. Due to the limited conditions, it should be set slowly.
After the founding of the Republic of China, the first year of the Republic of China (1912), on June 26, with the approval of the president, Xingdong road was officially abolished on July 1, and Luobei hall was set up to set up a governing Bureau. Then the governor was put into operation in the provincial capital on July 26, and "arrived at the bureau to serve" on July 16.
In the second year of the Republic of China (1914), on July 1, Luobei county was changed into Luobei County, which was a second-class county and belonged to Heihe. On March 30, 1917, the governor's office of Heilongjiang Province ordered that the eastern part of the county be set up as Suidong Administrative Bureau. After the fall of Northeast China, it belonged to Heilongjiang Province.
In August 1933, the puppet County Office moved to Zhaoxing (now Zhaoxing town).

In May 1949, Hejiang province was abolished and put under the jurisdiction of Songjiang province.
In August 1954, after the merger of song and Hei provinces, they were put under the jurisdiction of Hejiang special region. In October of the same year, the county government moved to Wancai Village (now Fengxiang town). In July 1957, Baoquanling farm in Hegang City was assigned to Luobei county.
In November 1958, Baoquanling farm was assigned to Hegang City. On May 30, 1964, with the approval of the State Council, Baoquanling farm was assigned to Luobei county.
On January 1, 1985, Luobei county was put under the leadership of Jiamusi city. On November 6, 1987, it was approved by the State Council and put under the leadership of Hegang City.
